Recommendation: 1. That Report PW 8-16 be received as information; and. 2. That.a,c0py of Public W0rks-Department- Report PW 6-16, regarding the "2016 Community Waste Events" be forwarded to the Region of Durham and the Area Municipalities. 2. Executive Summary: Similar to previous years, the Public Works Department plans to co-host two (2) community waste related events with the Region of Durham in 2016. The first event is the Compost Giveaway, to be held on Saturday, May 7, 2016. The second event is the Household Hazardous Waste and Electronic Waste (E Waste) Drop-off Event to be held on Saturday, September 17, 2016. These events are held at the Town ofwhitby's Operations Centre, 333 McKinney Drive from 8:00 a.m. to 12:00 p.m., on their respective dates, rain or shine. 3. Origin: This Report PW 6-16, regarding the "2016 Community Waste Events" originates from within the Departmenl 4. Background: Each year the area municipalities and the Region of Durham jointly co-host a number of waste-related community events such as; the Compost Giveaway, Electronic Waste, and the Household Hazardous Waste Drop-off (refer to Attachment 1 ). Hosting these community waste events provides an opportunity for the Town and the Region to work together to jointly promote waste diversion Report to: Operations Committee Report number: PW 6-16 Page 1 of 4

'.' -:. and answer inquiries related to various programs such as green bin organics, blue box recycling, yard waste collection programs and special collections. Waste events hosted in Whitby have been very popular in the Region and attracts anywhere from 400 to 900 participants. At each of the community waste.events, the Town of Whitby and The Region of Durham's Waste Management Department work co-operative,y to put on successful events. The Town of Whitby provides the event location, staffing for site set-up and take down, traffic control and visitor assistance. The Town also coordinates community partnerships for the event with groups like the Salvation Anny. The Region of Durham provides support to the Town by coordinating the advertising and various hauling or contracted services for the events. The Region also provides staff on-site to sell blue boxes, green bins. backyard composters and replaces broken containers at no charge. 5. Discussion/0ptions: 5.1 Community Event Schedule: Community waste events are scheduled in consultation with the area municipalities and the Region of Durham in accordance to a Waste Event T-imetable. 'fhis schedule was created to ensure that events are equally distributed througt.loutitile Region.and-that each municipality has the opportunity to~participate. Events that are offered annually to municipalities include Compost Giv.eaways~ndrtheiElectromc Waste -collection Event. lhe~household Hairardous,waste '(t:f l-i!w) Collection Event is offered once every two years ( refer to Attachment 1 for a schedule of the community waste events in Durham). These community waste events serve as a means of instilling a positive envirorimental message within the community. These events also provide an oppof:tunftyjorthe Town and the Region to promote various waste reduction progr:am~and for residents to be more environmentally conscious by partici~atihg in these programs. The proposed 2016 dates for Whitby's events this year are as follows: Compost-.Giveaway Saturday May 7, 2016 Household,Hazar:dous Waste/E-Waste Collection Saturday September 17, 2016 Both events are held at the Town of Whitby's Operations Centre, 333 McKinney Drive from 8:00 a.m. to 12:00 p.m. rain or shine. The Department will have staff on hand at each event for traffic control and to help residents to load and unload vehicles or to answer any waste related questions. As with previous events, an open invitation will be extended to Mayor and Council to participate in these events. 5.2 Salvation Army Food Drive: Similar to previous years, the Town is planning to include a food drive at the community waste events for 2016. .., ; with the local Salvation Army Detachment which is also part of the United Way Organization. In previous years, the Salvation Army has been very grateful for the generosity received through these events. All food items collected in Whitby would be distributed to those in need within our community. 6. Public Communications/Plan: The Region of Durham creates the promotional advertisements for the community waste events. The events will be promoted in local newspapers and on the Region of Durham and the Town's websites. 7. Considerations: 7.1. Public The location of these events has been selected to ensure easy access by the Public. 7.2. Financial The total cost for the 2016 community waste events is projected to be $4,500 for staff time and has been included in the 2016 Public Works Operating budget. 7.3. Impact on and input from other Departments/Sources The Region of Durham has been consulted on these two (2) events. 7.4. Corporate and/or Department Strategic Priorities To build a strong, respectful Council team with a positive, shared vision and four-year action plan; to ensure all municipal affairs are conducted with professionalism and Integrity; and to enhance the transparency and accessibility of Town Hall and support effective public consultation and engagement To continue the Whitby tradition of responsible financial management and respect for taxpayers; and to understand the Importance of affordability to a healthy, balanced community To ensure Whitby is clearly seen by all stakeholders to be business- and investment-friendly and supportive: and to strive to continuously improve the effectiveness and efficiency of service delivery Report to: Operations Committee Report number. 1.'. 8. Summary and Conclusion: The Public Works Department is planning to co-host two (2) community waste related events in 2016 in cooperation with the Region of Durham. The Compost Giveaway event is planned to be held on Saturday May 7, 2016. The Household Hazardous Waste and Electronic Waste Drop-off event will be held on Saturday September 17, 2016. These events will be held at the Town of Whitby's Operations Centre, 333 McKinney Drive from 8:00 a.m. to 12:00 p.m. on their respective scheduled dates, rain or shine.
