Delta Weatherization and Energy Efficiency Program Section 1: Basics The Delta Weatherization & Energy Efficiency Program (DWEEP), funded by the City of Chicago Department of Environment and the State of Illinois Attorney General s Office, seeks to weatherize 200+ homes in the City of Chicago and in Lake County. Eligible low-to-moderate income homeowners will receive up to $4,700 in weatherization services, which may include attic & sidewall insulation, air sealing, water heater blankets, window & door replacement, duct sealing & repair, furnace repair, and more. DWEEP is run by the Delta Institute, a nonprofit organization that works on the policy and practice of sustainable development and environmental stewardship in the Great Lakes region. Section 3: Homeowner-specific information The Delta Institute has two great energy efficiency programs for which homeowners may be eligible: Delta Weatherization & Energy Efficiency Program - The Delta Weatherization Program, funded by the City of Chicago, provides weatherization services to protect a home from the elements by reducing energy consumption, cutting energy costs and making families more comfortable in their own home while ensuring health and safety. Delta Institute Appliance Program - Funded by the Illinois Department of Commerce and Economic Development, this program allows Delta Institute to replace existing older and inefficient appliances with new efficient Energy Star refrigerators, window air conditioning units, and central air conditioning units. The old appliance will be properly recycled as part of the program. Eligibility 1. You must be a City of Chicago homeowner up to 4 units. 2. You must be a People s Gas customer. 3. How to Apply Delta accepts applications year-round but funding is annually available so at certain times the program may be on hold until the next round of funding is available. Effective October 19, 2011, the program has reached its maximum capacity of applicants. We still do encourage applicants to apply but at this time we are no longer able to process new applications. If more funding should become available, Delta will notify each applicant and will continue processing each application. Please contact them at 312-554-0900 x 26 Section 5: Program process DWEEP has certified energy auditors who complete an initial energy assessment to determine the scope of weatherization work and provide recommendations. The program then determines what work will be completed by the weatherization contractor based on type of property, most energy efficient and most cost effective measures. DWEEP assigns all contractors. Each contractor has been verified to have credible weatherization certifications and experience. The improvement work can be as simple as air sealing around windows and installing programmable thermostats to more complicated measures like insulating exterior walls of the property and insulating attics. After the weatherization work has been completed, a third party energy auditor returns to the property to complete a post energy assessment on the work completed. This post-energy assessment will verify the work performed by the weatherization contractor and notify DWEEP if any of the work needs to be reevaluated. Currently, Delta Institute is exploring whether DWEEP participants might be able to earn the Illinois Home Performance Certificate.
Energy Impact Illinois Section 1: Basics In May 2010, the U.S. Department of Energy (DOE) issued 25 awards nationally through the competitive Energy Efficiency and Conservation Block Grant (EECBG) Retrofit Ramp-Up stimulus initiative (now known as the BetterBuildings Initiative). A regional collaboration led by the Chicago Metropolitan Agency for Planning (CMAP) in partnership with the City of Chicago Department of Environment, with support from the City of Rockford and suburban and regional stakeholders was awarded $25 million to transform the market for carrying out energy-efficient retrofits to commercial and residential buildings in northeastern Illinois. The objective of the Energy Impact Illinois (EI2) program is to build a comprehensive energy retrofit program which includes strategies to build a sustainable business model to aggressively retrofit commercial, industrial, and residential buildings across northeastern Illinois. Over the three-year grant period, the project is expected to retrofit as many as 8,000 units, leverage more than $500 million in local investments, and create more than 2,000 jobs. Energy Impact Illinois Section 3: Homeowner-specific information EI2 has many resources to offer homeowners, three of which are highlighted here. First, an information portal on the EI2 website identifies energy saving actions and relevant deals across Northern Illinois. Second, the Energy Impact Low Interest Loan Program offers homeowners in the entire CMAP territory, as well as the City of Rockford, low-interest loans through a variety of lenders. These loans assist homeowners complete a home energy upgrade, following Illinois Home Performance standards. Loans are also available on high-efficiency furnaces and boilers. The City of Rockford homeowners have access to significant rebates for IHP energy upgrades. Rockford homeowners utilizing an IHP and EI2 participating contractor to conduct an energy assessment and upgrade which obtains at least a 15% estimated reduction in energy usage will be eligible for a rebate of up to $1000. Illinois Home Weatherization Assistance Program Section 4: Contractor specific information Based on the information from the overall plan, this is a strict and detailed program to partner with. There is a set amount of money that can be spent by the Local Administering Agencies (LAA) for work; local work crews or contractors must perform the work under the LAA s supervision. DCEO is working to establish a one week training and certification program for contractors. It would be necessary to complete and pass this training in order to work in this program. Training will be required for new and existing contractors. In order to participate in IHWAP, a contractor must first respond to the annually-released IHWAP Request for Qualifications (RFQ). For the Chicago-area IHWAP program, CEDA traditionally posts the RFQ on their website between February and March each year at www.cedaorg.net. Section 5: Program process: The Weatherization Program has six basic steps: 1. A person applies at a local administering agency (LAA); 2. The agency determines if he/she is eligible and prioritizes the household for assessment and work; 3. If the person is selected by priority order, an energy audit will be conducted on the home, and the weatherization measures that will save the most money will be printed on a work order; 4. Experienced LAA crews or contractors take the work order and apply the materials listed, using high-quality materials that meet federal energy savings standards; 5. An HVAC contractor inspects the furnace to make sure that it is safe and in good working order, and makes the necessary repairs/retrofits, or replaces the furnace; and, 6. A final inspection is done to make sure the work is complete and correct Weatherization measures will be installed in order of cost effectiveness. The following is a list of Weatherization and Energy Related Repairs that are allowable under the IHWAP:
Illinois Home Weatherization Assistance Program Weatherization Work A clean-and-tune and safety inspection is performed on every heating appliance and system in the home. A water heater insulation jacket shall be installed when possible. Setback thermostats may be installed, and water pipes and duct systems shall be insulated when appropriate. In addition, heating systems repairs may include, but are not limited to: replacing copper natural gas piping; replacing a gas valve, blower motor or blower; installing partial or completely new distribution systems; installing chimney liners or other repairs to venting systems. Water heater repairs to make water heaters safe and operational; may include: replacing venting; cleaning; replacing burners; replacing thermocouples; and installing T/P valves and discharge. Water heaters may also be replaced if necessary with DOE, HHS, or State funds. Energy-Related Repairs (ER) Energy-Related Repairs are only allowable under State Supplemental Funds, and are defined as a measure or measures that are necessary to ensure the installation of an Energy Conservation Measure (ECM) or that will enhance an energy-related measure. An example of this would be electrical work that would be needed, prior to the installation of sidewall insulation. Types of ER could include electrical or plumbing work, roof repair or replacement, structural repairs such as walls, ceilings, floors or foundation. Structural Repairs would not include replacement window or door work. ER repairs may also include reductions in the electric base load usage such as the installation of compact fluorescent lighting or enhancements such as the replacement of a faulty or leaking electric water heater. Note: There is no current information showing that the homeowner can use this program to earn an Illinois Home Performance Certificate.
Illinois Home Performance Section 1: Basics Illinois Home Performance with ENERGY STAR is our state s version of a nationwide HPwES effort. IHP does not offer any direct rebates, but with agreements with all five investor-owned utilities, the state energy office, and Energy Impact Illinois, IHP offers consistent contractor participation requirements, reporting, and quality assurance. IHP is rolling out incrementally across the state as individual programs launch, starting with the seven county CMAP Chicagoland area plus the City of Rockford. This is designed as a sustainable program with no forecasted end date. Section 2: Who s working on this program? For the past decade, U.S. Environmental Protection Agency (U.S. EPA) has been responsible for HPwES programs at the national level. This ownership transferred to the U.S. Department of Energy in October. Locally, Illinois Department of Commerce and Economic Opportunity (DCEO) is the statewide sponsor, ultimately responsible for the program. The Midwest Energy Efficiency Alliance (MEEA) is the statewide coordinator for the program and responsible for statewide coordination, stakeholder engagement, contractor training, homeowner education, and program innovation. Finally, each of the investor-owned utilities in Illinois (Ameren Illinois, ComEd, Nicor Gas, North Shore Gas, and Peoples Gas), Energy Impact Illinois, and Illinois electric cooperatives will deliver the program locally. These providers will offer rebates and/or financing, promote the program, and deliver onsite quality assurance. Section 3: Homeowner-specific information The rebates and incentives will vary based on each program providers requirements. The IOUs will offer incentives to meet their EEPS mandated savings goals. However, any participant in Illinois Home Performance is eligible to earn either and IHP Silver or Gold certificate depending on modifications completed.
Illinois Home Performance The Silver Certificate is awarded to home achieving 15% modeled total energy savings. Both certifications will be able to be listed on Illinois MLS s, making efficiency improvements and associated cost savings more transparent for future buyers. Ameren Illinois Home Energy Performance - What is required for a contractor to participate o Insurance Requirements Ally shall provide to Program proof of insurance coverage that meets or exceeds the following minimum requirements: Commercial General Liability insurance with respect to the services contemplated by this agreement, specifically including without limitation contractual liability insurance to cover liability assumed by Ally with combined limits, per occurrence, of not less than $1,000,000 for bodily injury, including death and property damage. Coverage shall include completed operations coverage for a period not less than three years following completion of the project. Workers Compensation insurance with statutory limits and employer's liability insurance with limits of not less than $500,000. Comprehensive Auto Liability insurance which has a minimum combined single limits for bodily injury and property damage of $1,000,000 per occurrence. The Comprehensive Auto Liability policy shall include owned and blanket non-owned and hired coverage. o Work Requirements Work must be supervised by staff members of the contractor who are BPI certified in Building Analyst and Envelope or otherwise approved in writing by the Program Manager o Warranty Contractor shall provide the customer a written warranty of labor and materials for a minimum of one year from the date the service is performed. Home Energy Savings Program December 7, 2011 Section 1: Basics The Home Energy Savings program (HESP) is a joint program offered to single family customers of both Nicor Gas and ComEd. The program offers a comprehensive Home Energy Savings assessment that will evaluate opportunities for energy efficiency upgrades and provides financial incentives for completing those upgrades. This program will be offered through May 31, 2012. (HESP will continue) Section 2: Who s working on this program? Nicor Gas and ComEd are partnered in offering this program sponsored by the rate payers. Conservation Services Group (CSG) is the administrator of the program orientation, training, marketing, customer assessment/work scope, contractor grading, quality control, incentive processing and data reporting. Participating contractors must adhere to strict terms and conditions. Section 3: Homeowner-specific information CSG staff Energy Advisors will conduct the comprehensive Home Energy Assessment for a cost to customers of $99.00. The assessment will evaluate all building opportunities with a particular emphasis on air sealing and insulation opportunities. Ten CFL s, high efficiency aerators and showerheads, hot water pipe wrap, and a water heater temperature turn-down will be installed FREE of charge during the assessment. Programmable thermostats will be available for installation at 50% of normal cost. At the conclusion of the assessment the Energy Advisor will provide the customer with a comprehensive report that details energy savings opportunities, including measures with incentives from other Nicor Gas or ComEd programs, and attic, wall, floor, crawl space, and duct insulation and air sealing and duct sealing measures that are eligible for incentives at 50% of the installed cost up to a maximum of $1,250 instant rebate. The homeowner benefits for the HESP program are increased comfort in their home, reduction of utility bills and increase energy efficiency while reducing the homes carbon footprint and helping the environment. Section 4: Contractor-specific information A Participating Contractor shall demonstrate that it has the capacity to conduct business successfully by providing all required information and abiding by requirements for Background Check, Drug Testing of Contractor Personnel, Insurance, and meet Building Performance Institute(BPI) requirements. Participating contractors will enter on a Provisional Status, required to complete 7 jobs within the first three (3) months, and receive acceptable scores upon quality control grading. Price guidelines that have been established in the HESP participation agreement will be quoted to the customer at the time of the assessment if work is chosen by the customer the contractor then will be notified and has three days to contact the customer to establish an install date. The Contractor collects payment less rebate amount at the end of the install. The Contractor then submits proper paperwork to CSG and receives the rebate amount.
