ANAHUAC INDEPENDENT SCHOOL DISTRICT REQUEST FOR QUALIFICATIONS Architectural and Engineering Services for Future Potential Bond Projects INTRODUCTION: Anahuac Independent School District ( District ) is seeking statements of qualifications from selected design firms to provide long range facility plan, architectural and necessary related engineering sub-consulting services for contemplated facilities improvements and renovations. The projects are to be funded by future potential bond referendum. Services will include evaluation, refinement, and further development of current facilities master plan, facilities need assessment and programming in preparation for future potential bond referendum, as well as preparation of design documents and contract administration during construction of projects, subject to voter-approval of a bond referendum.
The District will review the completed submittals received by the deadline and may select one or more successful firms. As required by law, the District will make the selection based on the most highly qualified firm for the project types. The selection process will be based on a review of the firm s qualifications, completed projects, project specific needs and client references. Fee negotiations will occur with the most highly qualified firm selected by the District. Responses to the Request for Qualifications shall include the complete submission requirements in the sequence and format prescribed. All questions must be submitted in writing by no later than September 21, 2015, and responses to questions will be forwarded to all RFQ responders who provide e-mail addresses or fax numbers to the District for this purpose. Under project references, clearly state the name of the firm who performed the referenced work. If work was performed under the employment of another firm, indicate so by naming that firm. Provide a description of the specific work performed by the firm or individual referencing each project. Front of Binder: Letter of interest. List of school district and other education entity clients. List of significant school district and education projects, including the following client information: project, client, construction representative, telephone number, date of start and finish, SF, construction contract amount, total construction cost at end of project, cost/sf, contractor, contract type. Note: You may insert photos, floor plans, comments on projects in 8-1/2X11 format or you may submit them separately. Limit ten projects. List related experience. List project delivery methods that you have employed. List awards and recognitions or specialized expertise. List any experience related to bond planning and preparation. List of proposed engineering sub-consultants. They will not be returned. The work must have been completed by the firm submitting the project and not under the name of another firm. The firms determined to be most highly qualified, based on the submission and references, may be placed on a short-list. The District may request interviews, presentations, and tours prior to finalizing the selection process. The District reserves the right to waive any irregularities and informalities and make any decision that they judge is in the best interest of the school district. The District reserves the right to cancel this RFQ, and is in no way obligated to proceed with any project or to enter into a contract with any firm. Any selected firm will be required to (1) complete all required criminal history information certifications required under Texas Education Code Section 22.0834; and (2) submit proof of acceptable insurance limits for both your firm and proposed engineering sub-consultants. FELONY CONVICTION NOTIFICATION State of Texas Legislative Senate Bill No. 1, Section 44.034, Notification of Criminal History, Subsection (a), states a person or business entity that enters into a contract with a school district must give advance notice to the district if the person or owner or operator of the business entity has been convicted of a felony. The notice must include a general description of the conduct resulting in the conviction of a felony. Subsection (b) states a school district may terminate a contract with a person or business entity if the district determines that the person or business entity failed to give notice as required by Subsection (a) or misrepresented the conduct resulting in the conviction. The district must compensate the person or business entity for services performed before the termination of the contract. This notice is not required of a publicly held corporation.
