Situation. It is anticipated that a majority of units training aboard Marine Air Ground Task Force Training Command (MAGTFTC), Marine Corps Air Ground Combat Center (MCAGCC) will have organic assets to conduct Search and Rescue (SAR) Operations (OPS), e.g., aircraft or personnel, but not the resident knowledge. The primary role of MAGTFTC, MCAGCC will be to facilitate all SAR efforts and to act as a liaison with local SAR agencies. 2. Cancellation. CCO 3130. 1A. 3. Mission. To publish instructions and procedures for SAR OPS aboard MAGTFTC, MCAGCC. 4. Execution a. Commander's Intent and Concept of Operations (1) Commander's Intent. Immediately accomplish procedures as outlined in this Order once an individual has been identified as missing and an initial check of the point last seen has been conducted. (2) Conc~t of Operations (a) MAGTFTC, MCAGCC will assume the role of SAR Coordinator in cases when a unit is not capable of conducting or coordinating SAR OPS. (b) The primary agency available to conduct SAR OPS involving ground search, is the San Bernardino County Sheriff's Volunteer Forces. This agency is dedicated for the conduct of SAR OPS. (c) In accordance with the references, Mercy Air may be dispatched to aid in the initial search efforts. Certain considerations must be taken into account for time and range search should Mercy Air still be required to respond to an actual medical evacuation (MEDEVAC) while training is still being conducted. ceo 3130.1B (d) The Air Force Rescue Coordination Center is available to assist with coordinating assets to conduct a search. They will liaison with aircraft squadrons for aircraft and aircrew availability. (e) Contact information is provided in enclosure (1). b. Subordinate Element Missions (1) Assistant Chief of Staff (AC/S) G-3 (a) Appoint in writing a MAGTCTC, MCAGCC SAR Coordinator. conducted. Coordinate with BEARMAT and determine the availability of other units in the training areas that may be able to assist in the SAR OPS. 4. Coordinate with local SAR agencies as necessary. 5. Notify the Provost Marshal Office of the arrival of outside agencies, as they become known. (g) Range Control Facility Supervisor 1. Contact the MAGTFTC, MCAGCC SAR Coordinator upon being notified of a missing person. 2. Place the immediate surrounding ranges and training areas into a "cold" status to facilitate the SAR efforts. 3. Contact any airborne units (helicopters) to determine their availability to assist. 4. Contact ground units in the immediate v i c inity to determine if they have any knowledge of the missing person and if they are available to assist i n the SAR efforts. 2

(2) MAGTFTC, MCAGCC Command Duty Officer ceo 3130.18 (a) Upon notification of a missing person from the MAGTFTC, MCAGCC SAR Coordinator notify the cos. (b) Notify BEARMAT if you receive a SAR notification from the Officers Conducting the Exercise (OCE) or commanding officers (CO) of units training aboard the Combat Center. (c) If the COS and the AC/S G-3 are unavailable, notify the MAGTFTC, MCAGCC Commanding General (CG). (3) AC/S G-4. Assign an officer to assist the MAGTFTC, MCAGCC SAR Coordinator with logistic support of the SAR efforts. (4) AC/S G-5 (a) Prepare the appropriate news release for review by the COS upon notification of SAR OPS. (b) Provide a single source to refer all public media inquiries for information or news releases. (5) AC/S G-7 (a) Fire Department 1. Upon notification that an individual is missing outside of Mainside area, immediately contact the MAGTFTC, MCAGCC SAR Coordinator at (760) 830-6945 or the Director, Range Management and Development Division at (760) 830-7113 to initiate SAR OPS with local assets. After hours, notify the BEARMAT Floor Supervisor at (760) 830-6623/6535. 2. Upon notification of SAR OPS, provide two Firefighter/ Emergency Medical Technicians to accompany the SAR team if required. Firefighters will be dispatched directly to the appropriate landing zone. helicopter. as requested. required. 3. Provide personnel as necessary to accompany the MEDEVAC 4. Request that 7th Marines is prepared to provide personnel and equipment as listed in enclosure (2). (3) Units Training Aboard the Combat Center. OCEs or COs of units training aboard the Combat Center will comply with the following: (a) Appoint an Exercise Force SAR Coordinator. (b) Adhere to the search procedures within enclosure (2). (c) Assign an officer or a staff noncommissioned officer to BEARMAT to facilitate liaison with the MAGTFTC, MCAGCC SAR Coordinator. Search Procedures ceo 3130.lB l. Coordinating Instructions a. Units. Ensure that the steps outlined below have been accomplished. (1) Report confirmation of the missing person to BEARMAT. Time is a critical element at this point. (2) The following information should be available as soon as possible (a) Name, rank, and unit. (b) Time last seen. (c) Grid coordinates of location last seen. (d) Water. (e) Equipment, cell phone number i f known. (f) State of mind. (g) Next of kin information, if unit requires assistance in the notification process. (3) Conduct an initial search of the surrounding areas utilizing organic assets, e.g., personnel, aircraft, recon and team etc., and accomplish as much as possible of the search procedures contained herein. (4) The unit will spend no more than two hours conducting the search, at which time BEARMAT will be notified and the MAGTFTC, MCAGCC SAR Coordinator will assume responsibility for the conduct of the SAR OPS. b. MAGTFTC, MCAGCC SAR Coordinator. If a unit at anytime requests or is incapable of conducting its own search, the MAGTFTC, MCAGCC SAR Coordinator will complete the following : (1) Activate the MAGTFTC, MCAGCC SAR OPS Center. (2) Accomplish as much as possible of the search procedures contained in this Order. below. (3) Contact 7th Marines to request personnel and equipment as listed (4) Contact San Bernardino County Sheriff's Department to request assistance. (5) Ensure that the steps outlined in this Order have been accomplished. 2. 7th Marines. Cont act 7th Marines to request the following : a. Up to 1 company sized unit with vehi c l e, communications, and logistical support for a two-day field operation. Enclosure (2)
