Regular Council Meeting - May 11, 2009 2. Special Council Meeting - May 13, 2009 Moved: Sec d: Councillor Cacchioni That the minutes of the Regular Council Meeting held May 11, 2009 and the Special Council Meeting held May 13, 2009 be adopted as circulated. DELEGATIONS 1. Canadian Forces Reserve Cadet Instructors Cadre Peter Thiessen, Lieutenant Commander of the Area Cadet Instructors Cadre, was present at the meeting to provide Council with information on the centennial of the Cadet Instructors Cadre, celebrating 100 years of dedicated service to the Country through youth leadership and development. Lieutenant Commander Thiessen reported that the mission of the Cadet Organizations (Royal Canadian Sea, Army and Air Cadets) is youth development, with the Cadet Instructors Cadre Officers overseeing the cadets, serving as leaders and role models. He introduced the members of the Area Cadet Instructors Cadre in attendance. Mayor Bogs thanked the Cadet Instructors Cadre Officers for their volunteer service to the community.

Page 2 - Regular Council Meeting 2. Craig Teindl, L. Soligo & Associates Ltd. Craig Teindl addressed Council on behalf of L. Soligo & Associates, the City s auditor. He provided an overview of the 2008 audit of the City s financial position and reviewed the financial statements prepared for the year ended December 31, 2008. Mr. Teindl commented that the City remains in a strong financial position. Mayor Bogs thanked Mr. Teindl for his presentation. COMMUNICATIONS 1. 2008 Annual Report Council considered the report dated May 14, 2009 from the Chief Administrative Officer with respect to the Annual Report prepared for the year ended December 31, 2008. 267-09 Moved: That Council receive and approve the Annual Report for the City of Trail for the year ended December 31, 2008 and the report be retained and made available for public inspection as required. 2. 2008 Statement of Financial Information Council considered the report dated May 14, 2009 from the Chief Administrative Officer with respect to the Statement of Financial Information prepared for the year ended December 31, 2008. 268-09 Moved: Councillor Cacchioni That Council approve the statements and schedules included in the City of Trail s Statement of Financial Information for the year ended December 31, 2008 produced in accordance with the Financial Information Act. 3. Chateau Manor (Addition) Building Bylaw Contravention Council considered the report dated May 11, 2009 from the Corporate Administrator with respect to the recently constructed addition to Chateau Manor located at 1733 Columbia Avenue and occupied without the benefit of an Occupancy Permit.

Senior Citizen s Association, Branch No. 47 - Free Parking Privileges for Senior Citizens 269-09 Moved: Councillor DeRosa That staff be directed to file a notice in the land title office on the title of the property legally described as Lot 1, Plan NEP81553, DL 2919, K.D. (1733 Columbia Avenue) pertaining to the contravention of the City of Trail Building Bylaw No. 2548, 2003. 270-09 Moved: That Council Resolution 79-09 be taken from the table. Council considered the letter dated January 23, 2009 from the Senior Citizen s Association, Branch No. 47 requesting that Council offer free parking privileges to Trail s senior citizens. 271-09 Moved: Councillor DeRosa That the Senior Citizen s Association, Branch No. 47 s request for free parking privileges for Trail s senior citizens be denied. 5. Greyhound Canada Transportation Corporation - Proposed Reduction in Route Frequency Council considered the letter dated May 6, 2009 from Greyhound Canada Transportation Corporation providing information on its application to the BC Passenger Transportation Board for a reduction in bus service from Kelowna to the Alberta Border via Highway 3. 272-09 Moved: That Council communicate to the BC Passenger Transportation Board its opposition to Greyhound Canada Transportation Corporation s proposed reduction of route frequency between Kelowna and the Alberta Border via Highway 3; and that Council provide the public with information and assistance if requested to individually provide opposition to the service reduction.

Economic Action Plan Infrastructure Funding Council considered the report dated May 21, 2009 from the Director of Parks and Recreation with respect to federal grant funding available for recreation infrastructure under Canada s Economic Action Plan. 273-09 Moved: Councillor DeRosa That Council approve the submission of the following projects for recreation infrastructure funding under Canada s Economic Action Plan: First Priority Haley Park Track Second Priority Trail Memorial Centre Elevator Councillor Cacchioni opposed. The motion was carried. 7. Proclamation - MS Awareness Month 8. Communities in Bloom Mural Artwork 274-09 Moved: That Council agree to proclaim the month of May 2009 as MS Awareness Month in the City of Trail. Council considered the report dated May 25, 2009 from the Corporate Administrator with respect to the artists rendering of the mural proposed to be installed on the southeast wall of the Riverbelle. 275-09 Moved: That Council approve the proposed design for the mural to be painted on the southeast wall at 1357 Dewdney Avenue. COUNCIL COMMITTEE REPORTS 1. Councillor DeRosa Councillor DeRosa reported on a recent workshop he attended on behalf of Council and presented his RDKB report to the meeting. 2. presented his General Government/Finance report to the meeting.
