IDENTIFICATION Department Northwest Territories Health and Social Services Authority Position Title Regional Supervisor, Acute Care Position Number(s) Community Division/Region(s) 67-09007 Fort Smith Primary Care, Acute & Allied Health Services / Fort Smith PURPOSE OF THE POSITION The Regional Supervisor for Acute Care will provide clinical and professional leadership for the Northwest Territories Health and Social Services Authority (NTHSSA), Fort Smith region. This position is accountable for the prudent utilization of human, fiscal and other organization resources to meet demands for service delivery from the Acute Care and Emergency Department to the community. SCOPE The Northwest Territories Health and Social Services Authority (NTHSSA) is the single provider of all health and social services in the Northwest Territories (NWT), with the exception of Hay River and Tch regions, covering 1.2 million suare ilometers and serving approximately 43,000 people, including First Nations, Inuit, Metis, and non-aboriginals. Health and social services includes the full range of primary, secondary and tertiary health services and social services including family services, protection services, care placements, mental health, addictions, and developmental activities, delivered by more than 1,400 health and social services staff. While the Tch Community Services Agency (TCSA) will operate under a separate board and Hay River Health and Social Services Agency (HRHSSA) will in the interim, the NTHSSA will set clinical standards, procedures, guidelines and monitoring for the entire Northwest Territories. Service Agreements will be established with these boards to identify performance reuirements and adherence to clinical standards, procedures, guidelines and policies as established by the NTHSSA. Under the direction of the Minister of Health and Social Services, the NTHSSA is established to move toward one integrated delivery system as part of the government s transformation strategy. The NTHSSA - Fort Smith Region is responsible for the effective delivery of Primary and Emergent Health Care and Social Services to approximately 2,500 residents of Fort Smith and the surrounding area. The Regional facilities include one type C Health Facility and a 28 Bed Long Term Care Facility. This position reports to the Regional Manager of Primary Care, Acute and Allied Health Services. RESPONSIBILITIES 1. Supervises the provision of healthcare services within the Acute Care Program, including Midwifery in-patient clients to ensure quality client/patient care. Ensures that Best Practices are consistently maintained. Ensures policies and procedures are reviewed and revised in accordance with standards set by NTHSSA Plans, organizes and supervises 24 hour healthcare services in the Acute Care Department. Ensures adeuate and appropriate 24-hour staffing availability for service delivery. Maintains the 24-hour staffing schedules Ensures that Staff has access to appropriate clinical resources. Facilitates the weely Client/Patient Rounds notifies Clinicians regarding case presentations and their reuired attendance. Ensures appropriate resources are utilized in the provision of uality client/patient care to include the multidisciplinary team (Nursing Staff, Medical Staff, Midwifery Staff, Public Health, Home Care, Social and Community Counseling Services, and Rehabilitation Services). Encourages and facilitates effective woring relationships between the Acute Care Department staff and other Departments within and the organization partners in the community. Promotes good public relations with Clients/Patients, Families, Staff, Physicians and external agencies. Collaborates with the Manager of Primary, Acute Care and Allied Health Services for departmental changes, concerns or issues. Collaborates with Pharmacist to establish protocols for medication ordering, storing, administration and disposal. Collaborates with midwives to ensure smooth woring relationship. 2. Provides guidance, direction, and leadership to staff reporting to Supervisor of Acute Care to promote excellence in the provision of healthcare services. Implements competency measures or tools to ensure consistency in providing safe client/patient care. Schedules and facilitates Staff meetings. Ensures uality client/patient service delivery is accomplished. Deals with conflicts or complex problems with clients/patients and/ or between Staff members. Utilizes the RL Solutions System on a consistent basis in recording ris concerns and issues. Ensures that new employees and contract employees receive orientation to the area. Ensures that client/patient care information and treatment plan is current and up-todate. Promotes continuing education for Staff and ensures Staff has the reuired Certification/Licenses. Participates in assisting and guiding Staff to develop short and long term goals for the advancement of their careers. Completes Staff performance appraisals in a timely manner in eeping with the collective agreement and/or NTHSSA policies. Reviews and authorizes overtime and leave applications. Is nowledgeable and articulate in the professional scope and standards of practice. Disseminates and implements latest evidence-based practices to Staff to facilitate uality outcomes. Liaises with all departments of the Fort Smith Health Centre and with other agencies and support groups at territorial, regional and community levels to advocate health and social services environments that are conducive to ethical practice and to the health and wellbeing of clients/patients. Chairs and/or actively participates on reuired regional committees. Maintains responsibility for facilitating ongoing operation of Acute Care Program committees. Acts as the Fort Smith representative on Territorial committees as assigned. Facilitates and fosters active communication, collaboration and linages between ey staeholders, within and outside the Community. Maintains a thorough networ of support agencies. 3. Maintains Human Resources Management within the Acute Care Programs and organizes resources in accordance with the Fort Smith Region and the NTHSSA policies, procedures and practices to ensure goals and objectives of the Authority and the Department are achieved. Recommends modifications and adaption of staffing complements to meet emergencies and changing situations while maximizing Staff competencies, training and experience. Establishes and maintains a positive and effective woring environment which encourages maximum development, motivation and retention of Staff. Collaborates with the Human Resources Department in Staff recruitment, application review, interviews and selection of ualified and suitable Staff. August 10, 2017 GNWT Job Description Page 3 of 9

Plans, implements and evaluates orientation programs specific to the programs under the Regional Supervisor of Acute Care. Schedules and assigns Staff in alignment with the collective agreement and departmental budgets to achieve maximum efficiency, safety and uality client/patient care. Initiates corrective action as reuired for direct reporting staff in collaboration with Human Resources. Facilitates regular Staff meetings and other forms of Staff communications to include Communication Boo/Binder on a regular and as reuired basis. 4. Monitors the overall performance and compliance of the programs for Acute Care Department with best practice guidelines, program standards and policies and procedures while continuously contributing to a culture of client/patient safety. Establishes and reviews departmental goals, objectives, standards and procedures on an annual basis. Develops and implements performance monitoring and metrics and completes auditing. Analyzes, designs, coordinates, and evaluates programs on an ongoing basis in response to Community needs and issues. Monitors compliance with standards of Accreditation and NTHSSA policies. Identifies the need for new policies and practices initiates their development and provides leadership in implementation and evaluation of guidelines, professional standards and procedures that impact client care. Advocates for professional standards of practice using organizational and political processes. Analyzes and evaluates Acute Care Program, including Midwifery services in order to ensure the provision of uality client/patient care consistent with Canadian Hospital Accreditation Standards. Collects, analyzes and prepares reports on Acute Care, Emergency and provides statistical information to Regional Senior Management and/or NTHSSA. Evaluates client/patient care in accordance with recommended standards. 5. Manages the fiscal resources of the Acute Care Services. Monitors monthly budget and purchase reports and provides a variance report. Monitors and maintains euipment, inventory and supply levels. Reviews departmental expenses and completes monthly variance reports. Identifies and analyzes euipment and supply reuirements for client/patient care. Identifies reuired capital items and recommends the purchase of capital euipment. Approves the purchase of supplies to include medical, pharmaceutical, surgical, and clerical supplies. Maintains Staffing schedules to ensure appropriate use of resources and safe staffing levels. Approves Staff PeopleSoft entries. 6. Additional Activities: Directly supports and is involved in any incident investigation involving acute care health services. Holds regular staff meetings and records minutes of the meetings Responsible and accountable for the management, variance reporting and planning of assigned budgets. Responsible for orientation, training, performance review, and development of program staff In conjunction with Fort Smith Region Management team and NTHSSA specialist develops and implements standard operating procedures and operations guidelines in respect of the subject matter for which the position is responsible Leads and manages the compilation of subject matter reports to support the sufficient operation of the Fort Smith Region and NTHSSA reuirements Provides leadership and expertise by actively participating and /or leading regional meetings and program committees Assists with senior administrative duties in the absence of the Regional Manager of Primary, Acute Care and Allied Health Services when reuired. Acts as recipient of first level grievances and collaborates with Regional Manager Leads and directs the Acute Care/Emergency Department in critical situation WORKING CONDITIONS Physical Demands This position reuires long periods of time sitting at a des in a typical office environment. There will be occasions when the incumbent assists in frontline wor for emergency or urgent situations which will reuire standing and bending in awward positions. Environmental Conditions The Health Care setting may expose the incumbent to infectious diseases. Sensory Demands Accuracy is critical in completing reports and schedules. Silled assessments in the medical setting will reuire standing and bending in awward positions. Mental Demands These demands can be significant while dealing with stressful situations amongst staff, clients and/or family members. Wor pace will often have freuent interruptions.
