The Earnest Money will be retained in the case of successful contractor as part of the security for due fulfillment of the contract. Security deposit will be deducted @ 3% of gross amount of each running bill till the same, along with the sum already deposited as Earnest money, will amount to security deposit of 5% of the tendered value of work. 6. The Security Deposit or Retention Money will bear no interest whatsoever. The security Deposit will be returned after one month of passing final bill. 7. The contractor shall submit his tender only after carefully examining the whole of the tender documents and the conditions of tender and of contract, scope of work, etc. If necessary, the bidders are advised to inspect the site before quoting. 8. 9. This notice inviting tenders, the conditions of tender and the duly completed form of tender will form part of the agreement to be executed by the successful contractor with STPI. The successful bidder may obtain the draft agreement copy from STPI. 10. The STPI reserves the right to reject any or all the tenders without assigning any reason thereof. 11. STPI reserves the right to receive and, if it thinks fit, to consider and accept a noncompliant proposal. The acceptance or rejection of a non-compliant proposal is entirely a matter for STPI in its absolute discretion. 12. Tenders submitted shall remain open for acceptance for a period of 120 days from the date of their opening. Should any contractor withdraw his tender before the expiry of the said period, makes modifications to his tender which are not acceptable to the Employer or refuses to execute the agreement within a stipulated time after the issue of the work order by the Employer, he shall be liable to forfeit the Earnest money Deposit furnished by contractor. 1. INTRODUCTION : Software Technology Parks of India (STPI) was established and registered as an Autonomous Society on 6 th June 1991 under the Societies Registration Act 1860, under the Department of Information Technology, Ministry of Communications and Information Technology, Government of India. It undertook the responsibility of managing data communication infrastructure facilities and providing other services like technology assessment and professional training to software exporters. STPI CHENNAI The main services rendered by STPI-Chennai for the software exporting community have been statutory services and data communication services (SoftNet). STPI-Chennai has also played a catalytic role in the promotion of software exports, with a special focus on SMEs and start up units. STPI-Chennai has also been providing datacom services since 1999. High Speed Data Communication Services One of STPI s remarkable contributions to the software-exporting sector is providing of High-Speed Data Communication (HSDC) services. SoftNET, state-of-the-art HSDC network, designed and developed by STPI is available to software exporters at internationally competitive prices. Local access to International Gateways at STPI centers is provided through Point-to-Point & Point-to-Multipoint microwave radios for the local loop which has overcome the last mile problem and enabled STPI to maintain an up time of nearly 99.9%. The terrestrial cables (fibre/copper) are also used wherever feasible. These communication facilities mark the success in the development of offshore software activities. The Technical bids will be opened at 15.30 hrs on the same day and scrutinized by the Tender Committee/ Competent authority to shortlist the eligible bidders. The financial bids of the eligible bidders only will be opened by intimating later through mail/ fax. 3.0 ELIGIBILITY CONDITIONS: The bidder shall meet the following requirement. 3.1. Average annual financial turn over during the last 3 year ending 31st March of previous year should be at least Rs.50 Lakhs. 3.2. Experience of having successfully completed similar works such as maintenance for Routers, Switches, Network Cards and modules during the last 7 years ending as on the date of tender should be either of the following. a) 3 similar completed works costing not less than Rs.1,60,000/- (or) b) 2 similar completed works costing not less than Rs.2,00,000/- (or) c) 1 similar completed work costing not less than Rs.3,20,000/- 3.3. Documentary proof for the above shall be produced along with the offer, failure of which the offer may be disqualified Definition of Similar work: C- AMC/ AMC for Routers, Switches, Network Cards and modules 4.0 TERMS AND CONDITIONS: 4.1 The agreement will be in force for one year from the date of execution of contract. 4.2 Contractor shall arrange subject to the provisions contained herein to safeguard the appliances, fittings materials and property of the STPI 4.3 Mode of payment will be quarterly after completion of service and would be paid within 15 days from the date of receipt of bill for each succeeding quarter. Payments to the contractor will be through Account Payee cheques only. 4.4 After the expiry of the agreement period, the service need not be continued taking it as deemed extension of period. 4.5 STPI has the right to impose fine and recover from the contractor for noncompliance of the requirements. 4.6 Any dispute arising out of this agreement or that which may arise in future, will be resolved by taking recourse to mutual settlement in the instance, failing which the dispute will be subject to Chennai jurisdiction only. STPI is entitled to withhold payments due to the Contractor in case of dispute of claims till it is resolved. 4.7 The Contractor shall strictly comply with the terms and conditions of agreement. In case of violation of any of the terms, the agreement shall be liable for cancellation immediately. 5.0 SPECIAL CONDITIONS: 5.1. The work shall be carried out in the following locations at Software Technology Parks of India as per the direction of Engineer in charge. a) STPI, No: 05, 3 rd Floor, Rajiv Gandhi Salai, Taramani, Chennai 600 113. b) Coimbatore Sub centre, STPI-IT Park, S.F.No:333/1, Ground Floor, Kumaraguru College of Technology Campus, Chinnaveddampatti, Coimbatore 641 006. c) Trichy Sub centre, B-9, Light Engineering Shed, Trichy Regional Engg. College, Science & Tech. Entreprenurs Park, Trichy 620 015. d) Puducherry Sub Centre, Puducherry Tehcnopolis Building I, Puducherry Engg. College Campus, Pillaichavadi, Puducherry 605 014. and e) Madurai Sub Centre, Thiyagaraja college of Engg. Campus, Madurai 625015. 5.2 A contractor shall deem to have full knowledge of installations whether he inspected it or not. 5.3 The contractor shall attend unlimited breakdown calls immediately on receipt of compliant. 5.4 The scopes of this contract include all major /minor repairs to tendered items. 5.5 No spares or any other items will be supplied by the STPI. Well trained certified engineers & Hardware and Software are to be arranged by the contractor. 5.6 All spares to be used in this work shall be genuine spare parts and the same shall be proceeding from the authorized dealer or Manufacturer. 5.7 It has to be ensured by the contractor that all the Routers, Switches, Network Cards and modules are always in working condition. Any breakdown or defects shall be attended to immediately. If for any reason, the Router/Switch is not operational necessary standby shall be provided incase of emergency. 5.8 Service offered under this contract shall be in accordance with the service instructions and standard practice of original manufacture. 5.9 The contractor shall maintain services log book and record the nature of service rendered during each trouble shoot by the service representative and the same shall be duly got signed by the official in charge of STPI. 5.10 STPI reserves the right to terminate the contract with out assigning any reasons, if the annual comprehensive maintenance and services are found dissatisfactory. 5.11 Bidder shall intimate their PAN Number in the quotes. 5.12 Conditional quotes will not be accepted. 5.13 MAINTENANCE WORKS ARE REQUIRED TO BE CARRIED OUT AS PER MANUFACTURERS MANUALS AND ENSURED THAT THE ROUTERS, SWITCHES, NETWORK CARDS AND MODULES ARE IN WORKING CONDITION WITH OUT BREAK DOWN. 6.0 SERVICE NORMS: 6.1 On call Response: For 24*7 support MONDAY-SUNDAY- 4 Hours for Chennai and 4 hours + Travel time to the site from the nearest vendors office for Coimbatore, Trichy, Madurai & Puducherry 6.2 Resolution: The resolution will be on best effort basis. For Necessary Standby shall be provided incase of emergency. 6.3 Telephonic assistance: Contractor shall provide unlimited telephonic e-mail and web-based support through the 24/7 Global Support Centre. The Support Center shall simulate problems and provide online assistance to STPI. 6.4 On call support: Well trained and certified engineer shall visit the specified office of SOFTWARE TECHNOLOGY PARKS OF INDIA to resolve the problem reported. The typical activities covered under onsite maintenance shall be problem diagnosis, resolution by restore/repair/replacement, user assistance, installation of updates, patches provided by the vendor on the system apart from the knowledge base for technical information relevant to the STPI products. 6.5 Part repair and replacement: If a part is identified as the cause for the malfunction, the same when repairable shall be attempted by the vendors. If a part is to be replaced immediately, it shall be attempted by the vendors. If a part is to be replaced immediately, it shall be done with a functionally equivalent part of the vendors.
