Broward County Cultural Division Cultural Festival Program FY -2018-2019 (CFP) FY 2018-2019 Guideline (October 1, 2017 - September 30, 2018) Application and attachment outline Purpose: To assist eligible Broward-based, not-for-profit cultural organizations and public entities which are a municipality, a state government agency, a political subdivision of the State of Florida located primarily in Broward County, or a sovereign native American nation, i.e., a federally recognized native American Indian tribe with funding for reimbursable project expenses associated with providing exhibitions, performances, or other cultural festival-related activities which are open to the general public. Applicants must meet the general eligibility requirements for funding from the Broward County Board of County Commissioners, or a consortium of organizations or entities with each individual member of which meets the eligibility requirements, may apply for funding. Festivals can offer formal, and informal, educational activities or programming, such as lectures, artist demonstrations, and classes. The festival funding category will support projects that include components such as audience participation and/or immersion around a programmatic focus. Projects should include the involvement of multiple community organizations, presenters, performance groups, and/or individual artists. The CFP is a competitive process specific to festival project support to increase access to the arts, science, media, history and heritage offerings and the quality of cultural programming in neighborhoods and municipalities throughout Broward County. Festivals can include Creative Industry events - Art District Summits/ Creative businesses, etc. Creative industries: A range of economic activities that is concerned with the generation of knowledge and information arising from creative cultural arts activities, or intellectual property through which ideas are transformed into cultural goods and services in Broward County. Cultural art districts: A well-recognized, labeled, and mixed-use area, or art-walk, in which a high concentration of cultural facilities or services serves as an anchor of attraction for tourists and visitors, or cultural identity for residents and individuals in Broward County. Application Deadline: on, or before, October 1; January 10; April 1; or July 1 at 11:59 PM. All applications must be submitted electronically online on, or before, October 1; January 10; April 1; or July 1 at 11:59PM. Late applications cannot be accepted without specific action by the Board of County Commissioners. Applications filed electronically online: Any application filed electronically online must be filed by midnight of the deadline listed as described. If such deadline falls on a Saturday or Sunday, the deadline shall automatically become midnight of the following Monday. If the deadline falls on a Broward County, State of Florida, or national (federal) holiday, the deadline will become 11:59PM of the following business day. Funding period: October1, 2017 - September 30, 2018 Determination of Eligibility: Prior to applying, all prospective applicants are required to have already been approved for eligibility for funding by the Division. Applications are password protected. 2

Application limits: Also, there are application limits for project funding for certain organizations within any given fiscal year, depending on past funding history, and the number of awards received from the Division s other funding (operational and project support) programs. Contact the Division to discuss the eligibility for your municipality, or cultural not-for-profit organization for the Cultural Festival Program. Who May Apply: A public entity or a nonprofit organization which has been operational in its cultural discipline(s) for a minimum of two (2) uninterrupted years immediately preceding the date of application and which meets the following qualifications: (1) A nonprofit organization: a) With a cultural primary mission; b) With a governing board that meets regularly in Broward County and operates under a set of bylaws. At least fifty percent (50%) of its governing board's members shall be existing or new resident(s) of Broward County at the time of submittal of the application in order to ensure that the best interests of the Broward County community will be taken into consideration by such members; c) With a principal office address in Broward County, as recorded in the Secretary of State's Office; d) With tax-exempt status under Section 501(c)(3) of the Internal Revenue Code; e) Which has previously presented at least one (1) festival program that included exhibitions, programs, events, or performances which were open to the general public; and f) Which has previously received support through subscriptions, memberships, earned income, or planned fund raising. (2) A public entity which is a municipality, a state government agency, a political subdivision of the State of Florida located primarily in Broward County, or a sovereign native American nation, i.e., a federally recognized native American Indian tribe. What May Be Funded: Reimbursable project expenses associated with providing funding for exhibitions, performances, or other cultural festival-related activities which are open to the general public. Additional Funding Considerations a.) All cultural programming activities funded by the County shall be of high artistic quality and contribute to creating an authentic cultural identity for the neighborhoods and municipalities throughout Broward County. b.) The Council's peer review panel will give greater funding consideration to: 1. Projects that demonstrate historical and diverse cultural heritage and local specific cultural arts activities. 2. Projects that are part of, or promote, the creative industries or the cultural arts districts. 3. Projects that contribute to the development of a signature event that can be held annually, biennially (every two years), semiannually (every six months), or periodically (from time to time). 4. Projects that attract participation in the arts by visitors and residents. 5. Projects that celebrate local cultural arts traditions. 6. Projects that have a specific marketing strategy. 3

7. Projects that can demonstrate that the funds will be used to develop and nurture high quality festival projects for subsequent festivals in future years. 8. Projects that can demonstrate that any net funds earned from festivals will be placed back into the applicant's festival operating budget to be used by the applicant for subsequent festivals in future years. 9. Projects that can successfully demonstrate that the applicant has a viable three (3) year plan for enhancing and growing the festival submitted in the application proposal. Applicant shall update this plan in any subsequent year's application to the program. 10. Projects that are not first-year festival projects. All applicants must have completed at least one (1) successful festival project (that is, an event project similar in artistic program content, scale, and budget as the proposed project) within the last two (2) years immediately preceding the date of submittal of an incentive application under this program. c.) A festival project may be funded which: (1) Is a cultural event of short duration (measured in days), bearing the same format or theme and offered by the same organization (or consortium of eligible organizations or entities) from year to year or from time to time, typically a large outdoor event (including covered or uncovered amphitheater) staged in a public place or at an area in Broward County (such as an indoor or outdoor venue), and is open to the general public; (2) May take place on a single day, or over a series of days, and shall comprise at least four (4) hours of consecutive programming; (3) Includes components that allow for audience participation and immersion in an artistic and programmatic focus in cultural arts, interdisciplinary and multidisciplinary arts, media, science, history, diverse cultural heritage, creative industries, and cultural art districts (as described in Section 29.14); and (4) Includes the involvement of multiple community organizations, presenters, performance groups, or individual artists. Eligibility Requirements: The eligibility requirements must be met at the time of application deadline. Applicants must have complied with all reports and audited financial reporting requirements of previous Broward County agreements, if any. An applicant organization may not apply under more than one organizational name in one Broward County fiscal year unless a new name is registered with the Secretary of State during that period. A late or incomplete application will not be eligible for funding. An incomplete application (i.e., missing attachments, lack of proper support materials, etc.) may be rejected at the Division Staff level and not recommended to the Panel for consideration. Applications with deficiencies will receive a lower score. An organization may submit only one application to the Cultural Festival Program (CFP) per fiscal year. Request - Award Size (a) The Council shall decide the amount of the award subject to the availability of County funds preapproved by the Board for the program. (b) The applicant shall commit to providing a cash match of one dollar for each dollar awarded by the Council. (c) In-kind services or in-kind items will not be allowed for complying with the cash match requirements. (d) The applicant may request no more than fifty percent (50%) of its anticipated total festival projected revenues for the application. (e) Participation as a consortium shall be indicated on the commitment letters from each participating organization of the consortium provided with the application. Such commitment letters shall, at a minimum, 4

include the requested amount, plus source of funds and amount of cash match. The lead applicant and the participating organization(s) of the consortium will each contract with the County for funding awarded to each applicant. Matching Funds: The applicant must provide a one-to-one cash match. In-kind services or in-kind items will not be allowed for complying with the cash match requirements. Match Requirement: CFP Request Amount ( A amount cash requested) + CFP Applicant Cash Match amount ( B cash match equal to A ) = C (Total Cash project costs) On a funds available basis, the Council shall decide the amount of the award subject to the availability of County funds preapproved by the Board for the program. In the proposal the applicant must submit a project budget (and document operating revenues) that demonstrates current revenues equal to, or, in excess, of the amount of the award requested. Audits- Not required with online application submission. However, the most recent certified audited financial statement (if required) of the organization that is on file with the Division will be reviewed. IRS 990 data provided with the application may also be used to determine the qualifying award amount for the organization. Cultural Festival Program Applications The program allows for applications from either a single eligible applicant, or a consortium of eligible applicants. Individual Organization Application: For festival projects by an individual applicant (organizations, or entities) - The applicant must submit a comprehensive single application. Or Consortium Application: For organizations and/ or entities that plan to apply together as a Consortium. For festival projects, the lead applicant must submit a comprehensive single application for the entire consortium. Funding Restrictions: These funding restrictions are applicable to all Broward Cultural Council incentive programs unless such expenditures are specifically authorized in program guidelines. Funds may not be used for: (a) (b) (c) (d) (e) (f) (g) (h) (i) Expenses incurred or obligated prior to or after the award period. Capital Construction or real property. Interest or reductions or deficits or loans, fines, penalties or cost of litigation. Prize money, scholarships, awards, plaques, certificates, or contributions. Benefits and projects planned primarily for fund raising purposes. Entertainment and promotions including related expenses such as receptions, food, beverages, flowers, t-shirts. Projects or organizations whose primary purpose is not secular and programs where the primary effect of funding would be to support a religion. Travel. Any expenditure not authorized by Section 1-90 Broward County Code of Ordinances. 5

(j) (k) (l) (m) Matching funds from another Council funding program. Admissions to cultural programs, exhibits or performances. Projects that are restricted to private participation, including those programs which would restrict public access on the basis of race, color, national origin, sex, religion, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression (including, but not limited to, Broward County Code, Chapter 16½). Telemarketing. Application Deadline: All applications must be submitted electronically online on, or before, October 1; January 10; April 1; or July 1 at 11:59 PM. Late applications cannot be accepted without specific action by the Board of County Commissioners. Funding period: October1, 2017 - September 30, 2018 Two-Stage Application Process Cultural Festival Program implementation schedule Requests for funding to the Cultural Festival Program is a two-stage proposal process. 1.) Stage 1 - Letter of Intent: Prospective applicants will first submit a LOI, (or a Letter of Intent, or a Stage 1 proposal) which is a project concept and budget which will be presented to the Broward Cultural Council (BCC) for consideration, at their monthly meetings in September, December March and June. 2.) Stage 2 - CFP Application: Projects that are approved by the BCC, then, the applicants are notified and invited to supply a full application (Stage 2), online, by the published program deadline: October 1, January 10, April 1, or July 1. Proposals are then reviewed by a peer review panel (members of the BCC and the community) for making final recommendations. Cultural Festival Program Application workshops (public). Intake 1.) Review and Scoring Process Staff Review: The Division Staff reviews the application for its completeness and compliance with all program policies, guidelines, and requirements. Incomplete applications will not be forwarded to the review panel for consideration. Official documents such as corporate status, bylaws, and board roster are checked and verified for accuracy. Peer Panelists: Appointed by the Broward Cultural Council, Peer Panelists consider the applications and rate them. Any panelists having a Conflict of Interest (as defined by Chapter 112, Part III, Code of Ethics, Florida Statutes) with an applicant is prohibited from participating in the evaluation process for that applicant s application. Panel Meetings Are Public: Applicants are encouraged to attend and be prepared, if asked, to respond to questions panelists may have about their applications. Scoring: Peer Panelists score applicants based upon review criteria as listed in the program s guidelines. Individual panelist s scores deviating by 20 points above or below the Panel s average score for a specific application will be discarded and the score re-averaged. An applicant must receive a minimum score of 75 points to be considered for an award. Funding recommendations are based upon the applicant s score and funds available. Award Size: On a funds available basis, the Council shall decide the amount of the award subject to the availability of County funds preapproved by the Board for the program. Funding Approval: The Panel s recommendations are forwarded to the Broward Cultural Council for consideration. After the Council has confirmed and/or altered the recommendations, they are sent to the Board of County Commissioners for approval. Review Criteria - What the Panel Will Consider... Cultural Merit (Maximum Points: 50) 1. The artistic and cultural significance, creativity, and quality of the organization's cultural arts or festivalrelated programs. 10 points 2. Reputation as established through prior cultural arts or festival-related programs presented in Broward County. 8 points 3. The qualifications of professional artistic personnel involved in the organization's festival project. 8 points 7

4. The project's ability to contribute to the cultural development of festivals in Broward County 10 points 5. Evidence that the festival's programming choices are continually updated by mission, vision, and artistic or programmatic philosophy; takes into consideration its constituencies; and sufficiently describes how the festival's program quality is an institutional priority of the organization. 9 points 6. Evidence that the festival includes components that allow for audience participation or immersion around a programmatic focus. 5 points Organizational Merit (Maximum Points: 30) 1. Evidence of the most recently completed organization's fiscal year operating budget and future operating resources showing that the feasibility of the proposed budget is consistent with past performance, trends, and organizational capabilities. 5 Points 2. Qualifications of the organization's key staff and volunteers. 5 Points 3. Evidence of board involvement in sound financial management, planning, effective governance, fund raising, and policy development. 5 Points 4. Evidence of the organization's board-approved collaborations, trustee-approved collaborations or formal alliances with local cultural organizations, or community organizations. 5 Points 5. The organization's need for project funding. 5 Points 6. The organization's goals for the festival and the anticipated impact of the festival on the Broward County community. 5 Points Civic Engagement Merit (Maximum Points: 20): 1. Evidence showing the organization's commitment to sustaining and advancing culture in Broward County by making more accessible and available its programs to a wider and more diverse audience, including marketing to diverse and underserved groups. 4 Points 2. Evidence that the organization will provide an effective project advertising and promotional plan, and has a marketing strategy for the festival project. 4 Points 3. Evidence that the project enhances Broward County as a tourist destination within local and regional markets (meaning at a minimum Broward, Miami-Dade, and Palm Beach counties), and will enhance, encourage, and promote cultural tourism patronage in Broward County 4 Points 4. Evidence that the organization is an active participant in the local cultural sector, networks, and professional affiliations. 4 Points 5. Evidence that programs are achieving a wider and more diverse audience, resulting in connections among Broward County's residents, communities, creative industries, or cultural arts districts. 4 Points Creative industries: A range of economic activities that is concerned with the generation of knowledge and information arising from creative cultural arts activities, or intellectual property through which ideas are transformed into cultural goods and services in Broward County. 8

Cultural art districts: A well-recognized, labeled, and mixed-use area, or art-walk, in which a high concentration of cultural facilities or services serves as an anchor of attraction for tourists and visitors, or cultural identity for residents and individuals in Broward County. Appeals Process Applicants have two opportunities (oral and written) to appeal the Review Panel s recommendation regarding their applications. Each applicant must substantiate at least one of the following reasons for any appeal: Reasons for an Appeal 1. The Review Panel failed to follow published procedures for applications and review. 2. The Review Panel acted in an unfair manner, or, 3. The Review Panel s decision was based on insufficient information through no fault of the applicant. Oral Appeals at the Panel Review Meeting After all applications have been scored by the panel, the Chair announces a break while scores are computed and ranked. If an applicant receives a score of less than 75, Chair inquires if the applicant wants to present an oral appeal based on any of the three reasons for appeals. Speaking time is limited to three minutes per organization. The representative of the organization making the appeal must state on which of the three reasons the appeal is based. Upon conclusion of the oral appeal(s), chair asks if any panelist wants to alter a score for the applicant(s) making an oral appeal. Panelists must state the name of the applicant and a revised score at this time. Revised scores for the appealing applicant are re-averaged and all scores are ranked. Panel makes funding motions and votes on them. Written Appeals Written appeals are to be addressed to the Chair, Broward Cultural Council, 100 S. Andrews Avenue, Fort Lauderdale, FL 33301-1829 and submitted within 14 days of the date of the review panel meeting. Written appeals must state the reason for the appeal. Broward Cultural Division Regional Investment Program. Staff will prepare a fact sheet concerning the application and scoring by the panel. The appeals are then forwarded to the Council for consideration in an appeals workshop. The appeals workshop occurs at the next Council meeting. At The Appeals Workshop Chair opens public workshop. Chair calls upon organization(s) that submitted a written appeal. (Speaking time is limited to three (3) minutes per organization).\ Chair calls upon Chair of the Review Panel to address the Council concerning the appeals(s). The Appeals Workshop is adjourned. Council Meeting Convened 9

Council may discuss the appeal(s), may vote to alter the funding recommendations, or may vote on a motion concerning the funding recommendations on the consent agenda. If the motion on the consent agenda is passed, Chair explains the ramifications to the appealing applicant(s). Managing Awards Administration of the Award: Awardees will be first notified in writing by the Cultural Division. Revisions and Defining Units of Service: Before an Agreement can be issued, awardees are asked to provide updated information regarding changes in the project/program that have been made since the date of the original application. At that time the awardee also will be asked to help define the units of service that serves as the basis on which the funding will be distributed. Agreements and Workshop: After submitting revisions, and the units of service are defined, awardees are sent an agreement for services which will have to be executed in a timely manner. A workshop is offered, as well as a detailed administration manual to assist in managing the agreement. Change Requests: Awardees must keep the Contract Administrator informed about any changes in the project or program that effect the provisions found in Exhibit A of the agreement. All changes must be submitted on a Change Request form prior to their implementation. Invoices and Project Evaluation Reporting: Awardees are required to keep accurate records and receipts of funded activity and document such on invoices and final Project Report (Exhibit B) (submitted online) to the county. Payment of all funding is on a reimbursement basis, contingent upon successful completion of the project or program and meeting the requirements of the (contract) agreement. Insurance Requirements: If insurance is required by the County s Risk Management Division, the awardee shall furnish a Certificate of Insurance or endorsements evidencing the insurance coverages specified by the agreement and such Certificate of Insurance shall be attached and incorporated as part of the agreement. Such required Certificate shall be provided by the awardee prior to beginning the performance of work under the agreement. The Certificate must name Broward County as an additional insured. Please maintain the organization s coverage with your agent by keeping an up-to-date Certificate of Insurance. Failure to provide an up-to-date, or renewed, Certificate could delay the execution of the agreement, and payments, until the insurance requirements are met. The Correct Use of County Logos and Attribution in Printed Materials: Awardees must adhere to all provisions of the agreement giving appropriate attribution to the Broward County Board of County Commissioners, and other participating funders (e.g., The Tourist Development Council, National Endowment for the Arts, etc.). Failure to use the correct attribution to the County in printed publication/ publicity materials could be detrimental to future funding. Last Fiscal Year Data - List the number of performances, exhibits, or events in Broward County provided by the organization during the previous fiscal year; the total attendance at those events; and the number of paid subscribers/members during the fiscal year. Please enter the number of Contract Employees within your organization. Page 3 - Project Budget Narrative - Explain in detail the revenue and expense aspects of your proposed project / festival. Provide detail about the line items listed in your Project Budget. Make clear how you intend to spend the CFP grant dollars. Program Area - Select the discipline(s) most appropriate for the project, or program (you may select up to five - use the "drop down" box feature. Page 4 - Financial Information - Please provide a summary of the organization's financial information. The detail financial information will be submitted in Attachment 1 the Excel sheet (Income, Expenses, In-Kind Volunteer) What Impact would the award have on your project? The application score will heavily influence the size of award you receive, explain here the true impact of you receiving the award. Also help the panelists measure the impact of a lesser award on the quantity/quality of your activities proposed during the project. Indicate if any extraordinary or special fiscal circumstances exist for your organization at this time. Include any significant change in annual operations (growth or decline), and the reason for any deficits and the plan to solve them. If there are not special financial circumstances in your organization at this time, convey that to the reader. Page 5 - Program Narrative - List the performance(s), exhibit(s) and events projected for the Cultural Festival Project in Broward County giving the location and date. Describe what comprises the organization s Festival project programming in Broward County. When completed, the reader should be presented with an overview of your organization, its priorities, and its primary Festival activities for which you are seeking funding support (2 pages, or, 1400 words). Page 6 - Review Criteria - This is the basis on which a review panel scores or evaluates an application. State how the proposed project addresses the specific review criteria listed in the guidelines for the Cultural Festival Program FY 2018-2019. List each criterion and show how the project meets it. (Cultural Merit, Organizational Merit, Civic Engagement). 16

Page 6 - Cultural Merit (Maximum Points: 50) 1. The artistic and cultural significance, creativity, and quality of the organization's cultural arts or festivalrelated programs. 10 points 2. Reputation as established through prior cultural arts or festival-related programs presented in Broward County. 8 points 3. The qualifications of professional artistic personnel involved in the organization's festival project. 8 points 4. The project's ability to contribute to the cultural development of festivals in Broward County 10 points 5. Evidence that the festival's programming choices are continually updated by mission, vision, and artistic or programmatic philosophy; takes into consideration its constituencies; and sufficiently describes how the festival's program quality is an institutional priority of the organization. 9 points 6. Evidence that the festival includes components that allow for audience participation or immersion around a programmatic focus. 5 points Also, the reader should see that the organization has established artistic/ programmatic standards, and expresses a concern for maintaining and improving programmatic quality, the fit between program and audience, the relevant creative risks and the intended point(s) of engagement with audiences and the community. The Artistic/Programmatic philosophy can also convey how these programmatic choices will affect the organization in the future and discuss how feedback is used to invigorate, or inform, future program choices.) These goals should be realized in time lines, budgets, and be realistic and quantifiable. Also, describe any major accomplishments, or progress, that has been made toward long-term and short-term goals and objectives from the previous year. When completed, the reader should be able to see the progress that the organization has made over the past year. For each goal and objective(s) that are selected, highlight any significant developments. Also, if the organization did not achieve a key goal from the past year, explain why, what the organization learned and what would have been done differently. Page 10 - Demographic Background - Describe the demographic composition of the organization s staff, board, and volunteers. Include the total number (not percentages) of members in each category and indicate are minorities, senior citizens, and persons with disabilities. Attachment 5 - The organization is to provide funds for project expenses, provide letters of commitment to substantiate matching funds from individuals, corporations, governments, etc. If the applicant is providing funds through cash revenues, a letter must be written to this effect and signed by the President, or municipal official of the applicant organization. Attachment 6 - List of current officers and board members showing terms, residential addresses, and phone numbers and e-mail addresses. Attachment 7 - List of exhibits, programs, events or performances presented in the last period, or the previous12 months (including dates and locations). Attachment 8 - Names of Key Program and Artistic Staff - List the names of key organizational artistic and program personnel. Provide brief resumes for each name listed. Attachment 9 - Names, qualifications and support material (news clippings, programs, biographical information, resume, etc.) for creative artists involved in the proposed year. Provide Letters of Commitment from these participating artists for the proposed project period (up to 5 pages).
