CALL TO ORDER The meeting was called to order at 8:30 am by Chair Craig Brown. 2. ADOPTION OF THE AGENDA Moved by Gary Sulz Seconded by Rana Nelson THAT the Agenda be adopted. 4. ADOPTION OF THE MINUTES Moved by Nelli Richardson Seconded by Meg Irving THAT the Minutes of the Social Development Committee Meeting held February 25, 2015 be adopted. 5. BUSINESS ARISING FROM THE MINUTES a) Committee membership At the April 14 th meeting of City Council, Council reappointed Otti Brown, Mary Kline, Craig Brown, Mike Hooker and Susan Knight to the committee for two years. Mavis Cann was appointed to replace Judy Goodman as the Chamber representative. b) Municipal Alcohol Policy Jill met with Dean Strachan, Kurt Grabinsky and Alan Mason to discuss, and was informed that the City will not be applying for funding to create a MAP as they do not have the resources to enforce. Further, it was felt that the current Conditions of License for Beer Gardens and other Special Occasions contain most of the recommended conditions. Funding for a comprehensive education and awareness campaign is needed and Jill will watch for appropriate funding opportunities. 6. COORDINATOR S REPORT (attached) a) Contacts Jill has reviewed the Dementia Friendly Municipal Toolkit and would like to bring in experts to train local businesses, volunteers etc., to recognize and welcome people with dementia, and be able to engage them meaningfully in everyday life.
Social Development Committee Meeting Minutes April 29, 2015 Page 2 b) Poverty Reduction Jill thanked the Revy Vibes production team members for their contributions to create the video that she will be taking to the National Poverty Reduction Summit. Jill has been asked to participate on a Rural Issues speakers panel at the Summit, along with reps from Huron County, Ontario and Charlotte County, NB. CBT is considering forming a Regional Poverty Reduction Network. Jill distributed the Financial Literacy project Interim Report and the Living Wage DRAFT research proposal to committee members for information. c) Child &Youth Mental Health & Substance Use (CYMHSU) Collaborative Jill is coordinating the development of a Local Action Team (LAT) and will be putting together a hiring team for the project lead and an administrator, as well as other groundwork to get the initiative off the ground. There needs to be more engagement by physicians on the LAT. The project has an $80,000 budget administered at the provincial level for Revelstoke s participation. Jill distributed a list of CYMHSU-related activities to date to committee members for information. d) Isolated Residents The Community Response Network has received funding to create a system for addressing hoarding, so Jill and Stephanie are working together to address a broad set of issues related to isolation in our community. e) Emergency Shelter Feasibility Study Jill attended the study presentation by Nicole Fricot, which clearly demonstrates the need for a Shelter with supportive services. If the Housing Society strikes a working group, Jill would like to participate in this initiative. The committee agreed to Jill s participation. Karilyn Kempton Revelstoke Museum & Archives is finishing up the Brown Bag History Book and will launch a First Nations exhibit at the end of June. Only eight avalanches this year with no incidents in our area. b. Mike Hooker Revelstoke delivered a presentation at a School District conference on successful community partnerships, which was very well received. On September 2, Dr Mark Holder will be a keynote speaker presenting the Science of Happiness at the School Planning Day Professional Development event. This presentation will be open to the public. c. Mary Kline Okanagan College will be offering two employment skills access programs (Class 1 and Fast Track to Office) as well as the Occupation Health & Safety Certificate program. The Embrace BC project was well received. OC will receive $1000 to put together documents for the Ministry including the planning and partnerships in place. Following this there will be a call for community projects. The Electrical Training Program will not be offered this year. d. Debbie Morabito RCU will be sponsoring Yes Camp costs for teens aged 14-16 to attend. Revelstoke Credit Union Community Giving program funded $50,000 to 38 applicants. Over the past 14 years this program has distributed $45 million to the community. e. Meg Irving Acknowledged the excellent work that Nicole Fricot did on the Emergency Housing Shelter Study. f. Nelli Richardson The Moving Forward project was successful on all grant applications. The program provides support for women and children transitioning from the Shelter. Ministry of Justice grants received for staff training and the Revelstoke Domestic Violence Committee. Terms of Reference have been completed for both the Domestic Violence Committee and the Inter-agency Case

Gary Sulz On May 25, Laura Stovel is presenting a workshop on hate-based incidents and bullying, which is an important issue. i. Jill Zacharias 3 year CBT Social Grants Pilot program currently under review it will continue with another intake slated for this fall. Jill s term is up and she will be re-applying to sit on the committee. j. Craig Brown Parents and Community Together (PACT) program is a huge success and expended for a French language group. Management of Monashee Court has resulted in positive feedback from the residents. 8. NEW BUSINESS: a) City Committee Updates no report as Alan Mason not in attendance. c) Housing Society Updates Gary Sulz advised that the project is still moving forward. 9. Poverty Reduction - Poverty Reduction Working Group Continue to coordinate meetings, write up meeting notes & provide resources for the group. This month Ginger Shoji was invited to present on the annual Community Christmas Dinner. Since Ginger is retiring from this long-term volunteer position, the group decided to strike a subcommittee to take over coordination of this annual event. - Revy Vibes Video project Video is complete and was posted on the Revelstoke Current as well as Vibrant Communities Canada (VCC) website. Wrote a contextual article for the Current. So far it has received about 300 views. VCC was very impressed and called Revelstoke a model for other communities. I will be taking some of the children s art to Ottawa for display. - National Poverty Reduction Summit May 6 th -8 th - I will be attending along with Liz Gillis (CBT), Keri Wall (Cranbrook), Jocelyn Carver (Nelson), and Jan Morton (Trail) from the Basin. In addition to specific workshops during the summit, I will be attending a full day workshop on May 5 th on the Living Wage. I have also been asked to speak at one of the plenary session on rural issues along with 2 other delegates (Ontario & Nova Scotia). - Financial Literacy Interim Report for Year One of the project has been submitted to CBT. Quality of Money Skills workshop series very high, but turnout was fairly low. We will be looking at improving attendence in the upcoming year. - Living Wage Initiative Coordinated initial meeting with UBCO researchers, Mike Evans and Luis Aguiar. Project is moving forward. Steering committee provided input to the draft proposal. Kevin Dorrius (Community Futures) will be looking at acquiring funding to support the project. The project will include a review of experiences with the living wage elsewhere, as well as create an economic model of poverty impacts in the community as well as potential impacts of paying a living wage. Steering committee input stressed that the project needs to be realistic and applicable to our community. 3. Welcoming & Inclusive Community - LGBTQ Support Safe Spaces Revelstoke Society received $2000 funding from CBT Community Initiatives. Will use the funding for a variety of initiatives. Provided input to an information sheet on Health & Support Services for Transgender Individuals and assisted with distribution to health care professionals. Continue to attend meetings and provide support for the group. - Community Response to Hate Crimes Project In the community consultation phase of the project. Target for completion is mid-july. 4. Mental Health & Substance Use - The Rob Nash presentation in March at RSS was the final session in our Knowledge is Power series. CMHA coordinated with RSS to make this happen and it was extremely well received by the students. The third annual Youth Wellness Fair will take place Wed May 6 at RSS.
Social Development Committee Meeting Minutes April 29, 2015 Page 6 - RSS has received a grant to support Healthy Schools and has asked that I participate on a committee to oversee this project as well as contribute relevant data. - On April 1 st, I brought in Dianne Goossens, Impact BC & Rae Samson, Shared Care BC to do a presentation on the provincial Child & Youth Mental Health & Substance Use Collaboratives, to the YMHSU Committee and other stakeholders. We are taking first steps to become our own Local Action Team. The LAT will support children and youth aged 6 to 24, with a goal of deepening collaboration to improve access to, and quality of, local services, as well as support training for service provides. I prepared a summary of activities to date. My role in this process will be to: o Contact other Collaboratives re: best practices, lessons learned, sample budgets, hiring process. o Engage local Physician Group and other key stakeholders. o Convene a hiring committee, develop job descriptions (Project Lead and admin assistant), and ensure completion of hiring process. o Work with Impact BC to ensure flow through of funding support. o Assist newly hired Project Lead to develop Terms of Reference for the Local Action Team, make sure key partners are at the table, set priorities within objectives. o Participate on the Collaborative once established. - Sheena Bell s MSW community development practicum begins May 1 st. I will provide input as required and particpate on a small steering committee that will oversee this project. Although yet to be defined it is hoped that the practicum will include a review of the work we have been doing, gap identification, and assessment of best practices for substance use prevention and treatment. 5. Age-Friendly Community - Seniors Resource Guide Received $500 from RCU. Seniors Association is considering fundraising to ensure updating the guide can go ahead. - Dementia-Friendly Communities Municipal Toolkit I have been asked by the Alzheimer s Society of BC to review the DRAFT toolkit. - Accessibility Pauline Hunt, a local citizen with mobility challenges, volunteered to undertake a comprehensive audit of accessibility in the downtown core. She identified and mapped out all the businesses & services that were not accessible, determined what it would take to make them accessible, and a projected cost for doing so. We met with Alan & Judy Goodman to review & will now be exploring funding options to complete the project. https://youtu.be/p16slciz1ss 6. Other - Isolated residents Coordinated follow up meeting March 12 th. Also met with John Warren, BC Ambulance, and the IH Mental Health Team to receive input. Coordinating with Stephanie Melnyk, CRN. To date, most service providers have found the discussions helpful. - Youth Flagged and provided input to streamlining time spent by Youth Liaison on administrative duties. - Community Initiative Application to fund resource guide updates was not successful. - Social Sector Training Coordinated with REACH re: registration for Sexual Health Training Workshops on April 27 th & 28 th, distributed information. 20 service providers registered for CAVE workshop; 40 for Askable Adult (Community) workshop. - National Volunteer Week Wrote an article for the Times Review on the Economic Impact of Volunteerism.
