Carroll County Parks and Recreation Commission December 4, 2017 The Carroll County Parks and Recreation Commission held their regular meeting on Monday, December 4, 2017 at 5:30 p.m. at the Recreation Department Office. Present: Absent: Guest: Alvin Davidson Adam Joyce Chris Goad Marion Harris Ronnie Mankins Howard Mayo Rex Hill, Sulphur Springs District Board of Supervisors Member Linda Hill CALLED MEETING TO ORDER Alvin Davidson, Chairman called the meeting to order at 5:30 p.m. REX HILL SULPHUR SPRINGS DISTRICT BOARD OF SUPERVISOR MEMBER Mr. Hill said he was at the meeting because somebody complaining. A re-scheduling policy was recommended by Robbie McCraw so that when complaints come up you can blame policy not the person. Mr. Hill also distributed copies of the county debt to the Commission Members and Recreation Staff and said that people need to be educated on it. APPROVAL OF MINUTES Upon motion by Mr. Harris and seconded by Mr. Mankins and passed unanimously, the Commission approved the minutes of the November 6, 2017 meeting. NEW BUSINESS December 2017 Monthly Report
4 th 8 th Grade Basketball will begin season on Monday, December 4, 2017 games will be played at the Woodlawn Facility and St. Paul School gym. Weather permitting the season will end on January 22, 2018 Pre-K-3 rd Grade Basketball will begin practicing after the Christmas Break and start the season in January 2018 Volleyball Season will begin in January 2018 Southwest League Baseball Meeting will be held at the Carroll Recreation Office on Tuesday, December 5 at 10:00 a.m. Walking Club - 78 people have reached 100 -mile goal, 47 people have reached 200- mile goal, 31 people have reached 300- mile goal, 23 people have reached 400- mile goal, 19 people have reached 500- mile goal, 8 people have reached 1,000- mile goal and 1 person has reached 2,000- mile goal Senior Trip Leaving December 5 th going to Pigeon Forge Tennessee they will be attending the Smokey Mountain Opry, Hatfield & McCoy Dinner Show, Dixie Stampede, and shopping and sight-seeing in Gatlinburg. They will return home on December 7 th Senior Events for December 2017 Woodlawn Facility Monday, December 11 th Game Day 9:00 a.m. 2:00 p.m. Friday, December 15 th Christmas Party 11:30 a.m. Monday, December 18 th Game Day 9:00 a.m. 2:00 p.m. Wednesday, December 20 th Bingo 11:00 a.m. Re-Scheduling Policy Libby Manning, Director reviewed with the Commission the complaint received from Mrs. Delilah Brady she was going on vacation to Tennessee and was upset that the Recreation Department had rescheduled a game from November 4 th that was cancelled due to weather to Friday, November 10 th @ CCHS. Garrett Nelson, Sports Coordinator worked with Darrin Matthews, Athletic Director at Carroll County High and got a re-schedule date since we play the last game at the high school so that the players, cheerleaders and parents get to experience the high school facilities. Mrs. Brady got very upset that I did not move the game. At this time, she begins sending out emails and phone calls to the Board of Supervisors and County Administrator. The game went on as scheduled for Friday, November 10 th.
Mrs. Brady then attended the Carroll County Board of Supervisors meeting on November 14 th and spoke during public comment period. She listed several issues that she was upset with: on-line payments credit card machine, upgrading the county website, soccer schedules conflicting with other sports. Mrs. Manning advised the Commission that she was disappointed with the Carroll News article on November 29 th it was a one-sided article. I had talked with the County Treasurer several months ago about the possibility of a credit card machine for the Recreation Department. The Treasurer advised that she consider it and let her know. The County Administrator is currently working on bids that he received to upgrade the county website. We offer Spring and Fall Soccer to give kids a chance to play in at least one season. Most Recreation Department s only offer soccer in the Spring and the School System only offers as a Spring sport. Mrs. Manning advised the Commission that the Sports Coordinator worked with all the coaches on the re-schedule date. The coaches reported back that the date was good and they would all have enough players and no team would have to forfeit the game. Mr. Davidson advised that he talked with coaches about the game to be played on Friday night at the High School and they were excited to get to play at the high school facilities. Mr. Harris said the paint of the field at the high was fading and it would not be redone the Recreation Department had worked to get a volunteer to announce the games, had fog for the players to run through, cheerleaders made banners and the Recreation Department made programs to make the game special. Mr. Mankins said that he a granddaughter that got to cheer and she was excited and enjoyed the opportunity. He also stated that when up sign up to play ball there will be decisions that you must make about vacations. If you go to a football game, basketball game, soccer game etc. you got bet that someone will be missing from a team but the games go on. The Recreation Department should have the authority to make decisions. Mr. Davidson said the Commission worked with Mrs. Brady on her complaint that she made before the Commission about the Soccer Association. He has received good comments about our soccer program. Mr. Goad stated that he made three trips from Myrtle Beach, South Carolina when he had vacation planned and it was at the same time as the High School Football Camp. He made a sacrifice to drive back and forth.
Mr. Davidson Does not feel that we need to do anything different from what we currently do when re-scheduling games. Mr. Joyce - I have no problem with the way that re-schedule now. Mr. Harris We have a Commission for a reason. There is a chain of command we need to follow. Mr. Mankins- You are not going to please everyone no matter how hard you try. Parents should make decisions. Mr. Joyce - Don t fix something that is not broke. All Commission Members agreed that it is impossible to re-schedule a game that is going to please everyone.. RECREATION DIRECTOR & SPORTS COORDINATOR SUPPORT Upon motion by Mr. Mankins, seconded by Mr. Joyce and passed unanimously, the Recreation Commission supports the Recreation Director and Sports Coordinator the right to modify a schedule to resolve conflicts based on availability of facilities and weather. COMMISSION MEMBERS TIME Mr. Harris ask how the Recreation Department bumped other sports from using facilities like club volleyball. Mrs. Manning stated that after 3:30 the School Board Policy states that the facilities are to be used for school purposes then the Recreation Department. Recreation basketball teams are currently using Hillsville Elementary for practice. Mr. Harris requested that the registration dates for the fall sports football/cheerleading/soccer) be changed to allow the kids to get back in school and receive registration information. Mrs. Manning advised she would get with the Sports Coordinator to change. The date was moved up because of the late fee period so the season would not start so late. ADJOURNMENT Upon motion by Mr. Joyce and seconded by Mr. Mankins and passed unanimously the Commission adjourned 6:46 p.m. The next regular scheduled meeting will be moved to January 8 th due to the New Year s Holiday on January 1 st.
