Regional Legal Service Office Southwest (RLSO SW) oversees the military naturalization program in the Navy Region Southwest (NRSW) and provides naturalization assistance to service members by assisting with the application process. After a naturalization applicant submits a naturalization application to U.S. Citizenship and Immigration Services (USCIS), the applicant must attend a naturalization interview and oath ceremony to become a U.S. citizen. A military naturalization oath ceremony is scheduled for 13 November onboard USS MIDWAY Museum. A service member whose naturalization application is currently pending with USCIS, and desires a naturalization oath ceremony in the San Diego area, may request inclusion in this military naturalization ceremony. Enlisted Administrative Board Results 3rd Victim and Witness Assistance Program Waterfront Training Outreach Staff Judge Advocate Directory Family Immigration Assistance FAMILY IMMIGRATION ASSISTANCE Region Legal Service Office Southwest (RLSO SW), Command Services Department, Immigration and Naturalization Division, provides family immigration assistance at Naval Base San Diego, Building 56. Family immigration assistance is provided on routine family immigration matters, and, when necessary referrals are provided to U.S. Citizenship and Immigration Services or the American Immigration Lawyers Association (AILA). Family immigration assistance is provided on Thursdays from 0800-1200, by appointment only. Appointments may be scheduled by calling (619) 556-2211, during normal business hours.

Page 2 of 6 COMMAND REPRESENTATIVES TRAINING VIA DCO Command Representatives Training Via DCO Per NAVADMIN 113/08, commanding officers must appoint a Command Citizenship Representative (CCR) to assist non-citizen service members with applying for naturalization. They must be trained and the next training class for Command Citizenship Representatives will be Thursday, 16 October at 0900. To schedule training, for further information on becoming a Command Citizenship representative, or applying for U.S. citizenship, please call the RLSO SW Naturalization Team at (619) 556-6322. This will provide for greater planning and flexibility for customers, as well as reduced wait times to meet with our attorneys. COMMAND SERVICES HELP DESK In order to provide more timely service to all commands we have established a Command Services Helpdesk that is manned from 0730-1630, Monday-Friday. When contacting the Command Services Helpdesk by phone, one of our staff members will ask you for your name, command, a phone number or email address where you can be reached, and a brief description of the issue you are calling about. Our staff will collect your information on an intake form that will be assigned immediately to a Command Services Department JAG or Legalman that will respond to your request. If you have an emergency requiring Command Services outside of normal business hours, contact the RLSO SW Command Duty Officer, (619)851-5129. RESULTS OF TRIAL 3RD QUARTER 2013 Results of Trial 3rd Navy E-3 with 3 years and 3 months of service, sentenced to 265 days confinement, reduction in rank to E-1 and a Bad Conduct Discharge for unauthorized absence, missing movement, larceny and wrongful drug use. This court was held on April 26, 2013. Navy E-7 with 17 years and 1 month of service, sentenced to reduction in rank to E-6 and confinement for 29 days for failure to obey an order. This court was held on April 26, 2013. Marine E-3 with 1 year of service, was found not guilty of sexual assault. This court was held on April 29, 2013. Navy E-5 with 6 years and 3 months of service, was found not guilty of sexual assault. This court was held on May 3, 2013. Navy E-5 with 7 years and 3 months of service, sentenced to restriction for 2 months. This court was held on May 6, 2013. Navy E-1 with 2 years and 2 months of service, sentenced to 90 days confinement and a Bad Conduct Discharge for simple assault and wrongful drug use. This court was held on May 8, 2013. Navy E-4 with 3 years and 4 months of service, was found not guilty of aggravated sexual assault. This court was held on May 10, 2013. Navy E-6 with 10 years of service, sentenced to 130 days confinement for desertion. This court was held on May 13, 2013.

Page 4 of 6 Navy E-5 with 8 years and 5 months of service, sentenced to Bad Conduct Discharge and confinement for 12 months for sexual assault. This court was held on May 23, 2013. Navy E-5 with 6 years and 3 months of service, sentenced to 30 days confinement and reduction in rank to E-4 for assault consummated by a battery. This court was held on May 30, 2013. Navy E-5 with 18 years of service, sentenced to 5 months of confinement, forfeitures of $1000 per month for 5 months, and reduction in rank to E-3 for indecent act. This court was held on June 4, 2013. Navy E-2 with 3 years and 11 months of service, sentenced to 91 days of confinement for unauthorized absence terminated by apprehension, missing movement, and breaking restriction. This court was held on June 11, 2013. Navy E-5 with 4 years and 8 months of service, sentenced to 45 days of confinement and reduction in rank to E-4 for simple assault. This court was held on June 13, 2013. Navy E-5 with 15 years and 7 months of service, sentenced to 16 months of confinement and Dishonorable Discharge for possession of child pornography. This court was held on June 27, 2013. OFFICER BOARD OF INQUIRY RESULTS 3RD QUARTER 2013 Officer Board of Inquiry Results 3rd Navy 0-5 was ordered to show cause for retention due to substandard performance of duty: failure to conform to prescribed standards of military deportment and misconduct, substantiated command investigation for forgery and creating false official documentation. Board members recommended retention. This Board of Inquiry was held on 3 April 2013. Navy 0-2 was ordered to show cause for retention due to substandard performance of duty: failure to obey order or regulation, wrongful use of a control substance, conduct unbecoming an officer and gentlemen, adultery and fraternization. Board members recommended separation with an Other-Than-Honorable discharge characterization. This Board of Inquiry was held on 25 April 2013. Navy CW02 was ordered to show cause for retention due to substandard performance of duty: failure to obey order or regulation, fraternization, adultery and failure to conform to prescribed standards of military deportment. Board members recommended retention. This Board of Inquiry was held on 7 May 2013. Navy O-5 was ordered to show cause for retention due to substandard performance of duty: failure to maintain adequate levels of performance as evidenced by the failure to obey order or regulation, conduct unbecoming an officer and gentleman and failure to conform to prescribed standards of military deportment. Board members recommended retention. This Board of Inquiry was held on 14 May 2013. Navy 0-3 was ordered to show cause for retention due to substandard performance of duty: failure to maintain adequate levels of performance as evidenced by the substandard performance of duty over an extended period of time. Board members recommended separation with an Honorable discharge characterization. This Board of Inquiry was held on 16 May 2013. Navy 0-5 was ordered to show cause for retention due to substandard performance of duty: failure to maintain adequate levels of performance as evidenced by the false official statement, drunken or reckless driving of a vehicle, aircraft or vessel and conduct of unbecoming an officer and gentleman. Board members recommended retention. This Board of Inquiry was held on 22 May 2013.

The board found misconduct and awarded a general discharge. This board was held on 1 May 2013. Navy E-7 was processed for Commission of a Serious Offense. The board found misconduct and awarded retention. This board was held on 19 April 2013. VICTIM AND WITNESS ASSISTANCE PROGRAM Victim and Witness Assistance Program The Victim and Witness Assistance Program is designed to ensure victims and witnesses of crime are afforded their rights throughout the criminal justice process from initial contact by investigators through any period of confinement adjudged. The Department of Defense requires their services to establish comprehensive Victim and Witness Assistance Programs in order to enhance and protect the rights of victims of crimes committed within the military setting. OPNAVINST 5800.7A requires every command to appoint a Victim Witness Assistance Coordinator (VWAC) in writing and ensure command personnel are educated on the rights of crime victims and witnesses. Please note that the VWAP program is a separate program from SAPR and FAP, with distinct requirements. RLSO SW provides quarterly training for new VWACs.
