INSARAG History: Founded after the Lessons Learnt from Mexico (1985) and Armania (1988) quakes Founding members THW (Germany), AFDRU (Austria) and SKH (Switzerland) Since 2002 INSARAG is a legal body of the United Nations and part of UN-OCHA in Geneva INSARAG stands for International Search and Rescue Advisory Group and sets Standards and Standard Operating Procedures (SOP) for Urban Search&Rescue www.thw.de 3

Why was INSARAG needed? The results of the Lessons Learnt of the Mexico and Armenia quake were terrible: Teams untrained and with inadequate equipment No proper coordination No self sufficiency No marking Search teams without rescue Often no medics www.thw.de 5

A recent example from the field: Quake Bam (Iran 2003) Within 48 hours 17 USAR teams arrived as well as 13 field hospitals with over 560 medics and nurses! Coordination and information was a big problem, esp. when after 5 days more than 1.400 intl. Expatiates from 34 countries were on the spot Only through the INSARAG system with tools such as the On Site Operations and Coordination Centre (OSOCC) this could be handled sufficiently www.thw.de 6

Urban Search&Rescue needs standards: USAR is a very special job The teams need specific knowledge for the work in the field They also need special equipment They must be able to deploy rapidly They must be self sufficient They must have 5 components in the team: Search (K9 and Tech), Rescue, Medic, Logistics and Management www.thw.de 7

The first ever worldwide USAR standard: The INSARAG Guidelines: Developed by practitioners from the field for those working in the field Annually revised by the INSARAG Team Leaders Meeting and specific working groups Regulations for cooperation and recommendations for the work as well as equipment Classification of Teams in three categories: Light, Medium, Heavy www.thw.de 8

USAR standards: Rapid Deployment Time is essential: in the interest of live rescues the team should depart latest 10 hours after the alarm Therefore special logistic arrangements are needed, such as pre packed equipment (even for Heli cargo), airportcustoms preparations Team must be vaccinated HQ must have a operations centre 24/7 www.thw.de 9

USAR Standards: OSOCC Collects and analyses the information from the field given by the intl. Teams. Defines relief gaps and works out solutions for these gaps www.thw.de 14

USAR Standards: Team Classification INSARAG External Classification: To ensure that a USAR team is fulfilling the INSARAG Guidelines Observers selected by UN-OCHA Practitioners from other teams Full test of all functions through a minimum 36 hours full field exercise Internationally praised as the first ever from the field for the field quality test Started in 2005 www.thw.de 15

USAR Standards: Lessons Learnt UN-OCHA is supervising the Lessons Learnt from major quakes The results of the lessons learnt are analysed by INSARAG Working Groups, such as the Training Working Group or the Medical WG Hereby the INSARAG guidelines can be specific updated as well as information and coordination management will be improved Also these key examples can be used for local training improvement www.thw.de 16

USAR Standards: First Responder Training The Working Group on Training developed a special USAR Training for the local level The idea behind it is that within the first 24 hours after a quake most survivors are found and rescued by the local citizens By giving basic USAR standards in an easy understandable 3-5 day training session local USAR capacity will be strengthened THW and CEA (Chinese Earthquake Administration) will implement this training first time ever nationwide in the PR China www.thw.de 17

The INSARAG Network: Internal knowledge exchange via the Virtual OSOCC Participation in international exercises, held by UN-OCHA yearly within the Regional Groups Participation in local exercises via bilateral agreements Training support and lectures such as the INSARAG Awareness Training www.thw.de 18
