City of Mount Rainier Comprehensive Street and Sidewalk Inventory, Assessment, and Action Plan Instructions to Bidders The City of Mount Rainier is extending a Request for Proposal to all qualified companies to provide services for the Comprehensive Street and Sidewalk Inventory, Assessment, and Action Plan. Background The City of Mount Rainier is a historic Route 1 gateway community from Prince George s County to Washington, DC at the District s northeastern boundary. Mount Rainier is primarily a residential community with single family homes and several large apartment developments (Kaywood Gardens, Queens Manor, and Queenstown) constructed in the 1940s. The City is approximately 1.7 square miles and home to a diverse population of about 8,500, with an average household income of about 60% of the Washington, DC metro area average. The City of Mount Rainier prides itself on sustainability and is a Maryland Sustainable Community a designated Tree City USA Tree City USA, and a Bike Community. Mount Rainier is within the Gateway Arts District, an area designated by the state and county for revitalization through development of arts and entertainment oriented businesses. The City of Mount Rainier has developed several guiding documents for the community revitalization, sustainability, and the improvement and design of streets including the Mount Rainier Urban Green Infrastructure Master Plan, Mount Rainier Bicycle and Bikeways Master Plan, City of Mount Rainier Mixed-Use Town Center Zone Design Plan. The city has recently completed the following infrastructure projects: - Buchanan Street Green Infrastructure bioretention cell, regrading, and resurfacing - Resurfacing of 31 st St and Windom Road Project Description The City of Mount Rainier intends to hire a consulting firm to assist with developing an inventory of roadway infrastructure and developing a comprehensive streets improvement and maintenance plan. The consultant must have expertise in and knowledge of street and sidewalk condition assessment, bicycle infrastructure, and traffic management plans. The consultant must also have a demonstrated ability to manage a study that includes data collection and analysis as well as project list development and prioritization. The City of Mount Rainier will procure consultant services in accordance with the established policy of the City of Mount Rainier. The project will commence upon selection of a consultant and issuance of a notice to proceed. The goal of the Comprehensive Street and Sidewalk Inventory, Assessment, and Action Plan is to build a database of city streets, sidewalks, and intersections as a tool to guide infrastructure maintenance and to prioritize capital improvement projects in the city and improve long-term planning and maintenance tracking. The Comprehensive Street and Sidewalk Inventory, Assessment, and Action Plan requires data collection to capture the existing street condition including assessment of pavement, curb and gutters, sidewalks, bike lanes or sharrows, tree boxes, and traffic control devices for each block-long road segment of the approximately 14.2 miles of paved roads and alleys in the City of Mount Rainier. The sidewalk and street pavement condition must be evaluated on a scale using a consistent pavement condition rating. 2
Firm Expectations The following are the key tasks which the City of Mount Rainier wishes to have accomplished through this study. 1. Project Management: The consulting firm will be responsible for the project management. Coordinating conference calls every two weeks will be scheduled between the consultant and City of Mount Rainier to discuss study progress. Monthly progress reports and invoices will be prepared by the consultant to keep the project on schedule. Deliverables: Monthly progress reports and invoices. 2. Infrastructure Inventory: A study of the existing condition based on a rating scale, of all streets and sidewalks in the city to yield an inventory of existing roadway conditions. This inventory should also include attributes such as the curb and gutter condition, bike lanes and sharrows, traffic control devices, trails and trail connections, and tree box size. The database for the inventory must be user friendly to allow City Staff to take it over and update it as street maintenance and repairs are completed. The city does not have GIS software licenses or expertise. Deliverables: Infrastructure database. A spreadsheet and static map-based solution is required. Create a spreadsheet and map of existing traffic control and calming devices. 3. Traffic Conditions: Conduct a traffic study of volumes and speeds. The proposal bid should indicate how many locations the firm can offer as part of the proposed scope. Deliverables: Volumes and 85 th percentile speeds should then be integrated into the infrastructure inventory. 4. Plan Review: Review the existing bike and bikeways plan to identify where planned improvements coincide with identified infrastructure gaps. Review the Green Infrastructure master plan to identify areas to implement the recommendations to better manage stormwater and flooding and accommodate for street trees using best management practices (BMPs). 5. Prioritized Improvements: Develop list of proposed street improvements, balancing the city s priorities: a. Improved accommodations for pedestrians and cyclists b. Innovative green infrastructure and maintaining the city s tree canopy c. Traffic calming and safety Employ and document known best practices for safety countermeasure selection. Develop detailed recommendations and an implementation timeline for a comprehensive capital improvements plan of street and sidewalk improvements (paving and maintenance) and traffic calming interventions over the next five years. Employ and document a quantitative project prioritization methodology. Deliverables: Five-year comprehensive capital improvement plan, including prioritized recommendations and implementation timeline. Must include technical appendices including 3
deliverables from Task 2 and Task 3, as well as countermeasure selection process and prioritization methodology. Proposal Submission 1. Pre bid meeting will be held at 11:00 am on May 10, 2017 at Mount Rainier City Hall. Site visits are encouraged but not required. 2. The submission of a bid will serve as a representation by the bidder that he has complied with the requirements. Bid Package Format The project bid proposal shall be presented in a lump sum. Each Bidder s package shall contain the following: 1. Consultant s Qualifications Statement 2. Non Collusion Affidavit 3. Non-Conviction Affidavit 4. Affidavit of Statement of Ownership 5. Certification of compliance with fair labor standards Right of City to Reject Proposals The City of Mount Rainier reserves the right to reject late proposals. Extensions requested in advance of the deadline will not be considered. The City of Mount Rainier reserves the right to reject any and all submittals, as well as the right to waive informalities. The City of Mount Rainier reserves the right to issue written notice to all participating firm of any change in the qualification submission schedule should the City determine, in its sole discretion, that changes are necessary. The City s receipt of any 4
qualification submitted pursuant to this Request for Proposal shall constitute any implied intent to enter into a contract for consulting services. Tax The Bidder shall not include sales and use taxes in his proposal. The City of Mount Rainier has taxexempt status as follows: 1. Federal excise tax exemption No. 52-6000-800. 2. Maryland tax exemption No. 30001243. 3. The consultant shall include in his bid and shall make payment of all taxes now in force or which may be enacted during the progress and completion of the work for which the consultant may be responsible, except for Federal excise and District, Virginia, and Maryland sales taxes stated above. 4. The consultant shall be responsible for the payment of all payroll taxes and contributions for unemployment insurance and old age pensions and annuities which are measured by the wages, salaries or other compensation paid to the employees of the consultant. 5. Acceptable evidence shall be submitted quarterly to the City that the Taxes required to be withheld by the State of Maryland or the United States have been withheld and paid into lawful depository. Determination of Contract Award The procurement officer or the Director of Public Works will award the contract to the highest quality proposal with the most substantive scope within the project budget. In determining the bidder s responsibility the procurement officer shall consider the following: 1. The ability, capacity, and skill of the bidder to perform the contract or provide the service within the time specified and, 2. The character, integrity, reputation, judgement, experience, and efficiency of the bidder, 3. The quality of performance of previous contracts and services and, 4. The sufficiency of the financial resources and the ability of the bidder to perform the contract or provide the services. Required Qualifications To demonstrate qualifications for the Project, each bidder must submit in the bid package a Qualification Statement including a list of previous and current projects. 1. Consulting firms should have at least ten years experience with transportation consulting, engineering, and planning. Interpretations All questions about the meaning or intent of the Contract Documents shall be submitted to the City in writing. Replies will be issued by Addenda mailed or delivered to all parties recorded by the City as have received the Bidding Documents. 5
City of Mount Rainier Responsibilities Project Team The City s Director of Public Works will be the staff contact for the project and will be available to answer questions in all aspects of the project. The project is administered by a project team which consists of the following individuals. Director of Public Works, Kourosh Kamali, will oversee the project, procurement and contract negotiations. Public Works Program Coordinator, Jessica Love, will assist with the project oversight and procurement. City Treasurer, Vijay Manjani, will assist with procurement and contract negotiations, and responsible for payments City Services The City will be responsible for providing the selected consulting firm with information about the project area boundaries and providing base maps, which may be limited, and copies of existing studies and or plans.
