This rating takes into account technical design, political and governance, stakeholders, institutional capacity for implementation and sustainability, and fiduciary. Government regulations need to be issued by MoEC and participating districts prior to the start and during the project to enable the implementation of the Pay for Performance Mechanism (PPM) using Tunjangan Khusus and to support the Community Empowerment Mechanism (CEM). The drafting of these regulations will be adapted from regulations that were developed for the Pre-Pilot Phase, which was carried out between July 2014 and May 2016. Intensive coordination with government officials will be conducted throughout the duration of the project to mitigate potential delays. As implementation progresses, the risk associated with the technical design has lessened. Likewise, with implementation activities on-going in all schools, and strong government buy-in in 5 districts, the stakeholders risk has been reduced. In 2018, the Recipient needs to issue government regulations to tie payment of Tunjangan Khusus with teacher presence and service quality, as verified and evaluated by community representatives, at the national, district and village levels. Therefore, the risk relating to political and governance has escalated again from a low to moderate rating. However, only two risks remain moderate: fiduciary and institutional capacity for implementation and sustainability. Therefore, the overall risk rating is Moderate. These scores therefore are more indicative of community s reluctance to provide poor evaluations for teachers, rather than actual improvements on teacher s presence and service quality. will conduct an endline survey in February and March 2018, which include unannounced teacher absence survey, assessment of student learning outcomes, and interviews with wider audience, including parents who were randomly selected during the baseline survey. Results from the endline survey are expected to provide more objective results.
