Daniel Subwick, Community Development Coordinator Guest Sal Miroglotta The Regular Meeting of the One South Euclid Board of Directors was held on Thursday, October 26, 2017 at University Suburban Health Center, Room A64. A quorum being present, President Yvonne Sanderson called the meeting to order at 8:02 am. Sara Continenza, Secretary, performed the roll call of board members. Yvonne Sanderson asked if anyone had any changes or corrections to the minutes. Sara Continenza motioned to approve the minutes from the August 3, 2017 meeting with the following revision requested by Karen Poelking: that the food and beverages vote be revised to indicate the food and beverages were for the Board Social event and not OSE meetings. Seconded by Veronica Walton. All ayes. Motion unanimously approved. (12-0-0) Yvonne Sanderson introduced Sal Miroglotta, a resident living on Oakmount Road and a retired president of Lake Catholic High School. He is interested in joining the OSE Board. Finance Report Monthly Financial Report (July-September 2017) Len Calabrese stated that very often financials don t show the whole picture because of timing issues with revenue and payments. The picture is actually better than the numbers look: a reimbursement of $20,000 is due from Cuyahoga County, $5,000 from an Arts and Culture Grant for the Cleveland Pops performance on Centennial weekend at Notre Dame College, dinner ticket sales and the auction profits from the Celebrate South Euclid Centennial event and two more house sales in October. The total from those items may be approximately $40,000. He also suggested inviting Julie Mostov from Playhouse Square to become involved in some way with OSE. The Financial Report ending September 30, 2017 showed: PNC $ 24,121.94 Credit Union $ 110,335.35 Total Current Assets $ 134,457.29

Executive Committee Yvonne Sanderson, Chair, reported on the Ohio CDC Conference. Those attending with her were: Lisa Mack, Michael Love, Kevin McCarthy and Daniel Subwick. She thought it was worthwhile to attend and also to be proud of what OSE is doing. She contacted Nate Coffman, Ohio CDC Executive Director, (because of Lisa Mack s suggestion) regarding OSE presenting at the next annual meeting about the Neighborhood Grant Program. Revitalization Committee Carol Fiorelli, Chair, reported on three residential properties that were sold to Frank Kuhar for rehabilitation: 1387 Plainfield Rd, 1784 Donwell Rd and 4372 Adrian (this home will be made accessible to people of all abilities). The 3 homes were sold for a total of $17,700. Total Build-Grow-Thrive program revenue since its inception is $397,650. Program revenue in 2017 is $55,200. The sales value of the renovated homes is $3,082,400. There are currently 35 vacant lots for sale. Carol Fiorelli and Michael Love consulted with Matt Yourkvitch, OSE legal counsel, regarding the plan to rehab/resale homes i n house so the final sales revenue would go to OSE. CWRU Law Clinic is going to assess and review this initiative and provide direction also. Case students will attend the board meeting in December. Commercial Marc s private opening was October 3rd and the public opening on October 4th. Burger King will be renovated for use as a medical office space, possibly a dental clinic. Carol Fiorelli indicated that the Revitalization Committee standard operating procedures were approved by the committee. Yvonne Sanderson reminded the board that everyone may read the standard operating procedures on Google Drive. Sally Martin voiced her concerns regarding the possible loss of demolition funds from the County. She invited anyone interested to attend the Hearing on the Demolition Fund in the County Council Chambers on the 4th floor of the Cuyahoga County Administration building at 2079 East 9th St at 1:00pm on October 30th. She plans to advocate for the City of South Euclid if she is permitted to address the Council and would appreciate a show of support from others by being present and/or speaking. Neighborhood Grant Program Kevin McCarthy reported new deadlines and some minor changes for the 2018 Grant Program. Community Engagement, Beautification and Senior Grass Cutting/Snowplowing applications will be available February 1, 2018, The Owner Occupied and Residential Rental applications will be released on March 1, 2018. OSE will again be applying to the County for a $50,000 grant, which

is the maximum allowed. OSE will again be applying for the Legacy Village grant this year. The committee is considering raising the grant amounts for larger projects for residents. Grant recipients have until December 31st to complete their work. For 2016-2017: Paid out - $55,168.18 to owner occupied grants, leveraged an additional $98,772.97 for a total of $153,941.15 of investment in exterior of homes. Four or five recipients have dropped out since the work cannot be done on time. A detailed spreadsheet for the 2017 Neighborhood Grant Program and the proposed 2018 Neighborhood Grant changes were submitted for review. Michael Love and Sally Martin talked about the Dynamo Metrics map showing the progress that has been made in the city. When it is completed Sally Martin will invite everyone to review it. She credited the $200,000 grant from the Cleveland Foundation that helped create the analytics for South Euclid and four other communities. Sally Martin has reached out to those facing tax foreclosure, however some will lose their homes. A commercial grant program for exterior store front renovation will be reviewed at the next Grant Meeting in November. Next meeting: November 14, 2017 at Noon at South Euclid-Lyndhurst Library, 1876 S Green Rd Community Development & Engagement Committee (CDE) Yvonne Sanderson reported that about 500 people attended Harvest Fest. Volunteer cards signed at Harvest Fest have been added to a spreadsheet by Dan Subwick on Google Drive. It was mentioned that we need to follow up with these people to keep their interest. Marketing Committee (No Report) Fundraising Committee (No Report) Governance Committee Theron Cyrus, Chair, reported that he met with Katie Hanna and Brad Dumas. Both have applications and are enthusiastic to be on the board of OSE. He will also be contacting Julie Mostov. Community Garden Program Dan Subwick reported that the gardens are shutting down and clean-ups are occurring. Community Gardens Potluck is at USHC Atrium on Wednesday November 8 at 6:00pm. He welcomed members to attend by bringing a dish to share. He stated that funds are being used to replenish plots at Bexley and Quarry Parks but he cannot guarantee long term leases for the public parks, however other gardens may have longer term leases for those plots. He is considering 3-5 year leases for non public park gardens and allocating funds for a water tank. The Victory Garden was featured on Public Broadcasting s Idea Stream.

Pump Track Dan Subwick makes sure that the track is kept clean and free of debris. He said that we do not need to do much maintenance on the space yet besides regular leaf removal and other small tasks. Chris Ronayne, Executive Director of University Circle Inc (UCI) and also on the Board at Notre Dame College, could be contacted to explore constructive connections between South Euclid, especially the Pump Track and UCI institutions. Centennial Update Michael Love gave a preliminary report with plans for a more formal presentation at the next board meeting. He stated that about $15,500 will be coming back to OSE. Centennial may have cost OSE about $20,000. Centennial events have concluded for the year. The Celebrate South Euclid Event, at the new South Euclid-Lyndhurst Library on October 14th, was a success. The Centennial Committee will present the final report at the December 7th OSE Board Meeting. Harvest Fest Update The 2017 Harvest Fest Debrief Report was included in the packets and planning for next year s event will start in 2018. Veronica Walton opined that Harvest Fest should be looking more like a harvest. She offered to make that happen next year, possibly with a Farmer s Market theme. With the help of sponsorships Harvest Fest was self funding and has a carryover balance for next year. Quarry Dog Park - FIDO Dan Subwick cancelled the October 28th Halloween Event event due to weather concerns. Funds held by OSE will be used to make improvements to the park. Quotes are being obtained. The plan is to keep a database of park users for events and possible future fundraisers. New Business: Executive Committee: BVU Membership Renewal Karen Poelking motioned to renew One South Euclid s annual membership in Business Volunteers Unlimited (BVU) at a cost of $120.00. All ayes. Motion unanimously approved. (12-0-0) Community Engagement: Annual Holiday Lighting Ceremony Moe Romeo motioned to sponsor the annual Holiday Lighting Ceremony to be held at City Hall on December 3, 2017 in an amount not to exceed $1,000.00. Seconded by Beverly Burks. All ayes. Motion unanimously approved. (12-0-0) Revitalization Committee: 2018 Neighborhood Grant Program Allocation After some discussion, Len Calabrese motioned to allocate $40,000.00 in unrestricted funds of One South Euclid in order to fund the 2018 Neighborhood Grant Program. These dollars shall be used to fund the various components of the Program including the Owner-Occupied Exterior

Repair Grant, the Rental Property Exterior Repair Grant, the Community Beautification Grant, the Community Engagement Grant and the Senior Grass Cut/Snowplow Grant. It is the goal for these funds to be expended by the end of fiscal year 2018 (12/31/18). Seconded by Carol Fiorelli. All ayes. Motion unanimously approved. (12-0-0) Revitalization Committee: 2018 Neighborhood /Grant Program - Cuyahoga County CDSG Application Authorization Carol Fiorelli motioned authorizing One South Euclid to submit an application to Cuyahoga County for the 2018 Community Development Supplemental Grant (CDSG) Program, requesting a total of $50,000 in funding to supplement the Owner-Occupied Exterior Repair Grant Component of the 2018 One South Euclid Neighborhood Grant Program. These funds will need to be awarded and then expended by the recipients by the end of fiscal year 2018 (12/31/18) and will supplement the $40,000.00 One South Euclid has allocated to the 2018 Neighborhood Grant Program. Seconded by Moe Romeo. All ayes. Motion unanimously approved. (12-0-0) Strategic Planning Process Update: Karen Poelking, Chair, asked that the board read over the Strategic Plan - Draft 5 and if there are any comments to contact her by November 21. The committee will meet again on November 29 for the final draft. Everyone will receive the final draft in enough time to review it so that it will be ready to be voted on at the December 7th OSE board meeting. She tried her best to incorporate thoughts and comments from everyone into the draft. Some things included in the Strategic Plan: reduced and reorganized the organization, added a work plan, looking at hiring a part-time executive director by next June or July, fundraising and communications committee must step up if that happens. Also updated the expectations of members to be willing to contribute financially to OSE. The budget draft will also be included. There are many things for the board to think about. Len Calabrese stated that the board needs more specificity about expectations and a job description for a staff person before actively seeking funding.
