I Introduction This brochure gives a brief overview of the maritime education and training (MET) activities of the Royal Association of Netherlands Shipowners (KVNR) in Palompon, Leyte, the Philippines. Visayas Leyte 3

II Background and history In 2000, due to a structural shortage of qualified officers in the Netherlands, the Royal Association of Netherlands Shipowners (KVNR), in close cooperation with the Netherlands Ministry of Transport (currently named Ministry of Infrastructure), selected the Philippines as the most preferred country of origin, outside the European Union, for the recruitment of seafarers. In 2001 an agreement was concluded between the Republic of the Philippines and the Kingdom of the Netherlands for the recognition of seafarer certificates in accordance with Regulation I/10 of the IMO Convention on Standard of Training, Certification and Watchkeeping for Seafarers, 1978 (STCW). In the same year the KVNR concluded an agreement with the Palompon Institute of Technology (PIT), Palompon, Leyte, for the education and training of officers for the Netherlands fleet. From 2001 up to today the KVNR hires the services and expertise of the Shipping and Transport College (STC), a leading maritime academy in the Netherlands, to assist PIT with conducting maritime education at high quality level. In 2002 the first cadets from PIT were selected for on board training on board Netherlands ships. On 25 November 2005 the KVNR received the Presidential Award of Distinction for the contribution to the employment of Philippine seafarers, including the education and training activities employed in Palompon. Also in 2005, the Netherlands Shipping Training Centre (NSTC) was established by PIT, STC and the KVNR, The training centre became operational in 2006. NSTC offers the Basic Training course to the students of PIT and the short courses required for obtaining the first license (Certificate of Competency) as a watchkeeping officer. The courses are offered against reasonable prices affordable for seafarers in Region VIII of the Philippines. The KVNR hires the services and expertise of STC to ensure that the training centre operates at high quality level. NSTC is certified by DNV according ISO 9001:2008 standards In 2008 the NSCT Dormitory was opened, offering accommodation to 100 PIT students and a maximum of 24 NSTC course participants. In April 2010 new facilities for the Marine Engineering Department of PIT were officially opened. The new facilities were built and equipped with donations from the Netherlands Ministry of Transport, Public Works and Water Management, the KVNR and STC. In May 2011 the 10 th anniversary of the cooperation between PIT and KVNR was celeberated during the 10 th Maritime Recognition and Awarding Ceremony for the 3 rd year students of the PIT College of Maritime Education. On 31 August 2012 PIT celebrated the 40 th anniversary of becoming a chartered state college. On 8 November 2013 the town of Palompon was severely hit by super typhoon Haiyan (Yolanda). With the assistance of STC and KVNR the damage to PIT and NSTC was fully restored by June 2014. In June 2014 the 13 th batch of KVNR-PIT cadets was selected, bringing the total number of cadets selected under the KVNR PIT Cadet Promgramme since schoolyear 2001-2002 at 1,469. 4

III Palompon Institute of Technology The Palompon Institute of Technology is a chartered state college, offering advanced (graduate), tertiary and secondary education. At the level of tertiary education courses for Bachelor of Science in Marine Transportation (BSMT) and Bachelor of Science in Marine Engineering (BSMarE) are offered by the College of Maritime Education (COMed). Under the agreement with PIT the KVNR offers assistance to the College of Maritime Education through: Hiring the services and expertise of STC. Donation of instruction materials. Offering the opportunity to teachers/instructors to gain experience on board Netherlands ships (Teacher Rotation Programme) Making available shipboard training positions to the maritime students. Support is given to the full maritime programme of PIT and not to selected classes only. PIT is supported year round by STC, with experts of STC present at PIT (and NSTC) on an interval basis. 6

Students The BSMT and BSMarE programmes each encompasses a three year curriculum followed by a final fourth year of on board training. Both programmes are conducted with three sections in each of the three curricular years. Cadets Under the cooperation between PIT and KVNR the first batch of cadets was selected in 2002 for on board training in the period 2002-2003. In June 2014, the 13 th batch of cadets was selected for on board training in the period 2014-2015. During the on board training period the performance of the cadets is monitored, including the progress and completion of the training record book. After completion of the on board training year the cadets are assisted and supported with the next steps required to obtain the first certificate (license) as watchkeeping officer (OIC), such as taking a review course to prepare for licensure (board) examination, taking the licensure examination and taking the required additional short courses. Around 80% of the cadets of the first ten batches has successfully passed the PRC Board Exams for Officer In Charge of a Navigational Watch or Officer In Charge of an Engineering Watch. IV Netherlands Shipping Training Centre The Netherlands Shipping Training Centre Foundation Inc. (NSTC) is a maritime training centre accredited under the Maritime Training Council (Department of Labor and Employment). NSTC is a Joint Venture between KVNR, PIT and STC. NSTC is a foundation incorporated. Revenues of NSTC, if any, will be invested for improvements both at NSTC and PIT. Courses are offered against fair rates, affordable for the students at PIT and seafarers in Region VIII of the Philippines. Management NSTC is managed by STC, for which the latter is partly compensated by the KVNR. Experts of STC are present at NSTC (and PIT) year round on a rotation basis. Facilities The main building of NSTC - housing the office and the lecture rooms - is located at the premises of PIT. The fire fighting area is also located at the PIT premises. The wet area is located in the port of Palompon, at the premises of the Philippine Port Authorities (PPA). If needed, equipment and facilities of NSTC can be used by PIT and vice versa. Instructors The teachers of PIT are hired on part time basis as instructors of NSTC. Courses Currently NSTC offers the following 10 courses: Basic Safety Training (BST) Rating Forming Part of a Navigational Watch (DWK) Rating Forming Part of an Engineering Watch (EWK) Prevention of Alcohol and Drug Abuse in the Maritime Sector (PADAMS) Sexually Transmitted Diseases, HIV, AIDS prevention in the Maritime Sector (SHAPIMPS) Proficiency in Survival Craft and Rescue Boat (PSCRB) Advanced Fire Fighting (AFF) Medical Emergency First Aid (MEFA) Entry Enclosed Spaces (EES) Draft Survey (DS) - From March/April 2015 NSTC will also offer the combined Security Awareness (SA) Designated Security Duties (DSD) Course. The first 5 above mentioned courses are offered to all maritime students (BSMT and BSMarE) at PIT. The courses PSCRB, AFF and MEFA are taken by a large majority of the cadets from the KVNR PIT cadet program as part of the process to obtain the first license as watchkeeping officer. The EES course was developed in 2010 on request of shipowners in the Netherlands. The DS course was introduced in 2011 on request by port facilities in the nearby town of Isabel. NSTC Dormitorty The NSTC Dormitory is located next to the premises of PIT and offers accommodation to a maximum of 100 PIT students and 24 NSTC course participants. Accommodation is offered to students from PIT at a price affordable for Regional VIII of the Philippines. New modules cover, amongst others, the following subjects; IMO IMSBC Code, Stability, Team Leadership, High Voltage and Hatch Cover Maintenance and Operation. 1b BSMT Chart Room 14

2 Marine Engineering Building In 2010 the facilities of the College of Maritime Education of PIT were expanded with a new building for the Marine Engineering Department, donated by the Netherlands Ministry of Transport, Public Works and Water Management. The furniture and equipment for the building were donated by the KVNR and STC. The BSMarE Building accommodates four spacious class rooms, two large laboratory rooms, one computer laboratory and an office for the Marine Engineering Department faculty. 2b Work Shop facilities The machine shop of the BSMarE Department is equipped with a wide variety of materials donated by KVNR, KVNR member companies and STC to enable an effective hands on training of practical skills. 18

3 Planned expansion; ECDIS Simulator and Hydraulic Trainer Set 3a ECDIS-simulator With the implementation of the 2010 STCW Manila Amendments, the use of ECDIS has become a mandatory part of the education and training standard for deck officers. For this reason the KVNR has decided to purchase an ECDIS simulator for use by PIT. The simulator should encompass 8 student stations and an instructor station. 6 Alignment of curricula and courses with STCW Manila Amendments PIT Curricula In the period May to August 2013, anticipating the national implementation of the STCW Manila Amendments by MARINA and CHED, the BSMT and BSMarE curricula of PIT were reviewed and revised in close coordination with CHED. After completion of this process the revised curricula were approved by the Technical Panel for Maritime Education (TPME) of CHED. As next step, currently detailed Course Plans, Instructor Guides, Assessment Matrices, Practical Assessment Forms and Examination Data Bases are developed or revised for alignment with the revised curricula. All documentation is redrafted in a new format, establishing a traceable connection between the learning objectives and the related competences and KUP s (Knowledge, Understanding and Proficiency) as required by the STCW Convention and Code. The PIT College of Maritime Education is guided and assisted by technical and nautical experts from STC Rotterdam, a process that will continue into 2016.
