Total Points 100 Executive Summary OML Brothers assemble for Henry Arthur Callis Education Foundation Scholarship Awards Reception, June 10, 2017 The Brothers of the Omicron Mu Lambda Chapter, The Cobb County Alphas, are pleased to submit our 2016- for review. OML experienced an outstanding year of service to the Cobb County community. Brother Kevin White, our Chapter President (FY 2016 2017), continued to instill a sense of purpose, comradery, and youthful energy into the Chapter. OML served as the Host Chapter for the 61 st Convention with a Theme of Leading With The Conviction of Moral Authority ; held at Marriott Northwest Hotel, in Cobb County. Our Brother James W. Ford, II, Area Director, served as the Host Committee Chair, with Brother Dr. Arthur Vaughn serving as Co-Chairman. It is noteworthy that in addition to being welcomed by both Timothy D. Lee, Chairman, Board of Commissioners, and R. Steve Tumlin, Jr. Mayor, City of Marietta, we had the distinct honor of having our own OML Brother David Hankerson, Cobb County Manager welcome us, as well. Brother Hankerson recently retired as the Cobb County Manager after serving in this capacity for twenty-three years, and was directly involved in every aspect of the growth and sustainability of Cobb County through the years. The OML Chapter continued with its grand tradition of hosting our Brother Dr. Martin Luther King, Jr. Day Celebration at Zion Baptist Church in Marietta. The Celebration marked our 31 st Annual MLK DAY with our Theme: Have Faith. God Is In Control! Deuteronomy 31:8. Brother Sims W. Gordon, Jr., Esq. served as Chairman. We held two services, and our keynote speakers were Alpha Brother Rev. Dr. Harris T. Travis, and the newly installed Pastor of Zion Baptist, the Rev. Eric Beckham. The Brothers of OML, thru the auspices of our Henry Arthur Callis Education Foundation, awarded $10,000 in college scholarships in conjunction with our Brother Deacon Charles Harris and the DFHSF Scholarship Fund. The scholarships were presented by Brother William Bill Cheeks and Rev. Evelyn Taylor to members of the Sons of Zion Youth Group. OML was an active participant in the North Georgia Cluster Intake for Fall 2016 and the Spring 2017. We welcomed our neophyte brothers Warren Keith, Hollis Howell, Robert Thornton, and Isaaq Drumgoole into the House of Alpha. Each is making an immediate impact to the vitality of OML by serving as members of the current year 2017 Chapter Leadership Team, as follows: Brother Robert Thornton (Treasurer); Brother Hollis Howell (Chaplain); Brother Isaaq Drumgoole (Membership Intake); and Brother Warren Keith (Brother s Keeper Committee Chair). As we approached the end of spring season, we continued our partnership with the March of Dimes, by participating with the March for Babies held on Saturday April 29, 2017 in Marietta, Georgia. As highlighted further in our Chapter Report, we exceeded our financial goal of $750 by contributing a grand total of $1,056. More importantly, our participation with the March of Dimes marked our continued commitment to one of Alpha s national programs - Project Alpha. The OML Chapter s current leadership team was elected in June, and formally installed at our September chapter meeting during the Chapter Officers Ceremony successfully completing the transition of chapter leadership from Brother Kevin White to Brother Earnest Williams, who very proudly celebrated his 50 th Year as member of our esteemed Fraternity on April 22, 2017. Marietta Y.O.U.T.H. The Cobb County Alphas have a 35-year history of sponsorship, mentoring and scholarship with the Young Organizers United To Help (YOUTH) Program at Marietta High School. The YOUTH organization consists of 40 young men who are focused on academic achievement and community service at Marietta High School. The joint mission of the Y.O.U.T.H. and Alpha Phi Alpha partnership is centered on high expectations for high achievement. As part our commitment to these talented young men, OML provides support and leadership at the annual Y.O.U.T.H. Officer Installation Banquet. These efforts help prepare the young men for a successful transition from high school to college. Turner Chapel College Fair October 28, 2017 Turner Chapel AME Church Turner Chapel AME Church is a vital community partner with the OML Chapter. The 8th Annual TCC College Fair is an opportunity for students and families to learn what it takes to get into college and how to avoid incurring student loan debt. Turner's College Fair serves as a catapult for students and others in the community to make positive connections with perspective colleges and universities. A Voteless People is a Hopeless People Brother Jaha Howard for State Senate Brother Jaha Howard, a 2017 Democratic special election candidate for District 6 of the Georgia State Senate, spoke at the November OML Chapter Meeting. He discussed the need to proactively participate in the electoral process at every level. Brother Howard stressed that Alpha can no longer rest on its history but must act today to create history. Howard received his B.S. in 2003 and DDS in 2007 from Howard University and his M.S. in oral sciences with a pediatric specialist certificate from the University of Illinois at Chicago in 2009. Jesse House Saturday, September 30, 2017 Atlanta Airport Marriott Gateway Former African-American Special Agents of the Federal Bureau of Investigation (FBI) and Alpha Phi Alpha Fraternity hosted a black-tie gala to Honor Those Among Us. Sixteen pioneers where recognized, including OML Brother Jesse C. House. Brother House began working in the New York FBI Office in 1956. There were no other Blacks in the New York office at the time. LDCEI at Savannah State The Southern Region of Alpha Phi Alpha Fraternity held the 2017 Leadership Development & Citizens Engagement Institute (LDCEI) June 21 st to 25th on the beautiful campus of Savannah State University. The Institute is for High School students who have demonstrated academic promise and leadership potential. Our OML Brother Dr. Arthur Vaughn shared a photo of 8 of the 10 students OML sponsored for the 2017 Alpha South Leadership Development & Citizenship Education Academy. This is significant in that there were thirteen (13) of the forty-five (45) (29%) students from Georgia came from Cobb County, and the others were sponsored by Omicron Phi Lambda and Rho Kappa Lambda. This provides an excellent foundation for youth programs, in addition to the youth we serve through our long-time community partnerships. During the Alpha South LDCEI, one of our students, Brian Jordan (Marietta High School) was awarded a Savannah State GAP Scholarship because of his leadership, service and his 3 years of attendance at the Alpha South LDCEI. Cobb National Pan-Hellenic Council The Omega Psi Phi Greek Partner of the Year Award was earned, in part, by OML s commitment to supporting the Cobb NPHC programs and events. Cobb NPHC Greek Celebration The Brothers of Omicron Mu Lambda played an essential role in organizing the Cobb NPHC Greek Family and Friends Celebration held Sunday, June 25 th at Brawner Hall in Smyrna, GA. We were responsible for music, vendor attendance, marketing, and ticket sales for the event. Proceeds go towards scholarships for local students. The event provided an opportunity for all Greek Letter Organizations to come together with their friends and families for fellowship over food, music, games, and children s activities. 2017 Cobb NPHC Step Show The Omicron Mu Lambda Chapter was a key part in the organization and execution of the 2017 Cobb NPHC Step Show on February 25, at Marietta Middle School. Our Chapter not only performed, but organized the 7 vendors in attendance, the DJ, ticket sales and booked the venue for the event. We had the following organizations performed as well: - Alpha Kappa Alpha Sorority, Inc. - Phi Beta Sigma Fraternity, Inc. - Delta Sigma Theta Sorority, Inc. - Zeta Phi Beta Sorority, Inc. - Sigma Gamma Rho Sorority, Inc. Callis Foundation Scholarship Golf Tournament The inaugural Henry Arthur Callis Education Foundation Scholarship Golf Tournament was Monday, September 25th, at Mirror Lake Golf Club in Villa Rica, GA. The OML Chapter hosted the event to raise funds to support scholarships and educational programing for Cobb County Students. Over sixty golfers came out to support our first golf tournament. Key to the financial success of the event was the Brothers efforts in obtaining corporate and personal sponsorship. The Tournament provided an opportunity to establish relationship with several corporate partners which will be leveraged for future events. Section 2 Eligibility 1 A male who has been properly initiated into a chapter of Alpha Phi Alpha Fraternity, Inc. and presents himself for affiliation shall gain membership into Omicron Mu Lambda Chapter provided he presents documents certifying previous membership, is vouched for by a chapter member in good standing, and is not eligible for membership in a college chapter. 2 Any male holder of an earned baccalaureate degree from a college or university which has been accredited by a regional accrediting agency may be presented as a candidate for alumni membership provided that he is of good moral character and his candidacy is presented by a member in good standing. 3 A candidate who receives the affirmative ballot of three- fourths of the chapter members attending a regular meeting or a meeting where prior notice of balloting was given, shall be eligible for initiation into the FRATERNITY provided that in addition: 4 He meets all requirements of the Constitution and By- Laws of Alpha Phi Alpha Fraternity, Inc. and of Omicron Mu Lambda Chapter; 4.2 He meets all requirements for initiation as stated in the Ritual and Standing Orders; and 4.3 He receives written approval from the Regional Vice President. 4.4 A candidate initiated by the Chapter shall become an alumni member of the Fraternity and an alumni member of the Chapter. 4

Section 2 Election of Officers 1 The Chapter shall hold its annual election of six of the twelve elected officers, to wit: President, Corresponding Secretary, Treasurer, Associate Editor to The Sphinx, 2 Chaplain, and Sergeant- at- Arms in even years, and President- Elect/Vice President, Recording Secretary, Parliamentarian, Historian, Director of Educational Activities, and Chairman of Membership Intake in odd years, at the regular meeting in May, and successful candidates shall take office not later than the regular meeting in September of the same year. If the President- Elect/Vice President shall ascend to the office of President in an even year, the resultant vacant office shall be filled during the same year. The manner of the election shall be by secret ballot. 3 The member nominated for office and receiving the highest number of votes, majority or plurality, shall be elected to that office. 4 Any member in good standing with the Chapter is eligible to seek a chapter office. 5 The Chapter shall conduct special elections within two months to fill vacancies in elected offices occurring during the year. 5

No member shall serve for more than two consecutive terms in the same office. However, the President- elect/vice President shall serve as president after the President s second term, after a resignation, or after a successful recall election; or, if the President chooses not to run for, or is not voted into, a second term, then the President Elect/Vice President shall succeed the President after the President s first term. 7 The names and addresses of the officers elected shall be submitted to the office of the Executive Director within ten (10) days after election. Section 3 Duties 1 The President shall: 1.2 Preside over meetings of the Chapter and Executive Committee; 1.3 Serve as Chairman of the Executive Committee; 1.4 Execute the laws of Alpha Phi Alpha Fraternity, Inc. and Omicron Mu Lambda Chapter; 1.5 Appoint all committees not herein provided for, except where objection is raised and sustained by a majority vote of the members; 1.6 Serve ex- officio to all committees; 1.7 Interpret the Constitution; 1.8 Present in writing to the Chapter at the beginning of his term of office, a proposed program for his administration; 1.9 Present in September a written annual report to the Chapter of activities for the preceding fraternal year; and 1.10 Represent the Chapter in all official matters as required. 2 The Vice President shall: 2.2 Perform the functions of the President when for any reason whatsoever, the President is absent or unable to perform; 6

Omicron Mu Lambda Chapter PO Box 672832 Marietta, Georgia 30006 www.omirconmulambda.org 2.3 Serve as chairman of the Program Committee; 2.4 Serve as liaison officer between the President and the Standing Committees; 2.5 Serve as overseer of all committees and insure their operation and viability; and 2.6 Present a written report for the past fraternal year s program activation at the September meeting. 3 The Recording Secretary shall: 3.2 Keep minutes of the Executive Committee and Omicron Mu Lambda Chapter; 3.3 After approval of the minutes at the next regular meeting, make permanent records of them in a permanent record book within five days; (The record book is the property of the Chapter.) 3.4 Must bring said record book to all chapter meetings and keep with strict security; 3.5 Must include in the minutes a record of monies received by the Chapter during all chapter meetings and a list of brothers in attendance; 3.6 Shall retain reports of chapter officers and committees delivered during chapter meetings; 3.7 Sign all pass cards; 3.8 Provide the Executive Committee with a copy of the minutes of the Executive Committee and chapter meetings at least five days before the next monthly Executive Committee meeting; and 3.9 Serve as keeper of the Chapter seal. 4 The Corresponding Secretary shall: 4.2 Notify all members of meetings at least five days prior to the meetings and of their appointment to committees; 4.3 Serve as liaison with the General Organization regarding submission of grand taxes, initiation records and information; 7

Omicron Mu Lambda Chapter PO Box 672832 Marietta, Georgia 30006 www.omirconmulambda.org 4.4 Keep a complete list of addresses for all members who reside in the jurisdiction of the chapter, their fraternity status and similar pertinent information; 4.5 Order, keep, and disburse the Chapter s correspondence, stock, giving account thereof; and 4.6 Perform the duties of the Recording Secretary in his absence or inability to function. 5 The Treasurer shall: 5.2 Receive all funds of the Chapter, issue duplicate receipts for the same indicating the source of funds; 5.3 Deposit monies in a bank in the name of the Chapter for funds received; 5.4 Disburse such funds upon an order properly signed by the President; 5.5 Sign checks for disbursement with the President; 5.6 Create monthly reports showing the beginning balance, cash received and source, cash disbursed and for what purpose, and a new balance which shall be presented to the Chapter, and copies of the monthly reports shall become part of the Chapter minutes; 5.7 Serve as the Chairman of the Budget and Finance Committee; 5.8 Keep an individual record of each Brother s Financial standing, and these records shall be kept current; 5.9 Provide a list of all financial brothers for presentation at the election meeting, as well as other occasions; and 5.10 Be bonded. 6 The Associate Editor of The Sphinx shall: 6.2 Edit all publications sent out by the Chapter to The Sphinx or any other news media; 6.3 Give publicity to the activities of the Chapter that warrant it in accordance with the will of the Chapter and its best interest; and3.63 Collaborate with the Historian and assist him whenever necessary, both in news data and historical data, and edit the Chapter newsletter. 8

Omicron Mu Lambda Chapter PO Box 672832 Marietta, Georgia 30006 www.omirconmulambda.org 7 The Chaplain shall: 7.2 Conduct all religious activities of the Chapter, including the preparation of and conducting of devotion for each meeting; and 7.3 Minister to the general welfare or the brotherhood. 8 The Historian shall: 8.2 Preserve all historical records, including being responsible for all pictures, trophies, books, and official chapter equipment; 8.3 Keep an official Chapter scrapbook, which shall be a permanent historical record of the Chapter; 8.4 Keep all information pertinent to the history of the Chapter and the membership and an official register of all Brothers; and 8.5 Assist the Associate Editor of The Sphinx in publications and information for same, keeping a record and file of the information. 9 The Director of Educational Activities shall: 9.2 Plan and direct all educational and scholarship campaigns; 9.3 Plan and run annual education programs in accord with the General Organization s plan and 9.4 Handle all matters pertaining to education, scholarship, or such opportunities pertaining thereto. 10 The Chairman of Membership Intake ( Membership Chair ) shall: 10.2 Have responsibility for preparing successful candidates for membership in the Chapter; 10.3 Be responsible for the organization of the Chapter Informational Seminar for the purpose of introducing aspirants of Alpha Phi Alpha Fraternity, Inc.; and 9

Omicron Mu Lambda Chapter PO Box 672832 Marietta, Georgia 30006 www.omirconmulambda.org 10.4 Serve as Chairman of the Membership Intake Committee. 11 The Parliamentarian shall: 11.2 Keep parliamentary order; and 11.3 Make certain that Roberts Rules of Order are followed at all times during formal meetings. 11.4 The Sergeant- at- Arms shall: 11.5 Keep physical order; and 11.6 Make certain that all who enter the meeting room are brothers by the proper method or by recognition of the brother who is entering the meeting. Article IV Standing Committees and Duties Section 1 Designation of Committees 1 The Standing Committees of the Chapter shall be as follows: 1.2 Executive Committee, 1.3 Program Committee, 1.4 Budget and Finance Committee, 1.5 Social Committee, 1.6 Reclamation Committee, 1.7 Membership Intake Committee, and 1.8 Henry Arthur Callis Education Foundation. Section 2 General Responsibilities 1 Standing Committees shall prepare written annual and interim reports as required. Section 3 Specific Duties 1 The Executive Committee shall include all elected officers, the chairmen of Standing Committees, and the immediate Past 10

The Committee shall ensure the implementation of approved Chapter programs and polices, take such action between Chapter sessions which will ensure the integrity of the Chapter, and make a general report of its activities during each regular meeting. Action taken by the Executive Committee is subject to the approval of the Chapter. 2 The Program Committee is responsible for planning the Annual Chapter Program. The program will include specific activities for individual meetings, as will as specific goal oriented events during the year. The work of this Committee shall include the careful integration of plans of other committees to make the Chapter Program a functional entity. 3 The Budget and Finance Committee shall submit an annual budget for the Chapter approval at the first meeting of the Chapter year. The budget will be based on normally expected income and expenditures and will show the previous year s financial performance. The Committee shall direct the time and manner of paying dues and the assessments, ensure that funds flow into the treasury, and plan and monitor all fund raising projects and other financial activities of the Chapter. 4 The Social Committee shall arrange entertainment of a social nature for the Chapter, be responsible for a recommended annual social calendar of the Chapter, make recommendations for and implement the major social activities of the Chapter, plan the Chapter s social budget for submission to the Budget and Finance Committee, and provide a proper fraternization period after regular meetings or whenever necessary. 5 The Reclamation Committee has responsibility for leadership in reclaiming inactive Brothers and encouraging recent college graduates to affiliate with the Chapter. 6 The Membership Intake Committee is responsible for processing applications of candidates for membership in the Chapter and Fraternity. This Committee will devise and implement a program of initiation, which is in accord with current Fraternity policies. 7 The Henry Arthur Callis Education Foundation has responsibility for implementation and maintenance of scholarship programs, selection of awardees for scholarships and presentation of same to the Brothers and various publics. This Foundation shall determine the amount of awards in 11

The Foundation is a non- profit entity of the Omicron Mu Lambda Chapter of Alpha Phi Alpha Fraternity, Inc. The Foundation will receive the majority if its resources through its annual Scholarship Ball, its annual Performing Artist Program, and other fundraisers. A seven member Board of Directors that will meet on an as needed basis will govern the Foundation. 8 The regular meetings of the Chapter shall be held during September through June on the second, or an alternate Saturday, of each month at a designated time and place. Section 2 Special Meetings 1 The Chapter President shall have the power to call special meetings as necessary. Section 3 Quorum 1 Seven members in good standing shall constitute a quorum. Article VI Amendments Section 1 Proposals for Amendments 1 All proposed amendments to the Chapter Constitution shall be submitted in writing to the Chapter Recording Secretary not less than sixty (60) days before a Chapter meeting as an agenda item. 2 The Chapter Corresponding Secretary shall send copies of all proposed amendments to each member not less than thirty (30) days prior to the Chapter meeting at which it will be an agenda item. Section 2 Adoption of Amendments 1 Adoption of amendments to the Chapter Constitution shall require the affirmation vote of three- fourths of the members present and voting at the Chapter meeting at which they are proper agenda items. 12

Omicron Mu Lambda Chapter PO Box 672832 Marietta, Georgia 30006 www.omirconmulambda.org By-Laws Article I Rules 1 The rules contained in Robert s Rules of Order, the latest edition, shall govern the Chapter in all cases to which they are applicable, and in which they are not inconsistent with the By- Laws of the Chapter. 2 The Chapter year shall commence September 1 st and end August 31 st. Article II Fees and Taxes 1 The fee and tax structure for the Chapter shall include Grand tax, Chapter tax, and a local assessment determined annually by the Budget and Finance Committee and approved by a majority vote of the Chapter no later than the October regular meetings. Article III Members and Membership 1 Members must pay taxes and local assessments by November 15 th of each year. 2 Life Membership in Alpha Phi Alpha Fraternity, Inc. does not exempt a member from his financial and other obligations to the Chapter. 3 Participation in Chapter activities will be limited to those members who are financially responsible with respect to national and local fees and dues. Article IV Discipline 1 The Chapter shall have the power to discipline its members for violations of rules and regulations of the Fraternity/Chapter or for conduct unbecoming a member. Penalties will include fine, censure, or suspension as determined by the Chapter in accordance with the Fraternity Constitution. 2 The Chapter shall have the power to discipline its officers for malfeasance or failure to perform the duties of their office. 13

Omicron Mu Lambda Chapter PO Box 672832 Marietta, Georgia 30006 www.omirconmulambda.org 3 Officers and Committee Chairman are automatically removed from office for failure to satisfy their financial obligation by November 15 th of the current chapter year. Article V Amendments 1 The methods, requirements, and procedures for amending the by- laws shall be the same as for amending the Constitution. Article VI. Structure, Exempt Status, & Dissolution of Foundation 1 The purpose for which the Henry Arthur Callis Education Foundation is organized is exclusively educational within the meaning of 501(c)(3) of the Internal Revenue Code of 1986 or the corresponding provision of any future United States Internal Revenue law. 2 Notwithstanding any other provision of this article, the Henry Arthur Callis Education Foundation shall not carry on any activities not permitted to be carried on by an organization exempt from federal income tax under 501(c)(3) of the Internal Revenue Code of 1986 or the corresponding provision of any future United States Internal Revenue law. 3 Upon dissolution of the Henry Arthur Callis Education Foundation, assets shall be distributed for one or more exempt purposes within the meaning of 501(c)(3) of the Internal Revenue Code of 1986, or corresponding section of any future federal tax code, or shall be distributed to the federal, state or local government for a public purpose. Any such assets not so disposed of shall be disposed of by the Court of Common Pleas of Cobb County, Georgia, in which the principal office of the Henry Arthur Callis Education Foundation is located, exclusively for such purposes. 4 The Henry Arthur Callis Education Foundation Board shall consist of seven (7) board members, to include the current Omicron Mu Lambda Chapter President, the last three (3) active past presidents of Omicron Mu Lambda, and three (3) at- large members. 14

Omicron Mu Lambda Chapter PO Box 672832 Marietta, Georgia 30006 www.omirconmulambda.org 5 All Henry Arthur Callis Education Foundation Board members shall serve for a term of one (1) year with no limit on the number of consecutive terms a board member may serve. 6 The Omicron Mu Lambda Chapter President shall appoint the Chairman of the Henry Arthur Callis Education Foundation Board and may remove the Chairman at any time without cause. 15
