Introduction The Lagos State Employment Trust Fund ( LSETF or the Fund ) was set up by the Lagos State Government to enable Lagos residents realize their aspirations by providing leverage and access to nance. The Fund targets micro enterprises, small and medium scale enterprises (MSMEs) and start-ups as potential bene ciaries to the fund. The fund seeks to engage the service of a consultant to help LSETF execute its strategy for supporting start-ups. LSETF seeks to build innovation hubs, launch an acceleration program in partnership with a proven operator, and provide seed capital to selected start-ups within the LSETF cohort. 2. Scope of Work The selected consultant will be primarily responsible for the following: Ÿ Manage the design of LSETF's program to support start-ups Ÿ Manage the development of LSETF's i n c u b a t i o n f a c i l i t y / w o r k s p a c e, including the design, construction (or renovation), t out and furnishing of the workspace Ÿ Manage the selection of a recognized and credible acceleration partner, including the design of an acceptable program to accelerate the growth of Ÿ Ÿ Ÿ start-ups within LSETF's cohort Manage the selection of start-ups into the LSETF program Identify corporate partners/donors that can support LSETF's start-up program Provide input to LSETF's public relations strategy in relation to its Innovation Hubs, acceleration program and start-ups in general. 3. Proposal pre-quali cation requirements 1. Must be a company, rm or nongovernmental organization of reputable professionals in the area of expertise 2. Must provide evidence of registration with the Corporate Affairs Commission. 3. Must provide evidence of registration with Lagos State Residents Registration Agency (LASRRA) for key directors and personnel. 4. Tax clearance for the last 1 (One) year or evidence of tax registration by the proprietors 5. Provide certi ed true copies of the Memorandum and Articles of Association of the applicant, if applicant is a company. 6. Provide a current sworn af davit disclosing the following: i. That the company or proprietor is not in receivership, insolvent or bankrupt; ii. That the proprietor or director of the company has not been convicted of any offence relating to fraud or nancial impropriety or criminal
misrepresentation or falsi cation of facts relating to any matter; and, iii. That all the documents submitted for this bid process are true and correct in all particulars. 7. Organizational pro le including strategy, track record, methodology, location, services offered of relevance to LSETF, names, CV, Quali cations of key directors and personnel 8. Must have a structured of ce with adequate facilities in Lagos State (owned, shared or in alliance with others) 9. SECTION 1: GENERAL CONDITIONS OF REQUEST FOR PROPOSAL (RFP) 1.1 Con dentiality This RFP and all related information, either written or verbal, which is provided to the respondent is proprietary to LSETF. It shall be kept con dential by the respondent and its o f c e r s, e m p l o y e e s, a g e n t s a n d representatives. The respondent shall not disclose, publish, or advertise this speci cation or related information to any third party without the prior written consent of LSETF. 1.2 Enquiries Except as otherwise directed in this RFP, all inquiries, notices or attempts to obtain information of any kind relating to this RFP shall be channeled via electronic mail to tosin.faniro-dada@lsetf.ng Enquiries in relation to this RFP will not be entertained after 16:00hrs on Friday, December 2, 2016. LSETF may respond to any enquiry in its absolute discretion and the bidder acknowledges that they will have no claim against LSETF on the basis that its bid was disadvantaged by lack of information or inability to resolve ambiguities. 1.3 Disclaimer SECTION 2: ENGAGEMENT TERMS This RFP does not bind LSETF in any contract neither is it an offer of an assignment. LSETF reserves the right to accept or reject any or all the proposals received in response to this RFP without incurring any liability to the affected Partners. LSETF shall not be bound t o o f f e r a n y r e a s o n s f o r s u c h acceptance/rejection. 2.1 Brie ng 1) LSETF will select Partners from those who respond to this RFP, in accordance with the speci ed method of selection. 2) Partners are invited to submit a Technical Proposal and a Financial Proposal for services required. The proposal will be the basis for contract negotiations and ultimately for a signed contract with the selected Partners. 3) Please note that the costs of preparing the proposal and of negotiating the contract, including probable visits to LSETF, are not reimbursable as a direct cost of the assignment, and that LSETF is not bound to accept any of the proposals submitted. 4) It is required that the Partner provides professional, objective, and impartial service and at all times hold LSETF's interests paramount and strictly avoid con icts with other assignments or their own corporate interests. The Partner shall not be hired for any assignment that would be in con ict with their prior or current obligations to other clients, or that may place them in a position of not being able to carry out the assignment in the best interest of LSETF. 5) LSETF requires that the Partner observe the highest standard of ethics during the selection and execution of the assignment. In pursuance of this policy, LSETF de nes, for the purposes of this provision, the terms set forth below as follows: a. corrupt practice means offering, giving, receiving, or soliciting of anything of value to in uence the action of any LSETF Staff in the selection process or in contract execution; and b. f r a u d u l e n t p r a c t i c e m e a n s a misrepresentation of facts in order to in uence the selection process or the
execution of the contract to the detriment of LSETF, and includes collusive practices among Partners (prior to or after submission of proposals) designed to establish prices at arti cial or non-competitive levels and to deprive LSETF of the bene ts of free and open competition 2.2 Technical Proposal Format and Content 1. In preparing the Technical Proposal, the Partner is expected to examine the documents constituting this RFP in detail. Material de ciencies in providing the information requested may result in rejection of a proposal. 2. The Technical Proposal shall provide the following information. 2.1 A description of the rm and an outline of recent experience on assignments of a similar nature. For each assignment, the outline should indicate, inter alia, the pro les of the personnel involved, date & duration of the assignment, contract amount and rm's involvement. 2.2.The proposal should also identify the ongoing/completed engagements in the last 24 months 2.3.The list of the proposed personnel by specialty, the tasks that would be assigned to each of the personnel, and their timing 2.4. A description of the methodology and work plan for performing the assignment 2.3 Financial Proposal 1) In preparing the Financial Proposal, the Partner is expected to take into account the requirements and conditions outlined in the RFP documents. 2) The nancial proposal should indicate how long the proposals must remain valid for after the submission date. During this period, the Partner is expected to keep available the professional staff proposed for the assignment. LSETF will make its best effort to complete negotiations within this period. If LSETF wishes to extend the validity period of the proposals, the Partner who does not agree has the right not to extend the validity of their proposals. 2.4 Submissions & Receipt of Proposal 1) The original proposal (Technical Proposal and Financial Proposal) shall be typed. 2) The Technical Proposal shall be placed in a s e a l e d e n v e l o p e c l e a r l y m a r k e d TECHNICAL PROPOSAL and the Financial Proposal in a sealed envelope clearly marked FINANCIAL PROPOSAL. Both envelopes shall be placed into an outer envelope and sealed. This outer envelope shall bear the submission address. 3) The completed Technical and Financial Proposals must be delivered at the submission address on or before the time and date stated in the RFP. 4) After the deadline for submission of proposals, the Technical Proposal shall be opened immediately. The Financial Proposal shall remain sealed until all submitted technical proposals are analysed. 2.5 Evaluation 1) From the time the proposals are opened to the time the contract is awarded, if the Partner wishes to contact LSETF on any matter related to its proposal, it shall do so in writing at the address indicated in the RFP. Any effort by the rm to in uence LSETF in LSETF's proposal evaluation, proposal comparison or contract award decisions may result in the rejection of the Partner's proposal. 2) Evaluators of Technical Proposals shall have no access to the Financial Proposals until the technical evaluation is completed. 3) The evaluation and selection committee, appointed by LSETF as a whole and each of its members individually, evaluates the p r o p o s a l s o n t h e b a s i s o f t h e i r responsiveness to the Terms of Reference, applying a standard evaluation criteria
and point system. Each proposal will be given a technical score. A proposal shall be rejected at this stage if it does not respond to important aspects of the Terms of Reference or if it fails to achieve the minimum technical score to be decided by the Evaluation Committee. 4) The evaluation of the nancial proposal will be done separately. The nancial proposal of a partner shall not be considered unless its technical proposal was successful. 5) The Partners achieving the highest combined technical and nancial score will be invited for negotiations. 2.6 Negotiations 1) Negotiations will include a presentation by the Partner and discussion of the Technical Proposal, the proposed methodology (work plan), staf ng and any suggestions made by the Partner to improve the Terms of Reference. LSETF and the Partner will then work out nal Terms of Reference, staf ng, and charts indicating activities, staff, logistics, and reporting. The agreed work plan and nal Terms of Reference will then be incorporated in the project Scope and form part of the contract. Special attention will be paid to getting the most the Partner can offer within the available budget and to clearly de ning the inputs required from LSETF to ensure satisfactory execution of the assignment. 2) Having selected the rm on the basis of, among other things, an evaluation of proposed key professional staff, LSETF expects to negotiate a contract on the basis of the experts named in the proposal. Before contract negotiations, LSETF will require assurances that the experts will be actually available. LSETF will not consider substitutions during contract negotiations unless both parties agree that undue delay in the selection process makes such substitution unavoidable or that such changes are critical to meet the objectives of the assignment. If this is not the case and if it is established that key staff were offered in the proposal without con rming their a v a i l a b i l i t y, t h e P a r t n e r m a y b e disquali ed. 3) The negotiations will conclude with a review of the draft form of the contract. To complete negotiations LSETF and the Partner will initial the agreed contract. If negotiations fail, LSETF will invite the Partner whose proposal received the second highest score to negotiate a contract. 4) The contract will be awarded following negotiations. After negotiations are completed, LSETF will promptly notify other Partners on the shortlist that they were unsuccessful. 5) Information relating to evaluation of p r o p o s a l s a n d r e c o m m e n d a t i o n s concerning awards shall not be disclosed to the Partner who submitted the proposals or to other persons not of cially concerned with the process, until the winning rm has been noti ed that it has been awarded the contract.
