Purpose. To promulgate policies and procedures for the Command Inspection and Production Assessment Programs per references (a) and (b). 2. Cancellation. COMNAVCRUITCOMINST 5040.2L 3. Discussion. The primary objectives of the inspection and Production Assessment programs include: a. Ensure the operational effectiveness, material readiness, and efficiency of the Navy Recruiting District (NAVCRUITDIST). b. Assist Navy Recruiting Region (NAVCRUITREG) Commanders and Navy Recruiting District (NAVCRUITDIST) Commanding Officers to improve the performance, readiness, efficiency, effectiveness and quality of life of their commands. Inspections and Production Assessments provide mission-relevant evaluations and recommendations that are timely, accurate, candid and objective. c. Recognize and disseminate good business practices and lessons learned. 4. Policy. The Director of Quality Assurance and Training (COMNAVCRUITCOM (N7)) is assigned primary responsibility for the Command Inspection and Production Assessment Programs. a. The National Inspection Team (N71) is COMNAVCRUITCOM N7 s primary inspection agent. N71 will conduct both scheduled Command Inspections and as required/requested Production Assessments of NAVCRUITDISTs. Normally two NAVCRUITDISTs will be visited each month. The first visit each month will be a scheduled, full Command Inspection per enclosure (1). The second visit of a month will be a

Command Inspections are planned, coordinated and conducted to ensure Commands are properly organized, trained and supported to achieve their required capabilities and execute their assigned missions. Command Inspections will assess the District s CMEO, Command Readiness Program, Public Affairs, Administrative Office, Logistics Support, Budget/Finance, and Command Master Chief Programs and will include a Production Assessment. Enclosure (1) contains the inspection schedules. c. Production Assessments are technical assist visits to review a District s production processes and compliance with directives to include identification, training and assistance in making corrective actions for all discrepancies. These assist visits are not a review of production success. The assist visits can cover any or all of the following areas: Commanding Officer/Special Interests, Executive Officer/Training, Officer Programs, Enlisted Programs, Chief Recruiter, LEADS, Nuclear Field, Naval Special Warfare, NRPS, and field procedures. A Production Assessment can be scheduled on an as needed basis as determined by Commander Navy Recruiting Command, a request from the Region Commander or a request from a NAVCRUITDIST Commanding Officer via the Region Commander. d. N71 uses inspection checklists to assess compliance with established COMNAVCRUITCOM directives and ascertain the effectiveness of COMNAVCRUITCOM-wide policy and support mechanisms. The checklists used do not represent policy, rather they are guidelines for assessing compliance with existing policy. To facilitate expeditious changes to the checklists, they are located on the Recruiting Quarterdeck as separate links under this instruction. e. The NAVCRUITREG Commander and NAVCRUITDIST Commanding Officer will be notified of a Command Inspection via enclosure (1). Production Assessments and inspection follow-up visits will normally be scheduled 30 days in advance. f. Inspections and Production Assessments will normally commence on Tuesday and be completed by Friday. g. Each functional area will be assigned a grade of Satisfactory (SAT) or Unsatisfactory (UNSAT). h. A formal debrief will be held with the Commanding Officer at the conclusion of the inspection/assessment visit. If their 2

COMNAVCRUITCOMINST 5040.2M 21 SEP 07 schedule permits, the NAVCRUITREG Commander or Deputy Commander will attend (in-person, via telephone conversation or Video Teleconference). i. The inspection/assessment visit report will be provided at the conclusion of the inspection. This will be the only report provided. 5. Action a. COMNAVCRUITCOM (N7) (1) Direct the Command Inspection and Production Assessment Programs. (2) Review this instruction frequently and update as necessary to reflect current COMNAVCRUITCOM policies and procedures. (3) Ensure all N71 members and supplemental field personnel are properly trained to conduct inspections, including the use of checklists. (4) Conduct an inspection post-brief with the Senior Inspector, responsible headquarters staff personnel, NAVCRUITREG Deputy and Senior Trainer and specific inspection team members. Inspectors not assigned to headquarters may be included telephonically. The primary purpose of the post-brief is to determine any required action for the National Training Team (N72) and/or NAVCRUITREG Training Personnel. (5) Within fourteen days after completion of the inspection, coordinate with the NAVCRUITDIST and NAVCRUITREG to schedule required follow-up training by N72 and NAVCRUITREG as determined during the inspection post-brief. This training should be completed within 90 days of the conclusion of the inspection. (6) Coordinate with the appropriate COMNAVCRUITCOM HQ department head or special assistant if inspection results indicate possible changes to Navy Recruiting policies and/or procedures. (7) Provide inspection reports to NAVCRUITDIST Commanding Officers and NAVCRUITREG Commanders to disseminate good business practices and lessons learned. (8) Ensure inspection results are briefed to NAVCRUITREG Trainers and NAVCRUITCOM ORIENT UNIT subject matter experts in order 3

COMNAVCRUITCOMINST 5040.2M CH-2 17 JUL 08 to discuss discrepancy trends, provide appropriate field training, and develop/adjust curriculum as needed. (9) Within ninety days after completion of an inspection or assessment, coordinate with NAVCRUITREG to conduct a followup visit to verify progress on implementation of corrective actions. One inspector will be assigned for each HQ department or zone graded as unsatisfactory during the initial inspection. (10) Maintain copies of all completed inspections for six years and monitor recent results for trends. b. Senior Inspector (1) Responsible for the overall conduct of the Command Inspection and Production Assessment teams. (2) Conduct a formal debrief with the NAVCRUITDIST Commanding Officer and NAVCRUITREG Commander at the conclusion of the Command Inspection. (3) Conduct a telephonic or face-to-face debrief with COMNAVCRUITCOM (00B) to discuss overall findings and significant deficiencies. (4) Ensure the NAVCRUITDIST Commanding Officer is provided the Command Inspection and/or Production Assessment report prior to the inspection team s departure. (5) Attend the inspection pre-brief and post-brief as scheduled by N71. c. NAVCRUITREG Commanders (1) Ensure corrective action is taken on all UNSAT discrepancies and provide a letter reporting status to COMNAVCRUITCOM (00) via N7 no later than 90 days after the inspection. At a minimum, the report shall include the status of correcting all critical discrepancies. (2) Any follow-up reports to COMNAVCRUITCOM beyond the initial 90 day requirement are situational and based mainly on the NAVCRUITDISTs overall inspection grade, i.e. a grade of UNSAT may necessitate additional status reports. (3) Determine the level of NAVCRUITREG involvement and monitor corrective actions based on the overall inspection results. 4

COMNAVCRUITCOMINST 5040.2M CH-2 17 JUL 08 (4) Augment N71 with NAVCRUITREG HQ or NAVCRUITDIST personnel as requested by COMNAVCRUITCOM (N7). (5) Ensure the NAVCRUITDIST Commanding Officer inspects all Navy Recruiting Stations (NAVCRUITSTAs) not inspected by N71 within 90 days following the Command Inspection. d. NAVCRUITDIST Commanding Officers (1) Contact the Senior Inspector for additional guidance upon notification of the upcoming Command Inspection or Production Assessment. (2) Ensure all IT systems and administrative requirements are in place upon the N71 team s arrival. (3) Ensure Zone Supervisors responsible for the NAVCRUITSTAs being inspected accompany the N71 inspectors. (4) Develop Plans of Action and Milestones for all Departments and ensure appropriate action is taken to correct all deficiencies, with particular attention to immediately address any critical areas. (5) Maintain copies of completed inspections, turnover inspections, production inspections and, Plan of actions and milestones for three years and monitor for trends. Ensure each NAVCRUITSTA not inspected by N71 is inspected within 90 days following the Command Inspection. Ensure authorized NAVCRUITSTA inspectors are PQS qualified Zone Supervisors (or above) from another Zone within the NAVCRUITDIST, NAVCRUITREG, NAVCRUITCOM ORIENT UNIT, or COMNAVCRUITCOM staff. /s/ R.
