REAR ADMIRAL PAUL F. THOMAS Assistat Commadat for Prevetio Policy Uited States Coast Guard I am pleased to preset to you the 206 Aual Report o Port State Cotrol (PSC) for the Uited States. This aual report marks the eighteeth issue ad details the statistics related to eforcemet of the regulatios uder the Iteratioal Covetio for the Safety of Life at Sea (SOLAS), the Iteratioal Covetio for the Prevetio of Pollutio from Ships (MARPOL), ad the Iteratioal Ship & Port Facility Security (ISPS) Code o foreig flagged vessels tradig i U.S. ports. For 206, our PSC activity icreased by 25 safety exams over our 205 totals. Though our exam totals icreased, I am pleased to report that we saw our detetio total decrease sigificatly from 202 to 03, our lowest total i five years. Our three-year rollig average detetio ratio that was o the rise over the last two years has made a slight drop from.67% to.63%. Though the drop i detetios is ecouragig overall ad may be a sig that owers ad operators are puttig greater emphasis o ship maiteace, we are seeig a rise i the percetage of detetios related to fire fightig ad fire protectio systems for the third straight year. As i 205, there were a high umber of detetios issued due to Port State Cotrol Officers (PSCOs) idetifyig quick closig fuel shutoff valves o fuel oil taks blocked i the ope positio. Additioally, there were detetios issued for ioperable mai fire pumps ad istaces where maual valves o hyper-mist systems located i uatteded machiery spaces were discovered i the closed positio, rederig the system ioperative. I am also pleased to report that our MARPOL Aex I deficiecies have bee o the declie over the past several years, ad I hope that vessel owers ad operators remai committed to meetig evirometal compliace stadards. However, despite the umerous detetios, civil pealties, ad eve crimial prosecutio actios i the most egregious cases, we cotiue to fid istaces where ships crews flagratly disregard MARPOL Aex I requiremets. Whe a OWS is discovered to be itetioally bypassed or whe PSCOs are preseted with a false record book or give a false statemet durig a PSC examiatio, the Uited States will cotiue to eforce our laws ad treaty obligatios, as well as pursue available domestic eforcemet optios, whether civil or crimial. For those exemplary vessels that have cosistetly adhered to evirometal compliace while also demostratig a immese commitmet to evirometal stewardship, the Coast Guard is expadig upo our QUALSHIP 2 (QS2) program to recogize them. The expaded program, called QUALSHIP 2 E-Zero, is based o strict evirometal compliace criteria ad provides additioal beefits to those ships that are able to qualify. Full details o this ew expaded QS2 program, icludig eligibility requiremets, are preseted later i this report. O a persoal ote, this report will be my last as the Assistat Commadat for Prevetio Policy. Later this summer I will assume duties as the Commader, Coast Guard Eighth District i New Orleas, Louisiaa. As I embark o my ext assigmet, I am pleased to commed the work of my Headquarters staffs, the Captais of the Port, ad most otably the dedicated work of the Coast Guard s PSCOs. Chapter Port State Cotrol Overview Highlights i 206 Vessel Arrivals ad Examiatios Icreased, Detetios Decreased I 206, a total of 9,859 idividual vessels, from 83 differet flag admiistratios, made 8,877 port calls to the Uited States. The Coast Guard coducted 9,390 SOLAS safety exams ad 8,88 ISPS exams o these vessels. The total umber of ships detaied i 206 for evirometal protectio ad safety related deficiecies decreased from 202 to 03. The total umber of ships detaied i 206 for security related deficiecies slightly decreased from to 8. Flag Admiistratio Safety ad Security Performace Flag admiistratio safety performace for 206 icreased, with the overall aual detetio rate droppig from 2.8% to.09%. The three-year rollig detetio ratio also decreased from.67% to.63%. The flag admiistratios of Hoduras ad Malta were both removed from our Targeted Flag List. Flag admiistratio security performace for 206 icreased as well, with the aual Cotrol Actio Ratio (CAR) decreasig from 0.3% to 0.09%. The three-year rollig average CAR has remaied steady at 0.%. Additioally, the flag admiistratios of Egypt, Hoduras, ad Tazaia were all removed from our ISPS/MTSA targeted matrix. Detetio Appeals I additio to receivig appeals cotestig the overall merits of a detetio, we also receive appeals requestig the removal of a party s associatio to a detetio. I 206, Coast Guard Headquarters received a total of 3 detetio appeals. Four appeals were submitted challegig the overall merits of the detetio. All four were deied. For those parties appealig their associatio with a detetio, ie total, all ie were grated. For more iformatio o the Coast Guard s appeal process, please see our process guidace o page 5 of this report. QUALSHIP 2 Program The QUALSHIP 2 program eded caledar year 206 with a erollmet of,493 vessels. Last year we had thirtee flag admiistratios lose their QS2 eligibility over the previous year. With the cosiderable drop i detetios, oly oe flag admiistratio lost their eligibility ad a additioal six became eligible. We would like to welcome the flag admiistratios of Bahamas, Chia, Germay, Isle of Ma, Portugal, ad Sigapore for becomig QS2 eligible i 207. We ivite you to take a momet to see the full list of QS2 flag admiistratios i Chapter 2 of this report. QUALSHIP 2 E-Zero Program (New for 207) The Coast Guard is itroducig QS2 E-Zero, a ew program that icorporates evirometal stewardship ito the existig QS2 program. The QS2 E-Zero program focuses o compliace with iteratioal evirometal covetios ad U.S. ballast water regulatios. The E-zero desigatio is iteded to provide a higher level of recogitio withi the existig QS2 program. Details o the beefits of the ew QS2 E-Zero program, icludig eligibility requiremets, are preseted i Chapter 2 of this report. Process wise, all existig QUALSHIP 2 ships that are comig due for reewal i the comig moths will be automatically screeed for eligibility based o reewals fallig withi the period of July, 207 to December, 207. For all other QUALSHIP 2 ships which presetly meet the E- Zero criteria, shippig compaies are welcome to submit applicatios i order to have the E-Zero desigatio added to their vessels curret certificates for reissuace.

Chapter Port State Cotrol Overview Port State Cotrol Appeal Process Ay directly-affected party wishig to dispute the validity of, or their associatio with, a detetio should follow the appeal procedures outlied i Title 46, Code of Federal Regulatios, Subpart.03. The appeal process allows for three separate levels of appeal startig with the Sector, District, ad fially Headquarters. At each level, the appellat has a opportuity to raise ew reasos, facts or additioal iformatio as to why the appeal should be grated. Coast Guard officials resposible for the review ad determiatio of a appeal remai objective to both the Coast Guard s ad idustry positio. We value the role of the appeal process i the overall health of our Port State Cotrol program, ad emphasize that there will be o repercussios to the appellat for seekig recosideratio or requestig to appeal. For Recogized Orgaizatio (RO) Related Detetios Appeals from ROs must be submitted withi 30 days of detetio otificatio or a formal request for a extesio to this deadlie must be submitted to CG-CVC-2. Fire Fightig ad Protectio Systems: Though ot as prevalet as last year, our PSCOs still cotiued to discover fire safety issues as the most commo area for detaiable deficiecies. Oce agai, there were a sigificat umber of required remoteoperable fuel shutoff valves o various fuel ad lube oil taks disabled i the ope positio, which could ot be operated from outside the space i the evet of a fire. Additioally, our PSCOs still fid fire dampers ioperable ad fire hoses that are damaged or dry rotted. Safety Maagemet Systems (SMS): The umber of SMS related deficiecies has remaied fairly cosistet over the last two years. I may cases, multiple ucorrected material deficiecies were oted, idicatig failures i the implemetatio of the vessel s SMS. Several SMS related detetios oted that the vessel ad compay were ot followig shipboard ad SMS procedures for the upkeep of critical lifesavig equipmet, icludig the maiteace of lifeboat egies ad expired SART batteries. Lifesavig Equipmet: PSCOs cotiue to observe lifesavig equipmet i a uacceptable state of readiess. There were istaces where steerig systems o lifeboats were discovered ioperable, wiches for lauchig lifesavig appliaces o davits foud froze, ad hydrostatic releases ad paiters o float-free life rafts were icorrectly istalled. MARPOL Aex I: MARPOL Aex I deficiecies have decreased steadily over the last five years. Historically, these types of deficiecies made up early oe quarter of all deficiecies issued aually, for 206 they made up oly 7%. Ioperable oily water separatig (OWS) equipmet remais the most commo detetio deficiecies uder this category. Safety i Geeral: This topic ca cover almost ay area throughout a ship ad if ot addressed immediately ca lead to serious ijury or loss of life. No marie violatios or serious marie casualties ad o more tha oe Notice of Violatio (NOV) ticket i the U.S. withi the previous 36 moths. A successful U.S. PSC safety exam withi the previous 24 moths. Not owed or operated by ay compay (listed o vessel s Cotiuous Syopsis Record) that has bee associated with more tha oe PSC detetio i U.S. waters withi the previous 24 moths. Exit Criteria A vessel will o loger be eligible for icetives durig the period of the QUALSHIP 2 certificate, uder the followig coditios: The vessel is detaied ad determied to be substadard i U.S. waters. U. S. Coast Guard Uit Spotlight Sector Puget Soud Sector Puget Soud offices are located i Seattle, WA, ad are co-located with other Coast Guard uits ad port parters, icludig Customs ad Border Protectio ad the Washigto State Patrol ad home to 725 active duty ad reserve military members as well as 54 civilia persoel. Specifically, the Port State Cotrol (PSC) Brach is composed of 4 Active Duty ad 32 Reserve persoel, who coduct PSC examiatios o deep draft cotaier, bulk, ad ro-ro freight ships; deep draft oil, chemical, ad gas takers; ad foreig tugs ad yachts. Sector Puget Soud has made atioal headlies i recet years for its ivolvemet i several high-profile evets. I November of 205, PSC Officers boarded a foreig flagged bulk freight vessel to coduct a aual PSC Exam. They discovered evidece of a MARPOL Aex I violatio, i which the vessel had discharged oil overboard by way of bypassig a ioperative Oily Water Separator via temporary pipig to the soot collectio tak. This case evetually resulted i the vessel s owers ad operators beig issued a fie of $.3 millio ad two of the vessel s egieers receivig priso seteces. Sector Puget Soud has also bee a leader amog iter-agecy efforts to combat the spread of Aquatic Ivasive Species (AIS). Earlier this year, PSC Officers idetified a bulk freight vessel that appeared to be dischargig ballast water illegally i the Port of Tacoma. Workig with Ivestigatios persoel, PSC Officers put together a strog evidece package, resultig i the prosecutio of the atio s first ballast water civil pealty case sice approval of ballast water maagemet treatmet systems. The ballast water maagemet regulatios came ito effect i 202. The uit maitais a strog cooperative relatioship with Trasport Caada i ad aroud the Salish Sea, promotig the harmoizatio of PSC efforts i the regio.
