Photo Contest 2013-2014 THEME: URBAN CLIMATE ADAPTATION & RESILIENCE Have you taken a photo that says a thousand words about urban climate adaptation and resilience? Enter it in our 2013-14 photo contest! The majority of the world s population now lives in cities. These urban areas are experiencing the effects of changing climate, exacerbated by large and growing populations. Individuals and communities are adapting and building resilience to increased threats from floods, landslides, uneven and more severe weather patterns and rainfall cycles, and other climate effects that impact the commerce and social fabric of cities. Enter your best photos that depict individuals and communities in developing countries adapting to climate change in cities and improving urban resilience. judges Dr. Samuel Sidibé is the Director of the National Museum of Mali, one of the foremost contemporary art institutions in the African continent. In 2009 he was appointed by the Minister of Culture as director of Rencontres de Bamako, a prominent photography competition. He has been widely published on the issues of cultural heritage protection. DEADLINE: JANUARY 31, 2014 Andrew Smith is a photojournalist, writer and educator in visual journalism whose images and articles have been published and exhibited globally. His interests include the use of photography for conservation and sustainable development, and the photographic cultures of different countries. Smith teaches at the University of Technology in Jamaica. Maíra Erlich is an award-winning photographer whose work aims to capture human stories through portraits and travel photography. Erlich is a member of Fototech, the Brazilian National Association of Photographers, and teaches classes in image processing. Tommy Ga Ken Wan s diverse photography of major cities has been described as capturing the modern urban experience. His work in portraiture, urban settings and film reflect his passion for storytelling and an academic background in literature. He is a resident photography judge on the Singaporean television show The Big Shot. www.adaptation-fund.org page 1

RULES OF THE COMPETITION These Rules of the Competition (the Rules ) are part of the Privacy Policy that governs the use of the Adaptation Fund website. Format Each entry must comply with the following requirements: Submissions must be in digital format. No print or film submissions will be accepted. The photograph need not be taken with a digital camera; scans of negatives, transparencies, or photographic prints are acceptable. All photos/digital files must be 300 dpi or 1500 by 2100 pixels, and must be in JPEG or.jpg format. The photo must, in its entirety, be a single work of original material taken by the entrant. Minor burning, dodging and/or color correction is acceptable. Hand tinting is acceptable, as is cropping. Fish-eye lenses are acceptable. High dynamic range images (HDR) and stitched panoramas are acceptable only if the combined parts are all made around the same time. Any changes to the original photograph not itemized here will render the photograph ineligible for further consideration by judges. Each entrant may submit up to, but no more than, 7 photographs. Each digital photo file entered must not exceed 5 MB. Previously published and award winning photos are ineligible. Content The Adaptation Fund seeks the submission of creative photos that will engage and educate the general public about climate adaptation and resilience. The following limitations apply: The entries must not, at the discretion of the Adaptation Fund, contain material that is inappropriate, indecent, obscene, hateful, torturous, defamatory, slanderous or libelous. The entries must not, at the discretion of the Adaptation Fund, contain material that promotes bigotry, racism, hatred or harm against any group or individual or promotes discrimination and the photo must not contain material that is unlawful, in violation of or contrary to the laws or regulations in any locality where the photo is created and displayed. The entries may not contain material that violates or infringes upon the rights of any third party, including but not limited to privacy, publicity or intellectual property rights, or that constitutes copyright infringement and the entries may not contain brand names or trademarks. The photograph must have been taken on or after January 1, 2013. Submissions which do not meet these content requirements will be disqualified. Eligibility of Entrants Employees, independent contractors, officers, and officials of the Adaptation Fund or the World Bank Group, advertising, promotion and fulfillment agencies, and legal advisors, and their immediate family members and persons living in the same household of such persons, are not eligible to participate in the contest. Entrants must be over the age of 18 when entering. Minors are responsible for ensuring their submission is authorized and in compliance with the legal requirements of their state/province/territory of residence. Permissions and Consent By submitting an entry, the entrant retains ownership in the copyright and all rights to use the photo entry, but the entrant grants the Adaptation Fund and the World Bank Group a nonexclusive, irrevocable license to copy, reproduce, display, or distribute the entry for non-commercial purposes (promotion, public display, informational, educational or awareness purposes) with attribution, and to make derivative works based upon the entry or a substantial portion of the entry without need for attribution and, in all uses herein, without prior permission. All entries become the property of the Adaptation Fund and will not be returned. Permission from the human subjects depicted in the photos must be obtained, and, if possible, their names, occupations, and nationalities should be included in the caption information. If any persons appearing in any photograph are under the age of majority in their state/province/territory of residence, the signature of a parent or legal guardian is required to be submitted with the photo upon entry. Panel of Judges and Judging Criteria All photos will initially be screened by Adaptation Fund secretariat staff for eligibility and relevance to climate change adaptation before judging takes place. All entries that pass the Adaptation Fund screening will be judged and voted on separately by a panel of four judges, independent of the Adaptation Fund and the World Bank (International Bank for Reconstruction and Development). The panel will select the top three winning images. Judges will be asked to rate each submission based on the following criteria: 1. Storytelling Impact (Is the photo educational, informative, persuasive, and/or does it communicate a powerful message?) 2. Artistic Merit (visual impact, technique, originality, creativity, photographic quality) Separately, a People s Choice photo will be chosen through voting by the public via a link on the Adaptation Fund website. www.adaptation-fund.org page 2

Submissions and Key Dates The Adaptation Fund Photo Competition commences on December 18, 2013, and the submission deadline is January 31, 2014. All entries must be received by 11:59pm (EST) on January 31, 2014, via email to afbsec@adaptation-fund.org. All entries require an entry form. Entrants will receive a confirmation email when their completed submission has been received. Up to 20 semifinalists will be announced in February 2014 and the photos posted online for People s Choice voting. The winners will be announced on or about April 1, 2014. A list of the winners, including the People s Choice winner, and their winning photographs will be posted on the Adaptation Fund website. Winner(s) The first-, second-, and third-place and People s Choice winners will be notified by e- mail and will be required to complete an affidavit or declaration of eligibility/liability release and, except where prohibited, a publicity release and such other documents as may be required by the Adaptation Fund to protect its right to use the winning entry. People s Choice Award In addition to the judging process described above, visitors to the Adaptation Fund website will vote on entries received before the deadline to determine a People s Choice winner. The photo that receives the highest number of votes before March 30, 2014 based solely on the public voting of registered visitors at the Adaptation Fund s Facebook page, will receive a prize (see prizes). If there is a tie between one or more entries for the People s Choice award, the judges will intervene to make a final decision. Use of an automated process or similar devices to submit an electronic vote is strictly prohibited. Any attempt to use automated vote process will disqualify the entry and entrant. If an entrant receives irregular votes, including but not limited to, votes generated by a robotic, programmed, script, macro, other automated means or other source, the Adaptation Fund reserves the right to disqualify the entrant at its sole discretion. If the voting process for the People s Choice award fails to operate properly or appears to be tampered with or tainted with errors, fraud or unfair practices, the Adaptation Fund, at its sole discretion, reserves the right to use another means to determine the winner of the People s Choice award, i.e. random selection or appointing a panel of judges. Entrants may not pay people or provide any other type of consideration in exchange for votes. Any entrant who violates the ban on paying or providing consideration in exchange for votes will be disqualified. Public votes may be displayed on the competition website, on a real-time basis, before being verified for integrity. These unverified votes do not necessarily reflect accurately the winner of the People s Choice award. The winner of the People s Choice award will be the entrant(s) who are contacted directly by the Adaptation Fund after votes have been verified. The Adaptation Fund reserves the right to modify the voting period at anytime for any reason. Prizes All prize-winning photos will appear in the Adaptation Fund s 2015 calendar. Additional prizes are: First prize: Camera baggage, portable solar gadget charger, Adaptation Fund gift package, and award certificate. Second prize: Camera backpack, Adaptation Fund gift package, and award certificate. Third prize: Camera bag, Adaptation Fund gift package, and award certificate. People s choice prize: Adaptation Fund gift package, and award certificate. General Terms and Conditions By entering the competition, which is sponsored by the Adaptation Fund, every entrant indicates that he/she has read and understood and accepts fully and unconditionally the Rules, which include the additional General Terms and Conditions listed below: 1. The entrant represents, acknowledges, and warrants that the entry: (1) does not infringe on any third party rights, including copyrights, trademarks, moral rights, industrial property, trade secrets, confidentiality obligations and rights of privacy/publicity, or intellectual property rights of any person or entity; (2) violate any applicable law(s) in his/her country; and (3) has not been previously published, entered into any other contest or won any other award. 2. The Adaptation Fund, its agents and representatives, advertising, promotion and fulfillment agencies, and legal advisors are not responsible or liable for, and shall be released and held harmless from: (i) telephone, electronic, hardware or software program, network, Internet, or computer malfunctions, failures, or difficulties of any kind; (ii) any condition caused by events beyond the control of the Adaptation Fund that may cause the contest to be disrupted or corrupted; (iii) any printing or typographical errors in any materials associated with the contest; (iv) any lost, delayed, garbled, damaged, misdirected, incomplete, illegible, or unintelligible entry resulting in disqualification; and (v) any and all losses, damages, rights, claims and actions of any kind in connection with or resulting from participation in the contest, or acceptance of the prize, including without limitation, claims based on publicity rights, defamation, or invasion of privacy. www.adaptation-fund.org page 3

The Adaptation Fund, its agents and representatives, advertising, promotion and fulfillment agencies, and legal advisors are not responsible for technical, hardware, software, telephone or other communications malfunctions, errors or failures of any kind, lost or unavailable network connections, web site, Internet, or ISP availability, unauthorized human intervention, traffic congestion, incomplete or inaccurate capture of entry information (regardless of cause) or failed, incomplete, garbled, jumbled or delayed computer transmissions which may limit one s ability to enter the contest, including any injury or damage to entrant s or any other person s computer relating to or resulting from participating in this contest or downloading any materials in this contest. 4. The Adaptation Fund reserves the right, in its sole discretion, to cancel, terminate, modify, extend, or suspend the contest should (at its sole discretion) computer virus, bugs, non- authorized human intervention, fraud, or other causes beyond its control corrupt or affect the administration, security, fairness, or proper conduct of the contest. In such case, judges will select the winner(s) from all eligible entries received prior to and/or after (if appropriate) the action taken by the Adaptation Fund. 5. The Adaptation Fund reserves the right, at its sole discretion, to disqualify any individual it finds, at its sole discretion, to be tampering with the entry process or the operation of the contest. 6. The Adaptation Fund assumes no responsibility for verifying the ownership and originality of entries. However, if at any time the Adaptation Fund chooses, at its sole discretion, to verify the ownership and originality of entries, by entering this competition, the entrant agrees that the Adaptation Fund has the right to verify the ownership and originality of any entry and that upon request, the entrant shall submit a written copy of any release or permission that the entrant has received from a third party granting the right to use such property. The entrant understands that in the event a submission is selected as a winning entry, and entrant s ownership rights and the originality of entry cannot be verified to the satisfaction of the Adaptation Fund or is in any other way ineligible, the Adaptation Fund may select an alternate winner based on the same judging criteria. 7. The entrant declares, represents and warrants that he/she has obtained all authorizations required by law, including any personal release, location release and/or artist release, for the purposes of participation in this competition. Authorizations include the right to reproduce, exhibit, print and distribute in accordance with the Rules. 8. The Adaptation Fund and the panel of judges may update, cancel and/or modify the Rules at any time and in their sole discretion. The entrant agrees to accept and be bound by any updates, cancellation, and/or modifications. 9. The rights to litigate, to seek injunctive relief or to any other recourse to judicial procedure in case of disputes or claims resulting from or in connection with this competition are hereby excluded, and the entrant expressly waives any and all such rights. 10. Failure to comply with the Rules may result in disqualification from the competition. The entrant further agrees to comply with and be bound by the decisions of the Adaptation Fund and the panel of judges, which are final and binding on all matters pertaining to this competition. The Adaptation Fund and the panel of judges are not responsible for any typographical or other error in the printing of the offer, administration of the competition or in the announcement of the prizes. 11. Nothing in the Rules shall constitute or be considered to be a limitation upon or a waiver of the privileges and immunities of the concerned parties, which are specifically reserved. www.adaptation-fund.org page 4
