COL (P) Mark Toy Commander South Pacific Division U.S. Army Corps of Engineers Colonel (P) Mark Toy is Commander of the South Pacific Division, U.S. Army Corps of Engineers (USACE). Established in 1888, the Division is one of nine USACE regional commands. The region encompasses California, Nevada, Arizona, New Mexico, Utah, and parts of Colorado, Oregon, Wyoming, Idaho, and Texas. Four operating Districts are headquartered in Albuquerque, Los Angeles, Sacramento, and San Francisco. As Division Commander, COL (P) Toy is responsible for leading a professional workforce of more than 2,000 military and civilians. South Pacific Division manages a $1.24B military and civil works program. Key missions include defending and protecting our nation, responding to disasters, managing the nation s water resource infrastructure for economic growth and environmental sustainability, and building USACE for the future. From August 2013 to June 2014, Colonel Toy served as the Chief of Staff for the U.S. Army Corps of Engineers (USACE). There he was the key integrator for focusing the efforts of the HQ staff, nine Major Subordinate Commands/Divisions, 43 Engineer Districts, and two Centers and Laboratories to best accomplish the Commander's Intent. He was the principal advisor to the Commanding General and the Deputy Commanding General. Colonel Toy served as the Commander and District Engineer for the Los Angeles District from July 2010 to July 2013. He led 844 military and civilian personnel operating throughout a 226,000 square mile area of California, Arizona, Nevada, and Utah. He controlled in excess of $1 billion annually executing a program of planning, engineering, construction, asset management, regulatory, emergency management, and environmental services for three Army and eight Air Force installations, International and Interagency customers, and the nation s civil water resources infrastructure in the Southwest. Colonel Toy maintained strong personal liaison with senior national civil works and military leaders, 54 members of Congress, 170 Native American tribes, 4 states and numerous local governments. Colonel Toy commanded the 84th Engineer Battalion Never Daunted from July 2005 to June 2007 at Schofield Barracks, Hawaii. In December 2006, the battalion deployed for one year to Iraq for Operation Iraqi Freedom (OIF). As Battalion Commander, Colonel Toy led over 900 Soldiers, Sailors and Airmen in providing direct and general engineering support to Multi- National Corps Iraq in order to provide assured mobility and construction capability throughout Iraq. Upon redeployment, the 84th Engineer Battalion was awarded a Meritorious Unit Citation.

For his service in the combat zone, Colonel Toy was awarded the Bronze Star Medal and the Combat Action Badge. COL Michael Farrell Commander Sacramento District U.S. Army Corps of Engineers Colonel Michael J. Farrell was commissioned into the U.S. Army Corps of Engineers in 1989 as a Distinguished Military Graduate. Prior to assuming command of the U.S. Army Corps of Engineers Sacramento District in July 2013, Farrell served as the human resource manager for engineer, military police and chemical corps colonels in the Army s Senior Leader Development Office in Washington, D.C. His initial assignments were as Adjutant for the 44th Engineer Battalion in Korea and as a Platoon Leader in the 237th Engineer Battalion in Germany. His previous assignments also include serving as the Commander of the Corps Walla Walla District from June 2008 to July 2010; Deputy Commander of the Corps Europe District from August 2006 to June 2008; Provincial Reconstruction Team Engineer for Ninewa Province, Iraq under the Corps Gulf Region North District in Mosul, Iraq; Executive Officer and Operations Officer for the Special Troops Battalion in Alaska; project engineer, structural engineer and Deputy Chief of the Design Branch in the Corps Pittsburgh District; Assistant Professor of Military Science at the University of Wisconsin; and civil engineer and then Company Commander of the 864th Engineer Battalion at Fort Lewis, Wash. COL Kimberly Colloton Commander Los Angeles District U.S. Army Corps of Engineers Colonel Kimberly Colloton, PMP, is the 60th Commander of the Los Angeles District. With more than 20 years active service, she leads 746 military and civilian personnel operating in a 226,000 square mile area of California, Arizona, Nevada and Utah. She is responsible for a $593 million annual budget for planning, engineering, construction, asset management, regulatory, emergency management and environmental services for 3 Army and 8 Air Force installations, interagency and international customers, and the nation s civil water resources infrastructure in the Southwest, and a current value of assets worth $650 million. Colonel Colloton graduated in June 2013 from the Dwight D. Eisenhower School for National Security and Resource Strategy. Her most recent operational assignment was at Joint Base Lewis-McChord, Wash., as the 555th Engineer Brigade deputy commander from July 2010 until October 2011 and as the I Corps (Rear) Engineer Staff director until July 2012. In 1992, Colonel Colloton was commissioned a Distinguished Military Graduate in the U.S. Army Corps of Engineers through ROTC. Her previous assignments include platoon, battalion and headquarter positions for engineering units in the states and abroad, to include deployments for Operation Iraqi Freedom 05-07 and to Iraq in 2003 with the South Pacific Division Forward Engineer Support Team. LTC John Morrow Commander San Francisco District U.S. Army Corps of Engineers Lieutenant Colonel John Morrow is the 54th Commander and District Engineer of the San Francisco District. He is a native of Missouri and was commissioned as a Second Lieutenant in the Army Corps of Engineers in 1996 as a Distinguished Military Graduate from the University of Central Missouri. After graduating from the Engineer Officers Basic Course in October 1996 at Fort Leonard, Missouri, he was assigned to the 94 th Engineer Battalion (Construction Effects) in Vilseck, Germany. During his tenure in Germany, he served as a Vertical Construction Platoon Leader, Horizontal Construction Platoon Leader, Battalion Construction Officer, Engineer Advisor to the UN Force in Macedonia, and Company Executive Officer. In April 2000, Lieutenant Colonel Morrow attended the Engineer Officer Advance Course at Fort Leonard Wood. After completing Advance Civil Schooling (ACS) at the Missouri University of Science and Technology, he was assigned to Fort Riley, Kansas with the 937 th Engineer Group (Combat) where he initially served as the Group Plans Officer. He commanded the 568 th Engineer Company (Combat Support Equipment) from October 2002 to April 2004 and was then selected for ACS at Georgetown University as a Joint Staff Fellow. After completing ACS, he served as the Iran/Syria Country Desk Officer in the J5 (Strategic Plans and Policy) on the Joint Staff and as a Strategist on the Army Staff in the Strategic Communications Coordination Group in the Office of the Director of the Army Staff. From May 2007 to October 2008, Lieutenant Colonel Morrow was assigned as the Military Transition Team (MiTT) Chief for the 3 rd BN/2 nd BDE/2 nd Iraqi Infantry Division and served both in Baghdad and Mosul, Iraq. After completion of this tour, he was assigned to Fort Leavenworth, Kansas as a student at the Command and General Staff College (CGSC). After completing CGSC in December 2009, LTC Morrow was assigned to Fort Leonard Wood as the BN S3 and then the BN Executive Officer for the 94 th Engineer Battalion (Construction Effects)/4 th Maneuver Enhancement Brigade (MEB). He then served as the Brigade S3 for the 4 th MEB. He served in Afghanistan as the Deputy XO to COMISAF/USFOR-A from April 2012 to

April 2013. He most recently served as the Chief of Engineer Doctrine at the Maneuver Support Center of Excellence (MSCoE) at Fort Leonard Wood, Missouri. Lieutenant Colonel Morrow has a Bachelor s Degree in Aerodynamics and Aviation Technology from the University of Central Missouri, a Master s Degree in Geophysical Engineering from the Missouri University of Science and Technology, and a Master s Degree in Public Policy Management from Georgetown University. LTC Patrick Dagon Commander Albuquerque District U.S. Army Corps of Engineers Lieutenant Colonel Dagon assumed command of the Albuquerque District, U.S. Army Corps of Engineers on June 26, 2014. As the District Commander, he leads a civilian and military workforce of nearly 400 personnel in executing the diverse mission of providing military construction, civil works, and interagency support throughout New Mexico, southern Colorado, and far west Texas. The Albuquerque District performs design, construction and operations and maintenance services for all three Air Force installations in the state of New Mexico and nine lake projects throughout the area. Prior to assuming command of the Albuquerque District, Lieutenant Colonel Dagon served as Chief of Construction with the Defense Threat Reduction Agency at Kirtland Air Force Base. Lieutenant Colonel Dagon s initial assignments were as a Combat Engineer Platoon Leader with the 23rd Engineer Battalion in Friedberg, Germany and as a Combat Engineer Platoon Leader, Assistant Task Force Engineer, and Company Executive Officer in the 16th Engineer Battalion in Giessen, Germany. While a Platoon Leader, he deployed to Bosnia in support of SFOR in 1997. He also served as the Officer in Charge of the Mine Action Center for the MND (N). After the Engineer Captain s Career Course, he was assigned to the 14th Combat Engineer Battalion where he served as the S1 and S4. He deployed to Kuwait from May-November 2001 where he served as the CJTF (KU) C7. He commanded the 18th Engineer Company, 3rd Brigade, 2nd Infantry Division and deployed from November 2003-July 2004 in support of Operation Iraqi Freedom. From January 2010-June 2011, Lieutenant Colonel Dagon was assigned as a Stability Transition Team member in the 4/3 Advise and Assist Brigade (AAB) during a deployment to the Anbar Province, Iraq. Lieutenant Colonel Dagon s additional non-tactical assignments include the Deputy District Commander at the Nashville District, U.S. Army Corps of Engineers; Deputy Resident Engineer at Ft. Myer, VA; and Deputy District Engineer for Support Operations, U.S. Army Corps of Engineers, Baltimore District. Lieutenant Colonel Dagon is from Raymond, Ill. He graduated and earned his commission from the United States Military Academy at West Point in 1996 with a Bachelor s of Science in Environmental Science.
