INTRODUCTION Page 3 THE MUNICIPAL EMERGENCY RESPONSE PLAN OUTLINES HEREIN COMPRISES TWO PARTS. PART 1 IS THE BASIC PLAN; PART 2 THE INDIVIDUAL PLANS, PROVIDES DETAILED PLANS FOR THE VARIOUS DEPARTMENTS AND AGENCIES INVOLVED IN THE EMERGENCY PREPAREDNESS OPERATION. THIS PLAN WAS PREPARED IN CONJUNCTION WITH THE PROVINCIAL EMERGENCY MEASURES ORGANIZATION. ALL APPOINTED AND ELECTED MUNICIPAL OFFICIALS AND EMPLOYEES INVOLVED IN THE PLAN MUST BE AWARE OF, AND BE PREPARED TO CARRY OUT THEIR RESPONSIBILITIES AND DUTIES DURING AN EMERGENCY SITUATION. THE PLANS SUCCESS AND EFFECTIVENESS DEPENDS ON THEIR COMMITMENT. FEDERAL, PROVINCIAL AND VOLUNTEER AGENCIES HAVING A ROLE IN THE PLAN MUST BE PREPARED TO MEET THEIR RESPONSIBILITIES, ALSO MUST BE KEPT INFORMED OF ANY PLAN REVISIONS. WARDEN

GENERAL THE MUNICIPALITY OF THE COUNTY OF INVERNESS HAS A RESPONSIBILITY TO PLAN FOR EMERGENCIES WHICH MAY ENDANGER THE HEALTH AND WELFARE OF PEOPLE OR THE SECURITY OF THE ENVIRONMENT AND PROPERTY. 2. AIM THIS PLAN DESIGNATES RESPONSIBILITIES AND IMMEDIATE ACTIONS TO BE TAKEN BY KEY RESPONDERS IN THE EVENT OF AN EMERGENCY. THIS WILL HELP ENSURE A QUICK, COORDINATED RESPONSE SO AS TO MINIMIZE THE EFFECTS OF THE EMERGENCY.

Page 6 AUTHORITY THE AUTHORITY OF THIS PLAN IS FOUND UNDER THE PROVINCIAL EMERGENCY MEASURES ACT DATED NOVEMBER 1990. THE MUNICIPALITY OF THE COUNTY OF INVERNESS BY-LAW NUMBER: 32 DATED : NOVEMBER 6 1986

HAZARD ANALYSIS Page 7 THE FOLLOWING DISASTERS HAVE BEEN IDENTIFIED AS HAZARDS WHICH COULD POTENTIALLY AFFECT THE MUNICIPALITY OF THE COUNTY OF INVERNESS. 1. FOREST FIRES- THE MUNICIPALITY OF THE COUNTY OF INVERNESS IS LARGE AND CONTAINS MANY ACRES OF WOOD LAND MAKING IT SUSCEPTIBLE TO FOREST FIRES. SPECIFIC TIME OR LOCATION CANNOT BE IDENTIFIED; HOWEVER, THE FOREST FIRE INDEX PUBLISHED BY NATURAL RESOURCES PROVIDES AN INDICATION OF THE LIKELIHOOD OF FIRES. DAMAGE CAN VARY FROM LIMITED TO WIDESPREAD. 2. CHEMICAL CONTAMINATION/SPILL OF DANGEROUS GOODS- HAZARDOUS MATERIALS ARE COMMONLY TRANSPORTED THROUGH THE MUNICIPALITY. THEY ARE ALSO STORED AT SEVERAL SITES WITHIN THE MUNICIPALITY. THIS HAZARD IS VERY UNPREDICTABLE, DURATION OF INCIDENT AND SCOPE OF DAMAGE CAN VARY. 3. FREEZING RAIN STORM- THIS HAZARD IS HIGHLY PREDICTABLE AND GENERALLY SHORT IN NATURE. SCOPE OF DANGER IS USUALLY LIMITED TO POWER OUTAGES AND TRANSPORTATION PROBLEMS. 4. MAJOR INDUSTRIAL EXPLOSION- EXPLOSIONS ARE HIGHLY UNPREDICTABLE AND ARE NORMALLY OF SHORT DURATION. DAMAGE CAN VARY AT THE SITE. 5. AUTOMOBILE WRECK- AUTOMOBILE WRECKS ARE UNPREDICTABLE AND DAMAGE DEPENDS UPON THE NUMBER OF VEHICLES INVOLVED. ACCIDENTS INVOLVING SCHOOL BUSES ARE A SPECIAL CONCERN. 6. OIL SPILLS- NOW THAT THERE IS AN OIL DISTRIBUTION CENTRE OPENED IN POINT TUPPER WILL MEAN INCREASED OIL SHIPMENTS BY WATER INCREASING THE POTENTIAL FOR OIL SPILLS. OIL SPILLS ARE UNPREDICTABLE AND DAMAGE IS USUALLY WIDESPREAD. 7. GAS LEAKS- NOW THAT GAS LINES ARE CROSSING THE STRAIT OF CANSO. THERE IS A POSSIBILITY OF GAS LEAKS AND EXPLOSIONS, DAMAGE IS UNPREDICTABLE.

EMERGENCY MEASURES ORGANIZATION THE EMERGENCY MEASURES ORGANIZATION OF THE MUNICIPALITY OF THE COUNTY OF INVERNESS IS COMPRISED OF AN EXECUTIVE COMMITTEE WHICH IS THE WARDEN AND FIVE COUNCILLORS AND A PLANNING COMMITTEE. THE PLANNING COMMITTEE IS COMPRISED OF A REPRESENTIVE FROM CLERKS OFFICE DEPARTMENT OF HEALTH SOCIAL SERVICES PUBLIC WORKS (INCLUDING TRANSPORTATION) R.C.M.P. VOLUNTEER FIRE DEPARTMENTS GROUND SEARCH AND RESCUE TEAMS BUILDING INSPECTOR THE COMMITTEE IS CHAIRED BY THE EMERGENCY MEASURES COORDINATOR AS APPOINTED BY COUNCIL.

EMERGENCY OPERATIONS CENTRE IF A DISASTER OCCURS IN THE MUNICIPALITY, AN EMERGENCY OPERATIONS CENTRE WILL BE LOCATED IN THE COURT HOUSE, PORT HOOD OR IN A FIRE HALL OF THE AREA OF THE DISASTER DEPENDING OF THE NATURE OF THE DISASTER. THE LOCATION WILL BE COMMUNICATED TO THE EMERGENCY MEASURES CONTROL GROUP BY THE EMERGENCY MEASURES COORDINATOR AFTER CONSULTING WITH THE R.C.M.P. AND THE FIRE CHIEF OF THE DEPARTMENT IN THE AREA OF THE DISASTER. 2. EMERGENCY CONTROL GROUP THE FOLLOWING PEOPLE WILL FORM THE EMERGENCY CONTROL GROUP WHICH WILL REPORT TO THE EMERGENCY OPERATIONS CENTRE TO COORDINATE THE RESPONSE TO THE DISASTER. HEALTH: SOCIAL SERVICES: PUBLIC WORKS: (TRANSPORTATION) R.C.M.P. FIRE: COMMUNICATIONS: DESIGNATED PUBLIC HEALTH NURSE OR ALTERNATE. DIRECTOR OF SOCIAL SERVICES OR ALTERNATE. DIRECTOR OF PUBLIC WORKS OR ALTERNATE. NCO OF DETACHMENT WITHIN THE DISASTER AREA OR ALTERNATE. FIRE CHIEF OF DEPARTMENT WITHIN DISASTER AREA OR ALTERNATE. SEARCH AND RESCUE IN DISASTER AREA OR ALTERNATE. PUBLIC INFORMATION OFFICER OR ALTERNATE: IN CASE WHERE THE DISASTER OVERLAPS AREAS INVOLVING MORE THAN ONE R.C.M.P. DETACHMENT, THE MOST SENIOR OFFICER WILL REPORT TO THE EOC. IF THE DISASTER OVERLAPS FIRE JURISDICTIONS, THE FIRE CHIEF OF THE LEAST EFFECTED FIRE DEPARTMENT WILL REPORT TO THE EOC. THE CHIEF EXECUTIVE OFFICER (CLERK) SHALL COORDINATE THE ACTIVITIES OF THE CONTROL GROUP IN THE EMERGENCY OPERATIONS CENTRE.

THE WARDEN AND COUNCIL SHALL HAVE SPACE ADJACENT TO THE EMERGENCY OPERATIONS CENTRE WHERE THEY MAY BE ASKED TO MAKE ADMINISTRATIVE DECISIONS. Page 11 3. ALERTING THE FIRST RESPONDERS ON THE SCENE SHALL ASSESS THE SITUATION AND DETERMINE IF IT CAN BE HANDLED WITH THEIR RESOURCES, THEY WILL CONTACT THE EMERGENCY MEASURES COORDINATOR AND CONVEY ALL INFORMATION AT THEIR DISPOSAL. THE EMERGENCY MEASURES COORDINATOR MAY ACTIVATE THE EMERGENCY PLAN. THE EMERGENCY MEASURES COORDINATOR WILL CONTACT ALL MEMBERS OF THE EMERGENCY OPERATIONS CONTROL GROUP AND THE WARDEN TO BRIEF THEM OF THE SITUATION PARTIAL ALERT-IF THE SITUATION REQUIRES THE SERVICES OF ONLY CERTAIN GROUPS, THE EMERGENCY MEASURES COORDINATOR WILL CONTACT THE PEOPLE AND THEY WILL IMMEDIATELY REPORT TO THE EMERGENCY OPERATIONS CENTRE AND ACTIVATE THEIR EMERGENCY PLAN. FULL ALERT- ALL MEMBERS OF THE EMERGENCY CONTROL GROUP WILL BE REQUESTED TO ACTIVATE THEIR EMERGENCY PLANS AND REPORT TO THE EMERGENCY OPERATIONS CENTRE IF THE EMERGENCY OPERATIONS CONTROL GROUP FEEL THE SITUATION IS BEYOND THE MUNICIPALITY'S RESOURCES, THEY MAY ADVICE THE WARDEN THAT A STATE OF LOCAL EMERGENCY SHOULD BE DECLARED. IF THE EMERGENCY MEASURES COORDINATOR CAN NOT BE REACHED, THE MOST SENIOR R.C.M.P. OFFICER OR HIS/HER ALTERNATE SHALL ACTIVATE THE EMERGENCY PLAN AND ALERT THE CONTROL GROUP. IF R.C.M.P. ARE NOT AT THE SCENE, SENIOR FIRE OR MUNICIPAL ADMINISTRATION MAY ACTIVATE THIS PLAN.

4. SITE MANAGEMENT Page 12 THE FIRST R.C.M.P. OFFICER ON THE SCENE WILL ACT AS THE TEMPORARY EMERGENCY SITE MANAGER UNTIL THE EMERGENCY OPERATIONS CONTROL GROUP DESIGNATES A SITE MANAGER. THE EMERGENCY SITE MANAGER WILL BE SELECTED ON THE BASIS OF WHO IS MOST LIKELY TO HAVE THE GREATEST INVOLVEMENT OR LEGAL RESPONSIBILITY IN HANDLING THE SITUATION.
