Situation. This Order promulgates guidance, information, and procedures for use in the event of a BLUE DART notification. Marine Corps Installations East-Marine Corps Base, Camp Lejeune (MCIEAST-MCB CAMLEJ) establishes procedures to direct and guide MCIEAST-MCB CAMLEJ installations in the execution of duties connected with the BLUE DART notification system. 2. Mission a. General. The BLUE DART is a brevity code for the United States Northern Command (USNORTHCOM) emergency threat notification system established in reference (a). This Order establishes procedures to direct and guide MCIEAST-MCB CAMLEJ installations in the execution of duties connected with the BLUE DART notification system. DISTRIBUTION STATEMENT A: distribution is unlimited. Approved for public release;

b. Scope. The BLUE DART provides emergency notification to bases and installations within the USNORTHCOM Area of Responsibility (AOR) for whom USNORTHCOM has received a credible warning of an imminent attack. The system is designed to rapidly disseminate threat information and warning to affected areas and units quickly (15 minutes voice) using a simple and easily understood format. BLUE DART warnings are initiated by the USNORTHCOM NC-J3 through the USNORTHCOM Domestic Warning Center (DWC). 3. Execution a. Commander's Intent and Concept of Operations (1) Commander's Intent. To provide MCIEAST installation commanders with the framework and guidance necessary for the development of their own local BLUE DART Threat Notification procedures that will be in compliance with references (a) through (e), and this Order. (2) Concept of Operations (a) The USNORTHCOM NC-J3 will issue a BLUE DART warning to affected installations when USNORTHCOM receives a credible warning of an attack that includes the following three elements of information regarding the threat: 1. A specific timing of the threat (normally within 72 hours); 2. A specific target (normally a specific unit, installation/facility, or activity); and 3. A specific means or method of attack is known (small arms, explosive device). (b) Any installation, unit, or activity located in the USNORTHCOM AOR that receives a credible warning of a threat that approximately meets the three elements identified in paragraph 3a(2) (a) above should immediately report the information to USNORTHCOM and inform their reporting chain of command using Operations Event Report-3 (OPREP-3) format and a "FLASH" precedence. Reference (b) contains information that provides detailed guidance and instructions regarding the preparation and release of an OPREP-3 message. 2

(c) The USNORTHCOM DWC will make initial notification of a BLUE DART release directly to the affected installations, units, or activities. Initial notification is usually made via telephone (secure depending on availability). The initial notification will be followed by a FLASH precedence OPREP-3 (PINNACLE) BLUE DART message that will originate from the USNORTHCOM DWC. (d) Affected installations, units, or activities that receive BLUE DART notifications are required to take appropriate action locally and ensure that USNORTHCOM receives acknowledgement that the warning has been received. There are three elements of information that must be included in the acknowledgement; they are as follows: 1. Date and time the warning was received; 2. Name and contact information of the person who delivered the warning; 3. Method of transmission used to deliver the warning (e.g., phone call, secure phone call) (e) Warned installations, units, or activities must render the acknowledgement within 15 minutes, via telephone, and within one hour, via message, of the receipt of the initial notification. Formal acknowledgement will be official via Automated Message Handling System (AMHS) message traffic using OPREP-3 format with FLASH precedence. Enclosure (1) provides a standing format for BLUE DART acknowledgement messages for use by all MCIEAST-MCB CAMLEJ installations when acknowledging a BLUE DART threat warning. (f) In addition to the acknowledgement message detailed in paragraph 3a(2) (d), Marine Corps Installations Command (MCICOM) has directed, in reference (c), that all afterhours BLUE DART threat notifications require a voice report to the MCICOM Watch Officer. This voice report will include the following three elements of information: 1. The name of the installation that received the USNORTHCOM BLUE DART threat notification; 2. The date-time-group (DTG) of the acknowledgement message released by the installation in response 3

to the USNORTHCOM threat notification and the DTG of the USNORTHCOM BLUE DART notification message if available; and 3. The name and contact information of the person working the BLUE DART threat notification and local response at the affected installation. (g) A BLUE DART initial notification worksheet and authentication call back script are included in enclosure (2) (h) Upon completion of required BLUE DART voice reports and OPREP-3 message release, installations will make entries to the Control, Communications, Computers, and Intelligence (C4I) Suite noting BLUE DART notification, responses, and follow-on actions. b. Coordinating Instructions (1) Exercise. To ensure the integrity of the process and readiness of MCIEAST-MCB CAMLEJ installations to respond to the receipt of BLUE DART threat warnings, the Assistant Chief of Staff (AC/S), G-3/5, MCIEAST-MCB CAMLEJ will oversee a program of exercises. (a) Each MCIEAST-MCB CAMLEJ subordinate installation will be challenged with one no-notice, after-hours and one nonotice, working-hours exercise (total of two) annually. (b) Enclosure (3) provides a detailed description of the MCIEAST-MCB CAMLEJ BLUE DART exercise program and the specific method to be used by MCIEAST-MCB CAMLEJ installations during MCIEAST-MCB CAMLEJ-initiated BLUE DART exercises. (c) During exercises, all acknowledgments must be clearly identified as "Exercise/Exercise/Exercise" in both verbal and written communication. Formatting and template examples are included in enclosure (1). (2) Action (a) MCIEAST-MCB CAMLEJ and its component installations will ensure they are prepared to receive, disseminate locally, and acknowledge the receipt of a USNORTHCOM BLUE DART threat warning as detailed in this Order. This capability must be maintained at all times (24 hours a day, seven days a week, 365 days a year). 4

(b) Once voice notifications are completed, affected installations will issue an OPREP-3 providing a detailed description and assessment of the threat and any actions that the installation has initiated in response to the warning. Affected installations will follow this OPREP-3 with supplemental reports in order to keep the chain of command abreast of the threat and installation measures to address the threat. (c) Enclosure (1) contains the AMHS format to be used by MCIEAST-MCB CAMLEJ and subordinate installations to frame the body of BLUE DART Threat Warning Acknowledgement Messages and ensure that all MCIEAST-MCB CAMLEJ acknowledgement messages are complete and consistent. (d) Enclosure (2) contains a BLUE DART initial notification worksheet and a BLUE DART authentication call-back script. (e) Enclosure (3) provides a detailed description of the MCIEAST-MCB CAMLEJ BLUE DART exercise program and specific coordinating instructions to be used by all MCIEAST-MCB CAMLEJ installations during MCIEAST-MCB CAMLEJ G-3/5-initiated exercises. (f) Enclosure (4) contains a Receipt of BLUE DART Threat Warning Check-List to guide the MCIEAST-MCB CAMLEJ Command Duty Officer in the execution of BLUE DART-associated tasks when addressing a warning on behalf of MCB CAMLEJ. 4. Administration and Logistics a. Recommendations for changes to this Order should be submitted to the Commanding General (Attn: AC/S, G-3/5 Operations and Plans Division, Operations and Training Department). b. MCIEAST-MCB CAMLEJ BLUE DART Exercise Program Description 1. General. To ensure the integrity of the process and readiness of subordinate installations to receive and respond to a BLUE DART threat warning, the AC/S, G-3/5 MCIEAST-MCB CAMLEJ will oversee a program of exercises. Each subordinate installation will be challenged with one no-notice, after-hours and one no-notice, working-hours exercise (total of two) annually. This enclosure provides a detailed description of the MCIEAST-MCB CAMLEJ BLUE DART exercise program and the specific method to be used by subordinate installations during MCIEAST MCB CAMLEJ-initiated BLUE DART exercises. 2. Schedule. Each subordinate installation will be challenged with one no-notice, after-hours and one no-notice working-hours exercise (total of two) annually. The exercise will begin when the installation to be exercised receives an initial notification of a BLUE DART threat notification delivered via plain telephone by a member of the MCIEAST-MCB CAMLEJ Exercise Control Cell. This initial notification will be delivered using the script provided in paragraph 4 below. Requirement Two: The Exercising installation must release an Exercise BLUE DART Acknowledgement Message using AMHS in the format provided in enclosure (1) within one hour of the receipt of initial telephone notification. 6. Evaluation and Feedback. The MCIEAST-MCB CAMLEJ Exercise Control Team will receive and evaluate telephone and AMHS traffic from the exercised installation for timeliness and compliance with this Order. The Cell will then provide the Director, Operations and Plans, MCIEAST-MCB CAMLEJ, G-3/5 with a summary assessment. The Director will then contact the exercised installation S-3 within 24 hours to discuss the exercise, the summary assessment, and corrective action (if necessary). 3 Enclosure (3)

Ensure that you fill out all blocks of the Initial Notification Worksheet included in enclosure (2). You have 15 minutes to complete steps 2-4. 2. Execute Authentication Call-Back to USNORTHCOM using the Authentication Call-Back Script included in enclosure (2). 3. **If BLUE DART is received after normal working hours, first notify the MCICOM Watch (571) 256-8194 or (571) 435-1219.
