NMCSO Mission The NMCSO is responsible to ensure USN/USMC access to and effective use of the electromagnetic spectrum in national security and military operations. This support includes three primary areas: implement and enforce DOD and DON spectrum management policy and guidance; provide afloat, shore, joint spectrum management support and training; provide support to Navy Marine Corps Spectrum Center (NMSC) which serves as the DON center of excellence for matters pertaining to electromagnetic spectrum management. 2

Frequency Assignment Frequency assignment is the second part of the two part process of authorizing a system or equipment to radiate using the electromagnetic spectrum. Af frequency assignment tis the license to radiate dit on a discrete frequency or frequencies within a specified set of constraints, such as power, emission bandwidth, location of antenna, operating time of day, etc. All Radio Frequency (RF) emitters must have an approved frequency assignment prior to conducting testing, evaluation or operations within the US&P or in foreign countries. 7

FLEET SUPPORT Pacific/Indian Ocean areas Standard C3F/C7F CSG/ESG with NMCSO PAC. NMCSO FE/GUAM/NORTHWEST/SOUTHWEST as appropriate for in port and coastal areas. I MEF and III MEF units coordinate with NMCSO PAC and/or NMCSO Guam as appropriate when operating outside of Japan, South Korea or CONUS. Indian Ocean east and south of the line from the India/Pakistan coastal border west to 068º E, south to 5º S/068º E, west to 5º S/059º E, south to 8º S/059º E, southwest to 11º S/054º E, west to 11º S/042º E, and south along 042º E to Antarctica; Australia, New Zealand, and Hawaii, SEVENTHFLT and FIFTHFLT assets operating therein coordinate with NMCSO Bahrain or NMCSO PAC as appropriate. 9

NMCSO PAC responsible for coordination and maintenance of frequency assignments and standard CSG/ESG plans for COMTHIRDFLT and COMSEVENTHFLT.
