Career & Leadership Development Events Preparing CDE and LDE Teams for Convention Rev. August 3, 2017 CDE AND LDE HANDBOOK Be sure to read through the CDE and LDE handbook including the general information and event specific information. Handbooks are located on the event webpage and are a vital part of preparing for convention. Most common questions can be answered by looking in the handbook. STUDENT WAIVER FORM- ELECTRONICALLY SUBMITTED Please remember waivers are submitted electronically and due on Sept. 15. If a change to a team member is made after this deadline, waivers must be submitted within five business days of the change. If a change is made to a team within five business days of the event, the waiver will need to be turned into the CDE and LDE headquarters office at convention at least one hour before the team orientation meeting. CDE AND LDE CERTIFICATION All CDE and LDE teams must be certified by Sept. 1. Certification instructions are located in the team orientation area on the event webpage. CHANGING YOUR TEAM S CERTIFICATION (ADD/DELETE) If for any reason one of your original certified CDE and LDE team members cannot participate in the event, advisors can make changes to teams in the chapter online certification form. First delete the team member who cannot compete, then add another member from the drop-down box (chapter roster list) and hit save. State staff will be alerted on the state online declaration to approve all changes to the teams. ***IMPORTANT All team changes must be made ONLINE by Tuesday, Oct. 24 at Noon (Eastern time). CONVENTION REGISTRATION CDE and LDE teams must be registered for the convention in order to participate but they do not need to be registered separately from others attending convention from your chapter. Please register CDE and LDE team members as you do your other members. For more information about convention registration please consult the National FFA Convention & Expo website. SPECIAL NEEDS ACCOMMODATIONS REQUESTS CDE and LDE participants who are eligible for special needs accommodations must complete the Special Needs Request form, which can be found on the CDE and LDE webpage. The advisor, participant and his or her parent/legal guardian must complete this form and send it to national FFA staff member, Jim Armbruster, at jarmbruster@ffa.org. This form is only a request for accommodation; once the request is reviewed by national FFA staff, further documentation of the participant s disability may be required. Requests must be submitted by Aug. 15 in order for the National FFA Organization to guarantee that materials will be reviewed or that any accommodation will be provided. For requests that are submitted after the Aug. 15 deadline, National FFA will make every attempt to review and process these requests; however, the accommodations may be limited or denied due to time constraints. PRACTICE EXAMS AND SCANTRON SHEETS If you would like copies of written exams and practicums from previous year s events, please order online with Shop FFA. The CDE and LDE materials can be found at the CDE and LDE website in the CDE Q & A Section. There are no materials available for creed speaking LDE or dairy cattle handlers activity. You can download practice scan sheets, like those used to score the national events, free of charge by visiting the CDE & LDE webpage and selecting your

Career & Leadership Development Events event area (under event preparation heading). You may also purchase a set of original scan sheets from the CORE catalog. CONVENTION INFORMATION For information about housing, transportation, maps and general convention information please visit the National FFA Convention & Expo website. Career Development Events General Information for Career Development Events at the 2017 National FFA Convention Rev. August 3, 2017 TIME ZONE Indiana is in the Eastern time zone. All posted schedules are based on Eastern time. CDE OFFICES The CDE headquarters office is at the Marriott downtown. Please visit the CDE information desk in the Marriott Downtown at desk 1 to turn in waivers (for additions made within five business days of event) or to ask questions. CDE headquarters will be located in Grand Hall at the Indiana State Fairgrounds. CHECKING IN TEAM ORIENTATION MEETING It is extremely important that all advisors and team members attend the team orientation meeting; this is your official check in site and it is where you will learn of any last minute changes and be given any special instructions or resource information. The event staff will also distribute your award banquet meal tickets (for one advisor and all team members). If, for some reason, the advisor and team members cannot attend, they must send a representative. TEAM PHOTOS Each team participating in the CDE will have the opportunity to have a professional team photo taken, free of charge. If you would like your team lined up in height order, please be sure to indicate each team member s height on the CDE certification page. All students should be in official dress and advisors in business attire for the photos. Team photos will be taken in multiple locations. CDE photos will be taken in various locations downtown Indy. (See schedule of events for day and time). CDE photos will also be taken at the Indiana State Fairgrounds. (See schedule of events for day, time and locations.) Photos will also be taken of the winning teams and individuals following each event award banquet. No hard copies of photos will be mailed to the winners this year. EVENT RULES AND PROCEDURES The event will follow the rules and procedures found in the 2017-2021 Career Development Events Handbook. You can find the handbook under the event rules heading in the individual event pages on the CDE webpage. Participants should be familiar with their event handbook prior to competing and must keep in mind that they must work as individuals, except during team designated activities. Any infraction of the rules may result in disqualification of the individual(s) and/or team involved. CELLPHONES Students should not bring cellphones, pagers or any hand-held electronic communication devices to the event, this includes any electronic device that connects to Wi-Fi. No smart watches, i.e., Apple Watches. Participants who access personal electronic communication devices without prior approval of the event officials may be subject to disqualification. Please see the Career Development Events Handbook for each contest for specific rules and instructions regarding technology for events. AWARD BANQUET The award banquets are the highlight of each career development event. Winners are announced and awards are presented; special guests are often present to offer remarks and special greetings to all participants. Team and

Career Development Events individual winners will have their photos taken immediately after the ceremonies. CDE/LDE All teams and/or competitors will need to select and assign their complimentary banquet seats when registering for National Convention. Each certified team member and one advisor will have a complimentary seat available within the registration system and those seats will need to be assigned to the appropriate person within registration as it will appear on the back of their name badge and the badge will be scanned at the entry of the banquet. Additional details on how to assign these seats will be emailed prior to convention registration opening on Sept.5, 2017 at 1 p.m. EDT. No paper tickets will be provided this year. All banquet seats must be assigned to an individual s name badge. Additional seats are very limited and will also be available for purchase through online registration. MAIN STAGE RECOGNITION The top four individuals for creed speaking, extemporaneous public speaking, prepared public speaking and job interview CDEs will be recognized on the main arena stage in Banker s Life Fieldhouse during the seventh general session of the convention on Friday evening. For all other events, the first place team and top three individuals will be recognized on stage during the ninth general session of the convention on Saturday afternoon. Detailed instructions for winners about what time to be at the arena and where to meet will be presented at the awards banquet. Rev. August 3, 2017

Career Development Events Parking and Shuttle Information Rev. August 3, 2017 PARKING AT INDIANA STATE FAIRGROUNDS (ISF) AND DOWNTOWN For information and maps for parking during convention please visit the convention and expo parking page on the National FFA Convention website for detailed parking maps. Parking at the Indiana State Fairgrounds is complimentary. It is recommended that coaches and teams enter using Gate 1 or Gate 6 and then follow the directions of the parking attendants to open parking locations. Chapter Charter and School Bus load and unload zones: Indiana State Fairgrounds via 38 th Street (Gate 1): East curb lane of State Fair Boulevard, on west side of West Pavilion. After unloading buses will be directed to parking locations or to Gate 1 to exit grounds. Indiana State Fairgrounds via Fall Creek Parkway (Gate 6): Buses will be directed to the unload/load zone located at the south west corner of the Blue Ribbon Pavilion. After unloading buses will be directed to parking or Gate 1 to exit grounds. ISF EVENTS Parking at Indiana State Fairgrounds will be free of charge for those attending events held at Indiana State Fairgrounds. Convention participants will be directed to open parking areas by Indiana State Fairgrounds parking attendants. All teams for offsite events arriving at Indiana State Fairgrounds by vehicle will follow the directions of the parking attendants. Event buses will load on the east side of the Indiana Arts Building, see Indiana State Fairgrounds map. Shuttle services will be provided at no cost for Career Development Participants between the Indianapolis Convention Center (ICC) and Indiana State Fairgrounds. Indiana Convention Center shuttle stop is located on Maryland Street, north side of Indiana Convention Center just west of the Capitol Ave and Maryland Street intersection. Indiana State Fairgrounds shuttle stop is located on the north side of the West Pavilion. Shuttles are scheduled on 15-20 minute loops.

Career Development Events FREE SHUTTLE TIMES Wednesday, Oct. 25, 2017 7:00 AM 8 PM Thursday, Oct. 26, 2017 5:30 AM 8PM *For those leaving ISF before the 8 p.m. on Wednesday and Thursday evening no ticket will be needed. Those leaving the Indiana State Fairgrounds after 8:00 PM on Wednesday and Thursday evenings there will be an additional charge. If CDE events held at Indiana State Fairgrounds run past 8 p.m. than arrangements will be made by FFA staff to allow access to the shuttle back to the convention center. OFFSITE EVENTS Agricultural Communications, Meats Evaluation and Technology, Environmental and Natural Resources and Forestry CDEs will have transportation provided to off-site event locations. Participants for the Agricultural Communications, Environmental and Natural Resources and Forestry events will be required to ride the charter buses provided by FFA. See the appropriate event s schedule of events page for specific times and locations to meet those shuttles. Transportation will be provided for advisors once the events have been completed. DOWNTOWN EVENTS For event participants and advisors: Downtown parking can be purchased through the online convention registration. If staying in the downtown area, park in the designated area that your hotel of choice has provided. Downtown hotels do not offer parking for school buses or motor coaches. Chapters arriving by school bus or motor coach must purchase parking through the online convention registration. AWARDS & RECOGNITION HOTEL SHUTTLE: For teams staying in a state block hotel(s) that are served by the hotel shuttles. On Wednesday shuttles will run a 6 a.m. and 7:30 a.m. shuttle and on Thursday at 5:30 a.m. from the hotels served by shuttles to the convention center. Participants and teams needing transportation to the Indiana State Fairgrounds can transfer from the hotel shuttle to the Indiana State Fairgrounds shuttle at the convention center. Please refer to hotel shuttle schedules posted after October 6, 2017 to confirm that the shuttle service will be provided to the specific state block hotels, if the hotel shuttle is cancelled the awards and recognition shuttle will be cancelled as well. All participants accessing the hotel shuttles will need a hotel shuttle weekly pass or daily pass. Weekly passes can be purchased through convention registration. Daily passes can be purchased at on site registration or the transportation office. Rev. August 3, 2017

2017 Cash Award Guidelines Career and Leadership Development Events Rev. August 3, 2017 Cash awards will be distributed for CDEs and LDEs, depending on the amount of funding provided by sponsors each year. Participants are eligible for their highest cash award. If a participant wins more than one award, they will receive the highest amount, and then the lower amount will go to the next highest individual. Cash award winners will receive funds by submitting the cash award claim form to National FFA by Dec. 1, after the convention where the award was received. All cash awards that are unclaimed by the deadline will be forfeited. No cash awards will be held after the deadline. iii PHILOSOPHY The National FFA Organization is dedicated to organizing experiences that will meet the future needs of students while accomplishing the current purposes of agricultural education. The primary goal of career and leadership development events is to develop individual college and career readiness skills through personal growth and premier leadership. Individuals will be challenged to develop critical thinking skills, effective decision making skills, foster teamwork and promote communication while recognizing the value of ethical competition and individual achievement. The activities in each event: Include problem solving, critical thinking and teamwork skills, where appropriate. Encourage appreciation for diversity by reducing barriers to participation among members. Develop general leadership and recognize individual and team achievement. Promote concentrated focus on future needs of members and society.

iv Philosophy continued The National FFA Organization assumes the leadership role in developing and continuously improving relevant FFA career and leadership development events. National events should reflect instruction that currently takes place in the entire agricultural education program, including classroom instruction, laboratory instruction, instruction in leadership and supervised agricultural experience. Events are intended to be an outgrowth of instruction. Also, it is appropriate for the national organization to develop events and awards that stimulate instruction in emerging areas that reflect both current and future community, national and global workforce needs. Those events should be developed with significant input from FFA members, teachers, partners, respective industry sponsors and others involved in agricultural education. The National FFA Organization continues to encourage accessibility and provide opportunities for achievement and recognition for students with diverse backgrounds. Events that include team activities should be based on cooperation and teamwork while recognizing the value of competition and individual achievement. Where appropriate, team activities will be included that require two or more members from one chapter working cooperatively.

v Agriculture, Food and Natural Resources (AFNR) CAREER CLUSTER CONTENT STANDARDS The agriculture, food and natural resources (AFNR) industry is a highly technical and ever-changing sector of the global economy upon which everyone is dependent. We will continue to meet national and global demand for a safe and abundant food, fiber and fuel supply if we invest in the growth and development of the human capital for the AFNR industry. Strong, relevant AFNR Career and Technical Education (CTE) programs that are informed by industry and education stakeholders are one way we can meet workforce needs now and in the future. The National Council for Agricultural Education has provided permission to the National FFA Organization for the use of the National AFNR Career Cluster Content Standards in the development of their educational resource materials. The National Council for Agricultural Education are the owners and developers of the National AFNR Career Cluster Content Standards 2016 and reserve all rights to the original material that is used here with permission. In addition, The National Association of State Directors of Career and Technical Education/National Career Technical Education Foundation (NASDCTE/NCTEF) have provided permission to use the Common Career and Technical Core (CCTC) Standards in support of this project. NASDCTE/NCTEF are the owners and developers of the Common Career and Technical Core (CCTC) Standards 2012 and reserve all rights to the original material that is used here with permission.

vi Career Cluster Content Standards continued The National AFNR Career Cluster Content Standards are a guide to develop well-planned curriculum in agriscience education to be delivered to students throughout the country. For a complete copy of the AFNR Career Cluster Content Standards please visit https://www.ffa.org/thecouncil/afnr The National FFA Organization has adopted the AFNR Career Cluster Content Standards and integrated them into national award and recognition programs for the benefit of the members, school administration and agriculture as a whole. Details outlining the incorporation of the standards in careers and leadership development events can be found at the end of each event in the CDE/LDE handbook.

vii 2017-2021 Official CDE/LDE POLICIES AND PROCEDURES Violations of any of the following rules may be grounds for the event superintendent to disqualify the participants. National FFA staff and event superintendents will use the published policies and procedures to organize and implement the National FFA Career and Leadership Development Events. Event activities may not be conducted due to lack of necessary materials, expertise or extreme impact to event budgets. ix Policies and procedures continued Eligibility of Participants Each participant must be a current dues paying FFA member in good standing with the local chapter, state FFA association and the National FFA Organization during the school year in which the participant qualified to participate at the national level. In the event that a participant s name is not on the chapter s official roster for the year in which the dues were owed, a past due membership processing fee, in addition to the dues, must be paid prior to the national event. The National FFA Organization will set the processing fee amount annually. The participant, at the national event, must: Be a secondary education (grades 7-12) FFA member during the school year in which the participant qualified to participate at the national level. A graduating senior is considered eligible to compete in state and national CDE/LDE up to and including his/her first national convention following graduation. Have qualified as a 7th, 8th or 9th grade member to participate in the Creed Speaking and Conduct of Chapter Meetings LDE. Be enrolled in at least one agricultural education course during the school year in which the participant qualified to participate at the national level and/or follow a planned course of study. Either course must include a supervised agricultural experience program, the objective of which is preparation for the agricultural career. Submit, prior to start of event, the proper National FFA Organization Waiver, Release of Liability and Consent to Medical Attention form. If a student moves to a different chapter or different state once he/she has qualified as a state representative in a CDE/LDE that student may be allowed to compete in the national event with the school he/she qualified with during the qualifying year. A student may not participate more than once in the same official CDE/LDE. No student may participate in more than one National FFA CDE/LDE each year.

x Policies and procedures continued Selection and Certification of Participants Each state will submit an electronic declaration form by June 1 prior to the National FFA Convention & Expo. An entry processing fee will be charged for participation in each declared event with the exception of the dairy cattle handlers activity. Each team will be composed of the number of members determined by the specific event policies, procedures and format. All members of a state team must be from the same chapter. Members must qualify in the event in which they are to participate at the national level. Teams must be selected at a state or interstate CDE/LDE event held between the immediate previous national FFA convention and prior to the national FFA convention in which they are participating. States that qualify more than one year out must request and submit a written waiver for approval by the certification deadline. Online add/delete deadline is Tuesday the week before convention, Noon (Eastern time). If a state s representative withdraws after the online document submission date, a replacement will not be allowed. This includes prepared public speaking, ag issues forum, employment skills, marketing plan and ag communications. The state supervisor of agricultural education or the executive secretary must certify that participants are eligible. If an ineligible student participates in any career or leadership development event, the member will be disqualified and may result in the disqualification of the team as well. All students must be certified online by September 15. Once original certification has been completed, no member may be added without first deleting a member. With extenuating circumstances, a teacher/advisor may substitute another student from the chapter who may not have participated at a state qualifying event. Exception: Creed speaking, dairy handlers activity, extemporaneous public speaking, employment skills and prepared public speaking must be submitted and approved by state staff prior to the national convention in which the member is to participate.

xi Policies and procedures continued Onsite add/delete process If a circumstance arises once the chapter has arrived at the convention location, the onsite add/delete process must be used to substitute the member on the team. Onsite add/delete form(s) must be submitted no later than one hour prior to the team orientation meeting or the first official event activity as listed in the schedule of events. Advisors will need to report to the onsite CDE office to secure and submit the add/delete forms as well as the National FFA Organization Waiver, Release of Liability, Consent to Medical Attention, Authorizations and Certifications form for the member(s) to be added. Members added to any team during the onsite add/delete process must meet all eligibility and membership requirements as prescribed in the handbook. EMERGENCY CONDITIONS Under emergency conditions a state team participating in a CDE/LDE may be made up of less than the required members. States must still certify teams prior to the national FFA convention, but fewer than the required members could compete if an emergency condition such as illness, death in the family or an act of God would occur. Those individuals competing would still be eligible to qualify for individual awards, if applicable.

xii Policies and procedures continued Disqualification A member or team may be disqualified from an event if: There is any communication, verbal or non-verbal, between participants during the event. The only exception to this would be communications between team members during the team activity portion of a given event. Teams or participants arrive after the event. Any assistance is given to a team member from any source other than the event officials or assistants. Event superintendents stop any participants for manners they deem to be hazardous to themselves or others. Such action shall deem the individuals disqualified for that section of the event. Participants start the event and do not complete the event without notifying event officials at the time of departure. This can affect the overall team rank and position. In some events this will also disqualify the entire team. Participants utilize personal electronic communication devices, other than those approved by the event officials, during the entire course of the event. Participants who access personal electronic communication devices without prior approval of the event officials will be disqualified. Participant, team, advisor or coach gains access to real materials that will be utilized by the event committee during competition. Any team, participant, advisor or coach reported and proven to do so will be disqualified from the national event.

xiii Policies and procedures continued Appeal Process Appeals can only be filed if there is a scoring error. If a written appeal for scoring issues only is filed within the seven calendar days after results announcement, the national staff will review the appeal. Upon receiving input from team leader and division director, the national staff will accept or deny the appeal. The national staff s recommendation will be shared with appeals committee, which consists of members from the Awards and Recognition Advisory Committee and FFA chief operating officer for further input, if necessary. The written appeal must be filed with the National FFA Organization s CDE/LDE education specialist responsible for scoring the event within seven calendar days of the results announcement and accompanied by a $50 filing fee. The fee will be returned if the appeal is justified. Appeals should be mailed to: CDE/LDE Education Specialist 6060 FFA Drive, P.O. Box 68960 Indianapolis, IN 46268-0960 The appeals committee will be chaired by the National FFA Awards and Recognition Advisory Committee chairperson who will in turn appoint a representative of the each of the following organizations: National Association of Supervisors of Agricultural Education (NASAE) National Association of Agricultural Educators (NAAE) American Association for Agricultural Education (AAAE) National FFA Organization CDE/LDE Education Specialist Any ruling on the appeal provided by the FFA chief operating officer will be considered final.

xiv Policies and procedures continued Waiver of FFA Rules Any local chapter seeking a waiver of a national FFA policy or procedure must submit in writing to the chapter s state FFA association office. If the waiver request is approved at the state level, it must be forwarded, under the signature of the state advisor or executive secretary, to the career and leadership development events education specialist. After study by the appropriate FFA staff, a recommendation to grant or deny the appeal will be forward to the chief operating officer for his/her approval. The request must be submitted to the national FFA staff at least 30 days prior to the scheduled event or due date for which the waiver is requested. This policy does not supersede any current FFA policy for appeals already established for a particular FFA program.

xv Policies and procedures continued Sanctioning Events Sanctioning of non-national FFA competitive events (those competitive events conducted by organizations other than the National FFA Organization) as CDE/LDE should occur when: The highest quality event possible is conducted. The organization conducting event and National FFA Organization agree that event can and should be sanctioned. The event is recommended by the National FFA CDE/LDE education specialist with input and agreement from the award and recognition advisory committee and approved by the FFA chief operating officer. The National FFA Organization is represented by a staff member responsible for CDE/LDE on the planning and implementation committee for each event. Winners of the national sanctioned event will be recognized in the same manner as national CDE/LDE winners are currently recognized. Official Dress Participants are expected to observe the National FFA Code of Ethics and the proper use of the FFA jacket during career and leadership development events. (Please reference the latest edition of the Official FFA Manual.) Official FFA dress is highly recommended for all participants where appropriate and is recommended for the awards presentation and recognition.

xvi Policies and procedures continued Accessibility for All Students All special needs requests and appropriate documentation as outlined in the special needs request policy must be submitted August 15. Special needs policy is posted on the CDE/LDE program page at FFA.org/cde. Written Document Penalties A penalty of 10 percent of the total points allotted will be assessed for the written documents received after the online submission deadline. If the document is still not received seven days after the postmarked deadline, the team/individual may be subject to disqualification. National FFA staff will mark late entries as such. Event officials will be notified of late entries at the time written documents are evaluated and scored. Event superintendent will ensure that penalty is applied.
