Zambia s Geographical Position Zambia position makes it a natural hub for investment in the ICT sector. Its citizens has good educational levels with excellence in English language which ranks the country among the very best on the African continent. Its relations with many countries making it an investment- friendly destination.

Government ICT Policy (2007) National Information and Communication Technology policy To ensure that ICT infrastructure and services are available to and affordable for the greatest possible proportion of the population by encouraging the deployment of ICT assets and infrastructure that will enhance the provision of ICT services To promote cost-effective last-mile technologies for providing access to commercial and public information services by communities, especially in rural and underserved areas; To promote a stable, fair and competitive investment climate to facilitate the development of E-Commerce activities in the economy; To facilitate the development of an effective, industry-responsive, timely legal and regulatory system capable of supporting the development and growth of the ICT sector;

Framework for ICT Regulation Investment Climate Our Government decided to encourage private investment for stronger economic performance. It also decided that private sector must drive the economy and create wealth and job opportunities. It enacted the Zambia Development Agency (ZDA) act of 2006 assuring investors that property rights shall be respected.

Universal Access Projects in Zambia MULTIPURPOSE TELECENTRES 9 telecentres were set up by ZICTA to be commercially run local communities 3 telecentres by Macha Linknet (an ICT sector NGO) using funding from ZICTA ZICTA has funded the setting up of two ICT labs at National Assembly

Universal Access Projects in Zambia CONNECTING SCHOOLS / UNIVERSTIESS ZICTA funded the connectivity of two public universities to the Zambia Research and Education Network (ZAMREN) national optic fibre backbone. The third public university will be connected this year.

Challenges Financial To reach the penetration levels that will enable us meet the challenges of illiteracy and lack of access to ICT For Universal Access in ICT services through e-governance Geographical High inland transportation of imported goods is high Zambia s landmass is big making infrastructure development slow especially in rural areas Zambia rural areas are sparsely spread making universal delivery of services difficult Social Need appropriate technological solutions illiterate populations

Way Forward Infrastructure for Universal Accesss ICT Literacy Way Forward Digital Migration (Spectrum Dividend) e-governancee

Way Forward Infrastructure to Stimulate Universal Access The Government of Zambia has embarked on an ambitious project to construct Multipurpose Communication Towers across the rural parts of the country

Way Forward Digital Migration and Spectrum Dividend Digital Migration is expected to free up spectrum which is intended to be used to provide Broad Band ICT Services

Way Forward e-governance and ICT Content The Government of Zambia is working on introducing e- Governance as vehicle to provide ICT Content

Way Forward ICT Literacy through e-learning The Government of Zambia is encouraging e- Learning to assist combat ICT illiteracy
