Grant Activity Grant Activity - Administration Administration/Reporting of grant activities. ADMINISTRATION/COORDINATION This grant was executed on vember 13, 2015. Grant funds were received on vember 19, 2015. Funds have been expended and activities have been reported accordingly. Grant Activity - Adopt Buffer Recommendations Adopt Buffer Recommendations for Waters t Mapped. ADMINISTRATION/COORDINATION Staff reviewed BWSR policy and information to evaluate the process needed for SWCD to adopt an alternative waters map. A PowerPoint presentation was created to consult with the Vermillion River Watershed Joint Power Organization Technical Advisory Group (TAG) on developing recommendations on other waters to be considered by the SWCD and as required by State law. Brief discussions were held with urban WMOs. Coordination with the NCRWMO will occur in 2017. Report created on:3/3/17 Page 3 of 6

Grant Activity - Host Meetings to Discuss Implementation Host Meetings to Discuss Implementation. ADMINISTRATION/COORDINATION Staff held both internal meetings and meetings with Dakota County staff to discuss program implementation. Additional meetings were held to specifically discuss County Ditch 1 and 2 and waters not enforced under Dakota County Ordinance 50. Staff presented to the Technical Advisory Group (TAG) of the Vermillion River Watershed Joint Powers Organization to coordinate other waters being proposed by the SWCD within that watershed. Grant Activity - Inventory of Baseline Conditions Where Buffers Exist Inventory of Baseline Conditions Where Buffers Exist. INVENTORY/MAPPING Staff completed an inventory of baseline conditions where buffers exist. The focus was on locations were Dakota County Shoreland Ordinance did not apply including the municipalities and County ditch systems. Review and understanding of the new BWSR BuffCAT reporting tool, registration and setup was completed. Initial parcel information as required through BuffCAT was completed. Grant Activity - Landowner Outreach Landowner Outreach. EDUCATION/INFORMATION A letter along with a property map was mailed to landowners (12) along County Ditch 1 and County Ditch 2 (41). The letter provided information about the new Minnesota buffer law requirements and permanent vegetated buffer width of 16.5 feet along public ditches and that the SWCD has been designated as the responsible entity for determining compliance with this new State initiative. The letter further explained that a field review will be conducted to evaluate existing buffer conditions along the public ditches. Several individual landowners were coordinated with during the field inspection process. Various landowners requested, and were provided, an update on their property with regards to the new buffer law. Many had confusion between the new State law and Dakota County Ordinance 50 (Shoreland Rules) which has been implemented in Dakota County since 2012. Several landowner contacts occurred within municipalities and where County ordinance does not apply. This work will continue into 2017. Grant Activity - Provide Technical Assistance to Landowners Provide Technical Assistance to Landowners. TECHNICAL/ENGINEERING ASSISTANCE Staff reviewed the buffer law and new guidance as it became available to ensure complete understanding. Staff then responded to various landowners regarding their property and the buffer law. Again, most involved confusion over new State Buffer law and the implementation of County Shoreland Ordinance. Coordination with Dakota County was needed to develop consistent messaging between State law and County Ordinance. Staff provided landowners with updates on their property and maps in regard to the new buffer law. Report created on:3/3/17 Page 5 of 6

Grant Activity - Review DNR Maps & Conduct Landowner Outreach Review DNR Maps & Conduct Landowner Outreach. REGULATIONS/ORDINANCES/ENFORCEMENT Initially staff began and internal review of the DNR Maps, listed comments and sought answers to mapping conventions from the DNR. Review of the maps continued with staff from Dakota County. Staff took part in a webinar on DNR mapping process and the steps to comment on mapping accuracies. In coordination with Dakota County staff, a review of public drainage maps and ditch inventory was also planned and developed.
