Frontiers in Infrastructure Finance 10-18 September 2007 Goa, India Background Infrastructure services are a core element in the growth and development of any country. The scale, content, extent and context of such services is undergoing change all over the world with the rising aspirations and ambitions of nation states and their people. Traditionally, Governments and public bodies have been the sole purveyors and providers of such services. However, given the current context of scarcity of resources, Public Private Partnerships have assumed greater significance resulting in the introduction of private sector efficiency gains in the design, construction, finance, and operation of infrastructure projects. However, the involvement of the private sector in providing infrastructure services has given rise to various complexities such as marrying the private sector s profit motive with the government s goal of providing efficient and affordable infrastructure services for all. Project financiers are also are faced with the need for providing innovative financing structures while grappling with a host of project related risks. Thus, a deeper understanding is required of various project risks credit, market, regulatory, contractual, political, technological and others. There remains a need to evolve suitable structures to meet market expectations, while at the same time mitigating these risks to generate lender/investor confidence. In addition, key stakeholders Governments (concessionaires/regulators/policy makers), entrepreneurs, users, consultants, suppliers, contractors and financiers -- need to understand each other s perspective to come up with viable projects. Objective This program addresses the training needs of World Bank client countries and supports the Bank s own lending and advisory services in promoting infrastructure development and modernization as a key element in its mandate of fighting poverty and achieving sustainable development. The World Bank has joined hands with Reserve Bank of India (India s Central Bank) and State Bank of India (India s premier commercial bank), in offering this program.
The program provides a forum for sharing and exchange of ideas, experiences, expertise and knowledge across a wide spectrum of participants from across the globe. The key learning take-aways include capacity enhancement in project development, structuring and financing across key infrastructure sectors like power, transportation, water, and urban infrastructure within the context of a well thought out legislative/regulatory/policy framework. The program is best structured for participation from the government, private developers, policy makers, regulators, legal and financial advisers, financiers banks, financial institutions, investment bankers, dealing with infrastructure development. Course Orientation This intensive, nine-day program gives you access to the experience, expertise and knowledge of a resource team comprising of some of the best practitioners from India and abroad. The concepts and techniques relevant for a cross-section of infrastructure development and financing aspects including project evaluation & structuring, financing options, risk mitigation/derivatives, contractual arrangements, concessions, regulator, policy and legal issues, would be offered through a combination of hands-on case studies, group discussions, computer simulations, and lectures. Resource Team This interactive course is being organized jointly by the World Bank Institute, the State Bank of India, and the Reserve Bank of India and will be delivered by a core resource team drawn from global project finance specialists, infrastructure unit staff from Reserve Bank of India and State Bank of India, industry experts having extensive experience in the area of infrastructure development and finance, and project finance staff from academic institutions of international repute.
