? Why Implement Conceal Carry in Our District?
In 2013, the Protection of Texas Children Act was signed into law, authorizing schools to train employees to carry concealed weapons on campus.
Purpose of Program The Safety Program was implemented to provide the first line of defense against school violence. Role of Safety Member To protect students and staff in the case of a threat, until law enforcement arrives.

Selection of Members Employees must volunteer to be in the program Be employed by the district for at least 2 years Possess a valid LTC Pass a psychological evaluation Demonstrate proficiency on the Use of Force Simulator
Once Selected All members remain anonymous Sign Confidentiality Agreement Attend 24 hours of training from law enforcement Log a minimum of 100 rounds every other month at gun range Pass proficiency course with the weapon they will carry
Psychological Evaluations All members must participate Psychologist will come out to the district and perform the evaluations Same evaluation as required by police Consists of 500+ question written test and a personal interview District will receive written evaluations certifying each member that passes or fails
Safes and Pepper Spray
Firearm Requirements Members of the Safety Program are only allowed to carry one of the following semi automatic handgun:.380, 9mm, or.40 Magazine must be carried separate from the handgun Can be stored in the safe Must be concealed Purchased by the member (not school-owned) Must use defensive ammunition (provided by district)
Implementation Timeline October - December 2014 Superintendent Collected Data January 2015 School Board discussed the implementation of Safety Program & called Public Meeting. February 2015 Held a Public Meeting concerning the AISD Safety Program. February 2015 School Board discussed and took action on adopting Safety Program. Adopted CKC & GKA Local to allow the implementation of Safety Program. March 2015 Distributed interest surveys to AISD staff and Board. March 2015 Selection Process for interested individuals. June 2015 Held CHL Class. June 2015 Conducted psychological analysis of those selected. June 2015 Purchased safes, vests, and pepper spray for all district offices and school buses. July 2015 Installed safes on all district property. July/August 2015 Staff participated in Texas Firearms Training Academy. (3 day/24 hour training) August 2015 Trained staff on safes and pepper spray.

Response Time Mass shootings typically last 5-7 minutes The average police response time is 3-5 minutes. Possibly longer in more rural areas. This would be when the first officer would arrive, it will take much longer for additional responding officers. Typically these shootings end when the aggressor is challenged by law enforcement or armed citizens.
Police reaction to program Communication and training is a must Most law enforcement officers like the idea We just can t get there fast enough How do you react when police make entry? How do you identify yourself to police?
Initial Training 3 Day Training Members will shoot approximately 600 rounds each Must qualify with the weapon that they will carry Same qualifications as police officers Members also receive training on providing first aid for treating gunshot and knife wounds Participants are put through real life scenarios in a school setting (with and without use of force) All training is done by law enforcement officers
Training Simulator Gun Range Active Shooter Scenarios Annual Qualification
Simulator All Defender Program personnel train annually on an interactive simulator that puts them in real life scenarios.
Range Training Must certify with weapon at initial training and again annually Range membership is paid for by the district Range will keep a log of dates and times that members shoot Range provides support for shooters and tips to improve Shooting log is retrieved periodically to review participation, and also provides documentation for the district
