Principality of Monaco Guidelines for Pre-Proposals Which People May Submit Unsolicited or in Response to a Request for Proposals (RFP) In order to reduce the amount of paperwork for researchers, the Foyle Research Institute of Monaco (FRIM) will be using a "Pre-Proposal" system, whereby researchers will be requested to submit a 1-3 page executive summary of the research they are proposing. Using such a system serves both the researchers and FRIM, in that researchers do not have to spend a great deal of effort developing a fully detailed proposal and risk it not being accepted for funding. And the Pre-Proposals will also enable FRIM to quickly determine if the proposal being made is one that FRIM would consider funding. If a Pre-Proposal is selected for further consideration for funding, then the proposer(s) will be requested to provide a full proposal in greater detail, and forms and/or guidelines for the more detailed proposal will be provided at that time. The Pre-Proposal summary should include the following elements and address the following questions and/or issues: 1. Title of Project: 2. Principal Investigator s name, title, institution, and contact information and a short biography; 3. Proposal Summary: Include research and/or development objectives, research plan and design, and methods for achieving these objectives: 4. Transformative Implications: Please state how the research and/or development proposal you are making is very innovative, disruptive, revolutionary, or otherwise transformative for humanity, animals, plants, the environment, or society at large, Page - 1

5. Key Personnel: Please state the names, degrees, and institutional affiliation of the key people who would be working with the principal investigator on this proposal, and the roles they would play. Bios and CVs are not necessary at this time; 6. Institutional or Corporate Location, Facilities, and Equipment: Briefly state where you would be conducting your research and/or development, what facilities and equipment you currently have available that you can use to achieve your proposal objectives, and what additional facilities and equipment, if any, you would need. 7. Budget Range: Please indicate a budget range that you expect you would need to achieve the objectives in your proposal, such as $10K- $25K, $ 50k- 100K; $250K -$500K, $1 million-$2 million; etc. Please be aware that efficiency and thrift are among the criteria that will be used to evaluate budget ranges; Other Information Related to Pre-Proposals: Requests for Proposals (RFPs) and Subject Areas of FRIM Interest: Requests for Proposals (RFPs) in specific subject areas of FRIM interest are being developed, and will be sent to individual researchers and organizations whose expertise and prior record of research indicate that they would be able to successfully carry out the research and other objectives noted in the RFPs. Other general RFPs may be periodically posted on the FRIM website. The Foyle Research Institute of Monaco will be funding highly innovative research projects, which include visionary and sometimes controversial subjects that may not be recognized or fully accepted at this time by mainstream medicine and science. This funding will concentrate in seven key areas: 1) Aeronautical and Space Sciences, especially advanced propulsion systems, anti-gravity technology, torsion field technology, space warp drives, time travel, and related technologies, as well as Unexplained Aerial Phenomena (UAPs) 2) Archaeology and Ancient Civilizations, especially Pre-Maori societies in New Zealand, ancient sunken cities off coastal India, unexplained megalithic ruins, such as Gung Padang in Indonesia, Nan Madol in Pohnpei and elsewhere; Page - 2

3) Consciousness: especially mind-body interactions, the placebo effect, spontaneous remission of cancer, quantum consciousness, non-locality interaction, psychomeuroimmunology, and the origin of consciousness itself; 4) Energy and Environment: especially transformative energy research and development, such as zero-point energy (ZPE), vacuum field energy, electrogravitics, and torsion field technology, to replace fossil fuels, and minimize man-made global warming; energy based pest repellents to replace chemical pesticides; 5) Historical Mysteries, Pre-Columbian discoveries of the Americas, Pre-Clovis cultures in the Americas, unexplained questions about Sept. 11, and advanced ancient technologies; 6) Life Sciences: all areas from anti-aging to zoology; but especially antiaging and rejuvenation research; food crop yield enhancement using energy based stimulation methods; bionics and immunotherapy research; cryptozoology and unrecognized hominids; 7) Medical Therapeutics: especially energy based, non-ionizing, and non-pharmaceutical therapies, transformative alternative and complementary medical therapies; Who Is Eligible for Funding: Any individual, organization (tax-exempt or non-taxexempt), or profit corporation anywhere in the world is eligible for funding by the. Since the FRIM is located in Monaco, we are free to provide funding for nearly any person or legal entity in the world. So please do not hesitate to submit Pre-Proposals if you have already established a for-profit corporation and do not have, or are not part of a nonprofit, tax-exempt organization such as a university or other non-profit institution. Length of Pre-Proposals: All Pre-Proposals must be 1-3 pages in length. Number of Pre-Proposals Allowed: Unlimited; Please feel free to send in any number of "Pre-Proposals", since if one is not accepted at this time, another might be. Unsolicited Proposals: Unsolicited proposals will be accepted and considered, even if the proposal is not in response to a specific Request for Proposal (RFP). However, the proposed research of any unsolicited proposal must be highly innovative, revolutionary or transformative in nature, and have a potential Page - 3

widespread impact on helping humanity or solving some problem that humanity faces. Priority of Projects: Please be informed that no Pre-Proposals will be rejected perse. However, priority will be placed on those proposals that are highly innovative or transformative in nature, those that have near term applications, and those whose research team have the capability and facilities for conducting the research proposed. Impact of Proposed Research: We want research and/or development proposals that have very high impact potential, are paradigm shifting, revolutionary, disruptive to the status quo, or otherwise transformative. We are not interested in incremental or evolutionary research proposals that merely make some small addition to the existing body of research knowledge or technology. Basic Research versus Applications: Our focus will be heavily on applications and the development of revolutionary devices and methods that are transformative for humanity and/or the environment, and can be developed and used in the near term. FRIM will observe the following general research guidelines and principles: Examine and investigate claims of apparent anomalous and unusual phenomena in the seven stated fields detailed on the Areas of R&D page; Carry out investigations in a scientific, objective and methodical manner, evidence based; Not to allow investigations to be swayed or channelled in one direction or another by political or personal aims, or by the whims of individuals; Carry out investigations in a spirit of open enquiry, without prejudicial bias; Not to carry out investigations which duplicate the work of others; Page - 4

Not to carry out investigations unless they are likely to result in an evidential conclusion, one way or the other, or a workable prototype of a device; Not to carry out investigations which are likely to result in an inconclusive outcomes, because of lack of firm evidence. Ideas or Proposals Outside Your Area of Expertise: We recognize that people sometimes have brilliant ideas that occur to them, but are outside their main area of expertise, and which research they themselves would not be able to conduct. However, we encourage you to submit the idea anyway as a hypothetical proposal or suggestion just written as a narrative, if you wish. If selected for further review, FRIM will search the world and find researchers who would be willing and capable of doing the proposed research and development. And you will, of course, be credited with having originated the idea or proposal, and may also participate, if you so wish to do so. Research You Would Like to See Initiated, But Which You Are Unable to Do, or Are Prevented from Doing Yourself: The FRIM also realizes that there are many researchers who are faculty members or graduate students of colleges and universities who have the ability and facilities to conduct transformative research they would like to propose and conduct. However, due to lack of time, life stage, professional stage, or due to departmental politics, scientific correctness, political correctness, faculty biases, or other reasons, you may not be able to propose or even suggest doing certain research by going through normal channels at your university or institution, without engendering ridicule and criticism, and thereby jeopardizing your career, reputation, or professional advancement. In such cases, please feel free to send in your ideas or pre-proposals of projects, and if selected, we will find or provide facilities where your suggested research or project can be discreetly conducted, without political or other outside interference. In addition, the FRI will act with the greatest discretion so that there will be no negative publicity about your project or impact on your career. Evaluation and Selection for Pre-Proposals: All Pre-Proposals will be evaluated by the FRIM Proposal Evaluation Committee based on the required elements, Page - 5

impact guidelines, and general principles noted above, and selections will be made of some pre-proposals for further consideration. Detailed Proposals and Funding Decisions: Whenever a Pre-Proposal is selected for further consideration, the researcher will be contacted and a full, detailed proposal will be requested. Necessary forms and guidelines will be provided at that time. These detailed proposals will then be further evaluated and funding decisions made. Funding: The researchers whose detailed proposals have been selected for funding will be notified in writing with a funding offer, which may be a direct grant, equity funding of a start-up company, or some other form of funding. Pre-Proposal Deadlines: There are no deadlines for the receipt of Pre-Proposals, and they will be accepted on a continuing basis. Obviously, however, the sooner you submit your proposal, the sooner it can be reviewed, and the greater chance it will have of being funded. Submit Pre-Proposals only as Word Documents or PDFs: Please submit your Pre- Proposals only as Word documents or PDFs, and since they will be only 1-3 pages, they can be easily attached to emails.
