CONTXT The London Borough of Richmond upon Thames Council (LBRuT) is divided into 5 Directorates, with Adult & Community Services (ACS) being one of the largest directorates. ACS leads on many key adult and social care initiatives jointly with NHS organisations and works in partnership with a number of other organisations across the Borough. LBRuT is continually reviewing its structures and ways of working in order to provide the best services possible for residents, in the most efficient way. As a result the key tasks in any job may be varied and the post holder will be expected to take on such variations consistent with the level of responsibility of the post. Context for the specific role The Commissioning Care Services Division is one of 4 sub-divisions within the Directorate. With the largest budget, it oversees the delivery of community-based support services to the population within LBRuT, promoting personalised and selfdirected support arrangements. Services (including social work, occupational therapy, Reablement and brokerage) to younger adults (18-65), people with a learning disability, people with physical and sensory disabilities, and people over the age of 65 are through community based teams. Our older people, disability and sensory services are provided through joint teams with Hounslow and Richmond Community Health Care NHS Trust. Our Mental Health Services are integrated with the NHS. This role forms part of the Safeguarding Team responsible for overseeing robust, high quality and timely safeguarding responses and interventions to adults at risk within the community of Richmond, working directly with front line teams and acting as a resource to support them. As lead operational practitioner, the holder of this post will be expected to develop and co-ordinate Safeguarding Adults systems and practice for continuous improvement in delivery of services and to ensure compliance and good practice in line with No Secrets guidance (HSC 2000/07) and to work closely with all key partners to enable and achieve this.

1. PURPOS AND RSPONSBLTS The Safeguarding Adults Co-ordinator (Adults at Risk &DoLS) will work as part of the Safeguarding Team. This role will have both a generic safeguarding function within Adult and Community Service, in conjunction with the Safeguarding Adults Co-ordinator (Adults and Risk & Practice Development), as well acting as the lead operational practitioner in relation to the Deprivation of Liberty Safeguards (DoLS). This role will promote and develop local provision to meet the legislative requirements of the Deprivation of Liberty Safeguards within the Mental Capacity Act and all other related, relevant and subsequent legislation/guidance, coordinating (and occasionally undertaking) DoLS Best nterest Assessments. Generic Duties 1. Act as professional advisor to staff in the health and social care sector throughout the London Borough of Richmond upon Thames, providing advice and guidance on Safeguarding Adults and operational policy, practice and continuous improvement. 2. Support Senior Managers, Team Managers and Safeguarding Adults managers (SAM) 1 in discharging their safeguarding responsibilities ensuring robust coordination, liaison and delivery of specific actions as required. 3. Promote, develop, maintain and monitor operational links with all partners to promote effective multi agency Safeguarding Adults practice and awareness of Mental Capacity and the Mental Capacity Act. 4. Assist the Safeguarding Adults Partnership Board, Head of Safeguarding and Safeguarding Adults Professional Development Adviser in the development and delivery of the workforce strategy for safeguarding, Mental Capacity and deprivation of Liberty Safeguards. 5. Develop and maintain appropriate links with the Quality Assurance Team, including reporting to and/or attending relevant care governance fora. 6. Support and assist as necessary the Safeguarding Adults Co-ordinator (Adults at Risk & Practice Development), including taking the lead in developmental work on such occasions as proves necessary. 7. Provide reports, with recommendations, to the Head of Safeguarding, Chairs of Safeguarding Adults Partnership Board sub groups and others as required. 8. Maintain a record of advice and information requests in order to identify gaps in knowledge and training needs for the department. 9. Make recommendations for improvements in standards of service delivery and assist in the implementation thereof. 1 SAM is a generic term used to describe a person who has lead management responsibility of an adult Safeguarding nvestigation

2. SPCFC RSPONSBLTS Operational Safeguarding 1. Support, guide and mentor operational Adult Community Services staff and Team Managers (North Borough ACS Teams, the Access team & learning disability team) in relation to specific cases for safeguarding adults at risk. 2. Coordinate complex investigations and/or chair safeguarding meetings as necessary in complex cases where there is a significant safeguarding concern and where other chairs would not be appropriate, or are unavailable. Deprivation of Liberty safeguards 3. Act as the lead practitioner for the implementation of the processes and statutory systems in relation to the Deprivation of Liberty Safeguards (DoLS) across the Borough, ensuring that effective operational links are in place to support consistent and appropriate DoLS decision making between statutory and other agencies. 4. Support the on-going training and recruitment of Best nterests Assessors to ensure that Richmond Council and NHS Richmond have consistent capacity to undertake statutory assessments, including reviews and re-assessments, within the identified timescales under DoLS. 5. nsure that there is an effective Best nterest Assessor rota facilitating timely allocation of a Best nterest Assessors when a request for Authorisation is received under DoLS and that appropriate support is made available for professional colleagues undertaking the Best nterest Assessor role. 6. Develop, implement and maintain robust systems for receiving and screening requests for authorisation under DoLS in order to prepare for assessments and equally for scrutinising assessments in preparation for the Supervisory Body. 7. Oversee the timely and appropriate appointments of Responsible Persons and ndependent Mental Capacity Advocates. 8. Develop and maintain robust links with the Office of the Public Guardian, including the Court of Protection and monitor that appropriate representation is made to the Court of Protection where necessary and in appropriate liaison with Legal Services. 9. Work with the Quality Assurance Team to ensure that care service providers operating in the Borough having received sufficient information including training for operational managers relating to the discharge of their duties within the Deprivation of Liberty Safeguards and their roles and responsibilities within the MCA. 10. Advise the Head of Safeguarding and others to ensure that Deprivation of Liberty Safeguards and Adult Safeguarding are taken into account in corporate and directorate strategic and operational plans, and policy development.
