Background and Mandate SBI 42 Conclusions FCCC/SBI/2015/10, paragraph 29 The SBI noted the requests from non-annex I Parties for further technical support aimed at improving their domestic capacity to facilitate continuity in meeting reporting requirements through training on the use of the Intergovernmental Panel on Climate Change (IPCC) 2006 IPCC Guidelines for National Greenhouse Gas Inventories, building sustainable national greenhouse gas inventory management systems, and understanding and applying best practices relevant to the setting up of domestic measurement, reporting and verification systems. It encouraged the secretariat, in coordination with UNEP and the United Nations Development Programme (UNDP), to make every effort to ensure that the relevant training is made available to all non-annex I Parties. Update on Capacity Building Projects and CGE Training Materials The UNFCCC Secretariat lead capacity building pilot projects with partner institutions, testing materials/tools to support the establishment of sustainable national greenhouse gas inventory management systems: South-East Asia (2008 2014) Eastern and Southern Africa (2011 2014) West Africa (2014 2017) In 2012, the CGE updated its training materials taking inputs from this experience on national GHG inventories, including: national arrangements building sustainable national GHG inventory management systems Regional hands-on training workshops on the building of sustainable national GHG inventory management systems and 2006 IPCC Guidelines: Namibia, October, 2015 Lesotho, March, 2016 Two additional workshops in 2016 (Asia-Pacific/Eastern Europe, Latin America and Caribbean) 3

Regional Hands-on Training Workshops (2015-2016) The regional hands-on training workshops will be conducted in collaboration with partner organizations (2015-2016) using, among others, CGE and IPCC training materials Africa (Namibia) October 2015 Africa (Lesotho) March 2016 Latin America and the Caribbean June 2016 Asia-Pacific and Eastern Europe September 2016 Primary objective: providing tools to establish or strengthen national institutional arrangements to support enhanced reporting of national GHG inventories, linking it with the use of the 2006 IPCC Guidelines. 4

Objective and expectations from the Workshop Disseminate, and start implementing, tools to support the establishment of national GHG inventory management systems Link the tools disseminated/used to daily work of national GHG inventory experts and/or coordinators at various stages of GHG inventories development, and discuss how the approach can be applied for other areas of Climate Change related projects/reports Share country experiences and possible lessons learned Active participation in the hands-on training sessions and plenary discussions Provide feedback on the design and content of the workshop 5
