STATION 1 Welcome Display 1 of 2 INTERSTATE-70 / NEW STANTON INTERCHANGE PROJECT Welcome BUSINESS OWNERS UPDATE MEETING January 31, 2013 PROJECT UPDATE Welcome to this afternoon s Business Owners Update Meeting, conducted by Engineering District 12-0 of the Pennsylvania Department of Transportation (PennDOT). This meeting is intended for businesses in the Interstate-70 New Stanton Interchange Project area, to provide an informational update of project developments since PennDOT s participation in a meeting of business owners on July 3, 2012. During that meeting, conducted by business owners, PennDOT heard the interests and concerns of local businesses, many of which included access, traffic flow, connectivity north and south of I-70, a potential Rachel Drive extension, and more. Since the July 3 meeting, PennDOT and its project team, led by URS Corporation, of Pittsburgh, conducted 20 public involvement-related meetings with individual stakeholders to further explore local interests and support project development. Preliminary engineering for the New Stanton Interchange Project is approximately 95 percent complete, with the preliminary engineering design plan and final rightof-way plan undergoing final checks. Since last Summer s Business Owners Meeting at the New Stanton Fire Hall, the project team received environmental approval for the project; adjusted the new interchange location slightly eastward; incorporated the Rachel Drive extension with a new, third roundabout connection to the Bair Boulevard extension; identified the extent of improvement to the local roadway network including intersection improvements to Pennsylvania Avenue, Byers Avenue and Bair Boulevard with Center Avenue; and addressed business access considerations. www.i-70projects.com

STATION 1 Welcome Display 2 of 2 INFORMATION STATIONS Today s meeting is organized in an open house format with a series of informational update stations arranged by location within the project area (information stations three, four and five). Attendees are free to visit any or all of the informational stations where project team members are available to discuss project updates by location and answer any questions. The project team is equipped with clipboards to record your comments and questions so that follow-up may be conducted as needed. Comments may also be provided via a general comment form that was provided upon registering your attendance. Station 2 Project Schedule and General Update Station 3 I-70 Mainline, Interchange and Roundabouts detail Station 4 Mainline South (Pennsylvania Ave and South Center Ave) Station 5 Mainline North (Bair Blvd, Byers Ave, Rachel Drive and North Center Ave) Station 6 PennDOT s Right-of-Way Process Station 7 Comment Area (to complete and deposit your comment form) What s Next PennDOT will begin final design by this Spring, which will include detailed development of the preliminary design to identify: materials, quantities and associated cost estimates; construction phasing and related traffic controls; and preparations of documents necessary to let the project for public bids. The final design phase will take about 18-24 months to complete followed by project bid letting by Summer 2015. PennDOT will maintain open lines of communication with the business community throughout final design to identify construction way-finding and trailblazing opportunities to direct motorists through the local road network to and from the interstate during the different phases of construction. The right-of-way acquisition phase of the project will be conducted concurrently with final design by PennDOT s Right-of-Way Unit, supported by Arrow Land Solutions, of Altoona. The right-of-way process will be conducted confidentially with individual claimants, and pre-meetings are tentatively planned for late February/ early March 2013. Right-of-way personnel from PennDOT and Arrow Land Solutions are available at informational station # 6, to answer general questions about PennDOT s right-of-way process. A construction start is anticipated in 2015.
