POLICY STATEMENT Wiltshire Police acknowledges the vital role of intelligence in the prevention and detection of Crime and in protecting the public and property.one specific area within this process is the Covert Human intelligence Source (CHIS). CHIS will be managed and controlled by the Dedicated Source Unit This has been defined in the Regulation of investigatory Powers act 2000; A person is a CHIS if : They establish or maintain a personal relationship with a person for the covert purpose of facilitating the doing of anything falling with paragraphs (a) or (b) (a) They Covertly use such a relationshipto obtain information or to provide access to informationto another person, or (b) They covertly disclose information obtained by the use of such a relationship or as a consequence of the existance of such a relationship POLICY AIM The management function of the controling and handling of a CHIS will be conducted with an ethical and proportionate approach, managed by a DEDICATED SOURCE UNIT Each individual CHIS will be treated in a professional, confidential and non-discriminatory manner. We aim to ensure that all procedures and working practices will be conducted with the highest integrity within Governing legislation and guidance APPLICABILITY This applies to all who work for Wiltshire Police.
