REQUEST FOR PROPOSAL School Improvement Grant (SIG) Cleveland, Mississippi I. Introduction Cleveland School District requests that your company make a proposal for your services as External Lead Partner in fulfilling the School Improvement Grant (SIG) for Pearman Elementary School. The following proposal request will outline the project goals and detail the format you should submit your proposal. Please read the timeline carefully. In order for your proposal to be considered, your proposal must meet our deadlines included in the timeline under Section 2.02. Section 1.01 Location Your bid is for External Lead Partner in fulfilling the operation on the School Improvement Grant (SIG) awarded to Pearman Elementary School, 420 Robinson Drive, Cleveland, MS 38732 Section 1.02 Management Dr. Jacquelyn Thigpen, Dr. Lisa Bramuchi, Mr. Auther Johnson will be managing this project. They will be on location during the project. Dr. Lisa Bramuchi will be responsible for the project's timely completion. The Project Section 2.01 Mission Pearman Elementary School is currently designated in year one of priority status. Through SIG Cleveland School District feels we can garner the resources, support, and training to dramatically impact student achievement and teacher effectiveness at Pearman Elementary. It is through the services of an External Lead Partner that the school district hopes to transform Pearman Elementary School to a successful school. Section 2.02 Project Specifications The External Partner/transformation specialist will provide Year 1 25 days of training in ELA 25 days of training in math 10 days of training in Leadership for the Principal 6.5 days of training in data coaching Year 2-20 days of training in ELA

20 days of training in math 20 days of training in Leadership for the Principal 6.5 days of training in data coaching Year 3 20 days of training in ELA 20 days of training in math 10 days of training in Leadership for the Principal 5 days of training in data coaching Year 4 2 days of training in ELA 2 days of training in math 0 days of training in Leadership for the Principal 0 days of training in data coaching Pearman Elementary needs on-site reading and math coaches to work in the classrooms demonstrating lessons and leading teachers in professional development on how to teach the MSCCR State Standards. In addition, to ensure sustainability, Pearman Elementary needs leadership coaching for the administrative team. Job-embedded professional development will be provided on-site by the External Lead Partner to Principals, Instructional Coaches, Literacy Coaches, and teachers. Data coaches will be a part of the External Lead Partner agreement. Consultants will work with teachers and leaders in the classroom, as well as in workshops, group/collaborative and individual meetings. They will model best practices in class, so teachers can see effective teaching in action with their own students or actions including observations and conferencing for principals. The teachers have defined what will be taught each nine week grading period. All teachers will participate in professional development that outlines and explains MSCCR standards and objectives. Assessments aligned with the MSCCR objectives and standards will be designed by the teachers. Guidance will be provided by Lead Partners to school administrators, Instructional Coaches, Literacy Coaches, teachers and district personnel. An in-depth analysis will be conducted with State testing results by the new External Partner/Transformation Specialist Consultant to determine strengths and weaknesses and these will be developed into a plan of improvement for the school. The new External Partner/Transformation Specialist Consultant will provide data training for all teachers at Pearman Elementary. Through this training the teachers will understand how to develop instruction that is driven by the data. Specific data used, both at the beginning of the project to understand existing challenges, capabilities and goals, and throughout to monitor and gauge progress is directly responsible for the effectiveness of the service. This process will ensure that every recommendation and action is driven by actual need and allows for dynamic adjustments during the course of both training and job-embedded coaching, investing efforts where they re needed most. In this project, we will focus on:

Identifying gaps in learning Facilitating the development of action plans that outline the practices necessary for the participants to meet goals Supporting school leaders and teachers in their use of identified data to create an instructional program that addresses student needs and meets goals as outlined in the project. Providing professional development to groups for effectiveness in the following areas: 1. Instructional and Transformational Leadership 2. Gathering, Analyzing and Applying Data (both formative and summative) Professional Development 3. Literacy Across Disciplines Reciprocal Teaching Explicit Comprehension Instructional Strategies Text Complexity Academic Vocabulary 4. Mathematics Instruction Support the teachers and administrators in meeting Mississippi Principal and Teacher Effectiveness System requirements Assist with scheduling to provide time for interventions to maximize academic learning time Provide support to develop structures and processes to support data teams, administrative teams, subject area teams, and others for the purpose of analysis of data to improve instruction. Teams will be trained to disaggregate data to use the data to develop a school plan and individual teacher professional development plans. In addition, data from NWEA MAP tests will be used to track the progress of students each nine weeks. Data will be used to identify and implement an instructional program that is research-based, vertically aligned, aligned with State academic standards and the state adopted MSCCR standards. The continuous use of student data will inform and differentiate instruction to meet the academic needs of individual students. Section 2.03 Contractor Requirements The Lead Partner shall have a proven track record in improving student performance that is quantifiable. The Lead Partner must be a provider of professional learning services that uniquely combines deep instructional job-embedded expertise, innovative technology tools, and targeted digital content library that ensures sustained professional growth and improved student learning. Their primary focus must be improving instructional practice in the classroom. The Lead Partner must provide at least three references of successful turnaround in the public school sector. The Lead Partner must, at a minimum, provide the following ongoing job embedded high quality professional development: Experienced Consultants with at least 10 years of classroom teaching experience and proven success as instructional leaders in the content area in which they consult.

A representative serving also as a data coach with the following responsibilities (6.5 days for year 1, 6.5 days in year 2, 5 days in year 3, 0 days in year 4) Data Coach role and facilitator Increased learning time advisory Parental and community involvement advisory Effective hiring, interviewing, appraisal/evaluation advisory Section 2.04 Timeline In order to complete our mission, we have set the following timetable. This timetable is subject to change by the managers of this project. The Proposal

(a) Expectations Contracts will be awarded based on the information presented in the proposals received. We will award contracts based on the proposal expected to be the most beneficial to our project based on a variety of factors. Cleveland School District reserves the right to award more than one contract, accept the lowest price offer, award contracts before the proposal deadline listed in the timeline, award contracts before all proposals are received, and refuse any contract without obligation to Cleveland School District or to the company offering the proposal. (b) Response Deadline Please forward a letter of intent by August 18, 2017 if you intend to submit a proposal. Likewise, if you do not intend to make a proposal, please forward a no-bid letter by the same date. (c) Proposal Deadline All proposals must be received by Cleveland School District by September 1, 2017 to be considered for their contribution to School Improvement Grant (SIG) as the External Partner. (d) Selection Criteria All offers submitted will be considered based upon the materials provided in the proposal. Consideration will be given to performance projections as well as cost and staff requirements. Only those proposals submitted by the deadline above will be considered. The following criteria will be the primary considerations for selecting a proposal: 1. Submission of all proposals in the correct format by the stated deadline. 2. The perceived effectiveness of the proposal's solution for Cleveland School District's stated mission. 3. The perceived ability for the proposing company's ability to deliver their services set forth in their proposal. 4. The proposing company's past performance and track record with SIG projects in delivering such services. 5. Availability of sufficient high quality personnel with the required skills for the specific approach proposed. 6. Company must have been in business for at least three years. 7. The proposing company must show success results in a minimum of five (5) schools. 8. Overall cost of the proposal. Cleveland School District may suspend or discontinue proposals at any time without notice or obligation to the company that submitted the proposal.

(e) Proposal Format: Cleveland School District suggests that you include the following information in your proposal. Proposals should adequately address the details of the proposed contract. (i) Contractor Summary (ii) Capabilities and Methodology (iii) Expected Results (iv) Executives, Staffing, and Management (v) Communication (vi) Equipment (vii) Expense Breakdown (viii) Expense Summary (ix) Licensing and Bonding (x) Insurance (xi) References Section 3.02 Proposal Details (a) Contractor Summary Include a brief history of your company including your past experience in dealing with similar projects. Also include the owners' names or those persons authorized to sign contracts for your business. (b) Capabilities and Methodology Detail your company's capabilities in delivering the requests in this proposal. You should use this section to outline specifically your proposed method for achieving your goal. This should include a detailed timeline of milestones for completing the project. (c) Expected Results Use this section to summarize the expected results of your methodology listed above. This should include a summary of your timeline for completing the project. (d) Executives, Staffing, and Management List the high level executives or officers in charge of completing the project and a summary of their background. You should also use this section to list the projected staffing and management necessities and their estimated cost. Specify how you will obtain the staff to complete the project. (e) Communication Explain how you intend to communicate between executives, management, and staff in addition to how you will communicate to the project manager to ensure the project stays on schedule.

(f) Equipment Detail the equipment necessities as well as their estimated cost. If you will need additional services or space from Cleveland School District you should list those requirements here with a brief explanation (g) Expense Breakdown Build a detailed list of all expected expenses. (h) Expense Summary Give a brief summary of the total costs for your proposed contract. You may also include a brief explanation of the contributing costs to the total cost. (i) Licensing and Bonding If applicable, include the details of your licenses and bonds for the services you are proposing. If possible, enclose proof of your licenses and bonds (j) Insurance If applicable, provide the details of insurance your company will provide for your staff and the project. (k) References Provide 3 Letters of References for similar past projects.
