The HC/MC-13 Recap Capabilities Development Document (CDD) defines a common baseline configuration for the weapon system and a FY 212 Initial Operational Capability. The JROC validated the CDD in Nov 27. The President's Budget, PE 64261F, Personnel Recovery Systems included funds for CSAR-X and HC/MC-13 Recap projects. The PB separates the two projects into distinct PEs (65277F and 65278F, respectively) to provide more budget clarity. HC/MC-13 Recap was a New Start. Procurement funding for HC/MC-13 Recap is included in Air Combat Command PE 27224F and Air Force Special Operations Command PE 2723F, as reported in P-Docs. The PB requests RDT&E for systems engineering, integration and test of mature, fielded capabilities (eg., electro-optical-infrared imaging, Universal Aerial Refueling Receptacle Slipway Installation (UARRSI), Enhanced Cargo Handling System (ECHS) and Enhanced Service Life (ESL) Wing, Combat Systems Officer crew station, and other modifications) with medium-transport aircraft for the HC/MC-13 Recap aircraft.
