City Council Information Letter December 2, 2016 Georgia Department of Transportation Quick Response Funding Program to Alleviate Traffic Congestion As my office has recently experienced additional complaints from both residents and daytime commuters who are employed in various companies and organizations located in College Park relative to higher levels of traffic and resulting congestion at the northbound Interstate 85 exchange and the Camp Creek Parkway/Lee Street vicinity, please be advised that direction is being offered to pursue immediate funding from the Georgia Department of Transportation's (GDOT) Quick Response Program. As referenced in the attached letter to GDOT Traffic Operations Manager Edlin Regis, opportunities to this effect include necessary lane width adjustments, as well as relocation of stormwater inlets to accommodate noted traffic activity. Given the criteria of the Quick Response Program, staff feels that the City of College Park will become successful as outlined. We therefore anticipate a favorable response in the coming weeks. Considerations Regarding Utility Related Software Upgrades With pending conclusions of Advanced Metering Infrastructure implementation, including the need to continue to collect accurate utility customer usage and billing data from the North Star software package, Director of Information Technology Michael Hicks is being asked to perform a cost analysis to help the City of College Park to consider other software options available to our organization. As referenced in the attached electronic mail message from Director Hicks, this includes the possibility of

City Council Information Letter December 2, 2016 Page2 migrating related data from North Star to New World, or perhaps some other service provider so as to achieve seamless and continuous integration accordingly. An opportunity for direction to this effect, including applicable budget adjustment and service contract revisions, will therefore be offered during the January 3rd workshop meeting. Airbnb Enforcement Protocols in Non-Conforming Zoned Areas of the Community Given recent direction and clarification to essentially require Airbnb establishments in our community to become permitted with the proviso that they are located in appropriately zoned areas and/or districts in College Park, please be advised that both City Planner Lauren Blaszyk and the Department of Inspections Code Enforcement Division are working to identity property owners located in residential areas engaged in short-term rentals. Recent efforts to this effect have resulted in one College Park Municipal Court case, involving a property located on Walker Avenue. This particular matter is anticipated to be resolved via a trial (as requested by the property owner) later next month. Meanwhile, staff is being asked to consider the introduction of additional ordinance considerations that will clearly outline specific guidelines and regulations respectively. Resulting recommendations are therefore anticipated for the January 1 ih meeting. Health Insurance Benefit Audits and Outcomes During a recent review of invoices from health care provider Kaiser Permanente, the Department of Human Resources and Risk Management was able to reconcile transactions involving employees who are no longer participating in the plan. This practice, essentially, a departmental task that is now performed on a monthly basis, is resulting in more accurate billings to the City of College Park, including applicable costs savings. In fact, as referenced in the attached electronic mail message from Director of Human Resources and Risk Management Rose Stewart, the most recent exercise to this effect realized a savings of $65, 752.65 on the Kaiser invoice alone. Accumulated totals from this practice are to therefore be tabulated towards the end of the program year, enabling budgetary considerations

Meanwhile, much appreciation to Director Stewart and her staff for a job well done, yielding meaningful analysis and a resulting positive outcome. Calendar of Meetings. Activities. and Functions With the resumption of normal business operations and work schedules after the Thanksgiving Holiday, various members of city administration were able to initiate tasks a few days ago necessary to consider 2017 federal legislative priorities. My office, including several department directors and Executive Team members, will therefore host a meeting next week with representatives of The Ferguson Group to plan and summarize strategies and direction accordingly. Resulting recommendations will therefore be offered publicly to Mayor and City Council in January. We have been notified by citizens and commuters that we are now having significant traffic backup via Interstate 85, Northbound and the Camp Creek Parkway State Road 6 exit ramp, crossing under and over Main Street. Hartsfield Jackson Atlanta International Airport is just east of downtown College Park. Additionally, with new air cargo depot expansion plans, accompanying new development, and programed improvements, more traffic is projected to impact the region. This includes the United States Southern Regional Headquarters of the Federal Aviation Administration being located just east of College Park City Hall, which has executed a new lease agreement for additional years, increasing the number of employees at this operation from roughly 800 to 1, 13 7. As Special Projects Administrator Jackson Myers and yourself recently discussed over the telephone, we are requesting approval of a Quick Response Project, which from our understanding, funds can be used for operational projects such as restriping, intersection improvements, tum lanes and other enhancements than can be implemented in a short period of time and for under $200,000. This proposal will take us from version (6.3.1) to {6.4.9) According to the documents/contract I received from City Clerk's office we pay an annual fee of $327,000 dollars for Northstar software. The upgrade fee is an additional $132,000 and it is centered around professional services. I would like to conduct further research on another utilities billing software that maybe a better fit for our seamless integration with GE-AMI electronic meter software. Our goal is to have a software package that permits changes, additions, modifications, and most of all renders clean customer billing. William Moore, Dwayne, Charles, and I were given a presentation by "New World" relative to their new UTILITIES module last week. William liked the new features and functionality. I am expecting to receive pricing from New World tomorrow, I will meet with William and put together the pro's/cons of each system and render my decision.
