Date the Amendment Review was transmitted to DEO: 7.* Description of the Amendment: This is a Pinellas County staff review and recommendation to the Local Planning Agency on a proposal to amend the Transportation Element of the Pinellas County Comprehensive Plan by adopting proposed changes to 12 maps and 3 tables and objectives and policies pertaining to the St. Petersburg Clearwater International Airport. The proposed amendments are described below: 1. Objective 2.1 and 2.2 and policies 2.2.1, 2.2.3, 2.2.6, 2.2.7, 2.3.3 and 2.4.2 area proposed for revision to recognize the Federal Aviation Administration approved Airport Layout Plan to identify planned construction projects. Policy 2.2.4 is proposed for revision to remove a reference to the Airport Terminal Plan, which is outdated and currently under revision. Policy 2.3.4 is proposed for deletion because noise mitigation procedures are not addressed in the Airport Master Plan. 2. Table 1-1, Deficient Road Segments Existing Conditions, is proposed for revision to update traffic operations and transportation improvement information with data from the 2010 Metropolitan Planning Organization Level of Service Report, the Fiscal Year 2011/12 2015/16 Metropolitan Planning Organization Transportation Improvement Program and the 2035 Metropolitan Planning Organization Long Range Transportation Plan. 3. Table 1-4, US Highway 19 (Klosterman road to Whitney Road) Existing Conditions, is proposed for amendment to update with data from 2010 Metropolitan Planning Organization Level of Service Report. 3

Table 1-5, US Highway 19 Long Term Schedule of Capital Improvements, is proposed for amendment to update with data from the 2035 Metropolitan Planning Organization Long Range Transportation Plan. 5. Figure 1-1, Existing Lane Configurations Major Road Network, is proposed for amendment to reflect current conditions and to be consistent with 2035 Metropolitan Planning Organization Long Range Transportation Plan. 6. Figure 1-3, Existing Level of Service Major Roadway Network, is proposed for amendment to reflect data from the most recently approved Metropolitan Planning Organization Level of Service Report. 7. Figure 3-2D, Functional Classification South Pinellas County, is a proposed amendment to change the designation on Blind Pass Road from 75 th Street to Gulf Blvd. from a minor arterial to collector facility. 4

16. Figure 4-1, Pinellas Trailways Plan, is proposed for amendment to reflect completion of recent trail projects, including portions of Elfers Trail, Bayway Trail North and Skyway Trail, Downtown Connection Trail and the closing of the Friendship Trail. 17. Figure 5-5, Pinellas Suncoast Transit Authority Bus Routes, is proposed for amendment to revise and rename to PSTA Transit Network, Planned Premium Bus Lines and Existing Bus Routes. The revisions include updating the existing Pinellas Suncoast Transit Authority bus routes, park and ride lots and intermodal center locations and adding the planned premium bus line network as identified in the 2035 Metropolitan Planning Organization Long Range Transportation Plan. All objectives and policies associated with Goal 2 of the Transportation Element are amended to read as follows: 2.1. Objective: The Ports and Aviation Section of the Transportation Element shall be coordinated with the St. Petersburg Clearwater International Airport Master Plan, Federal Aviation Administration (FAA) approved Airport Layout Plan, and any amendments or updates to these documents, which is are hereby incorporated as part of the Pinellas County Comprehensive Plan pursuant to Section 163.3177(6)(k), F.S. 2.2. Objective: Expand the landside and airside capacity of the St. Petersburg Clearwater International Airport to meet future demand consistent with the Airport Master Plan, Airport Layout Plan. and future demand and design studies. 2.2. 1. Policy: Pinellas County shall implement taxiway and runway improvements identified in the Airport Master Plan and Airport Layout Plan in accordance with the CIP schedule as federal, state and local funds become available in order to meet the forecasted demand for airfield capacity. 2.2.2. Policy: Pinellas County shall expand access and terminal roads, automobile parking lots, aircraft parking capacity and air cargo facilities, office and warehouse and/or light industrial space in accordance with the CIP schedule. 2.2.3. Policy: Pinellas County shall rezone existing land for additional aviation development based on recommendations contained in the Airport Master Plan and Airport Layout Plan in order to meet demand. 2.2.4. Policy: Pinellas County shall expand, rehabilitate and enhance the terminal and associated landside areas utilizing the recommendations contained in the Airport Terminal Plan, authored by LPA Group, Incorporated, as federal, state, and other funding becomes available to accommodate existing the future passenger capacity. 2.2.5 Policy: Pinellas County shall coordinate with FDOT in obtaining the necessary funding for construction of access road improvements. 2.2.6 Policy: Pinellas County shall construct improvements that are specified and prioritized in the Airport Master Plan and Airport Layout Plan. through the implementation of the Capital 5

Improvements Element and the MPO Transportation Improvement Program as federal, state, and other funding becomes available. 2.2.7 Policy: Seek diversification and expansion of revenue sources through the utilization of land within and adjacent to the Airport in a manner that is consistent with the Comprehensive Plan, Pinellas County Land Development Code and Airport Master Plan and Airport Layout Plan. 2.3.3. Policy: The Future Land Use and Quality Communities Element shall restrict the land uses in the Airport overlay zoning area to industrial, aviation, preservation, public/semi-public and commercial uses as recommended in the Airport Master Plan and Airport Layout Plan. 2.3.4 Policy: Pinellas County shall recommend the noise impact mitigation procedures adopted in the Airport Master Plan. 2.4.2. Policy: Pinellas County's Capital Improvements Element shall reflect the appropriate costs for the facilities recommended in the Airport Master Plan and Airport Layout Plan, and any amendments or additions to said document. Date the Amendment Review was transmitted to DCA: 7.* Description of the Amendment: This is a Pinellas County staff review and recommendation on a proposal to amend the following Elements of the Pinellas County Comprehensive Plan: Transportation; Housing; Coastal Management; Recreation, Open Space and Culture; Solid Waste and Resource Recovery; and Natural Resource Conservation and Management. In 2008, the Board of County Commissioners adopted major amendments to the Comprehensive Plan, significantly updating every Element of the Plan as a result of the evaluation and appraisal process required by the State. In 2010, several amendments were necessitated, largely as a result of significant County budget and staff reductions which impacted the ability to accomplish a number of commitments in the adopted goals, objectives, and policies. As a result of continuing to evaluate and monitor implementation of the Comprehensive Plan additional amendments have been identified as being required to address new conditions as well as to address some additional changes in implementation dates or implementation status. The proposed changes to the goals, objectives, and policies of the Comprehensive Plan are depicted in an "annotated" version of the proposed Ordinance attached to this Report, in a strike-through/underline fashion, along with a discussion regarding the reason for the amendment. 9

OBJECTIVE 1.7. AND THE ASSOCIATED POLICIES OF THE TRANSPORTATION ELEMENT OF THE PINELLAS COUNTY COMPREHENSIVE PLAN ARE AMENDED TO READ AS FOLLOWS: 1.7.10. Policy: In 2009, association with the update to the Land Development Code. Pinellas County shall amend the Land Development Code to implement livable community improvements that will require and/or encourage developments to provide separated/buffered pedestrian ways (e.g., sidewalks, crosswalks) connecting bus stops to proximate buildings. REASON FOR AMENDMENT: The amendment reflects modification to coincide with the timing of the land development code update. OBJECTIVE 1.4. AND THE ASSOCIATED POLICIES OF THE HOUSING ELEMENT OF THE PINELLAS COUNTY COMPREHENSIVE PLAN ARE AMENDED TO READ AS FOLLOWS: 1.4.9. Policy: By July 2007, and every three years thereafter, Pinellas County will maintain prepare an inventory list of all real property to which it holds fee simple title that may be appropriate for use as affordable housing. REASON FOR AMENDMENT: Initial inventory was completed, and a mechanism is now in place to provide for an analysis of property for affordable housing purposes prior to declaring the property surplus. OBJECTIVE 1.8. AND THE ASSOCIATED POLICIES OF THE HOUSING ELEMENT OF THE PINELLAS COUNTY COMPREHENSIVE PLAN ARE AMENDED TO READ AS FOLLOWS: 1.8.2. Policy: By January 2009, Pinellas County will determine whether to implement the "housing first" model to address the needs of the homeless, in accordance with the 10- Year Plan to End Homelessness in Pinellas County, the Homelessness Leadership Network adopted the housing first model to address the needs of the homeless, in accordance with the 10-Year Plan to Enc Homelessness in Pinellas County, the Homelessness Leadership Network adopted the housing first model in February of 2011 to meet the housing needs of the homeless in Pinellas County. REASON FOR AMENDMENT: In February 2011, the Homeless Leadership Network, voted to officially adopt the "housing first" model. They are currently working on the application for (HUD 2012-2013) Continuum of Care funding and are soliciting agencies to apply for funding to create a housing first project for homeless families. OBJECTIVE 1.9. AND THE ASSOCIATED POLICIES OF THE HOUSING ELEMENT OF THE PINELLAS COUNTY COMPREHENSIVE PLAN ARE AMENDED TO READ AS FOLLOWS: 1.9.1 Policy: Pinellas County shall continue to allow for licensed group homes and foster care facilities in all residential districts, and shall encourage their location where there is 10

adequate supporting infrastructure and medical and public facilities; provided that they are not located within a specified distance of a similar facility, or the Coastal Storm Area. REASON FOR AMENDMENT: Policy 1.9.1 is being amended since foster care facilities are considered to be a type of group or community residential home, according to State Statute. OBJECTIVE 1.1. AND THE ASSOCIATED POLICIES OF THE COASTAL MANAGEMENT ELEMENT OF THE PINELLAS COUNTY COMPREHENSIVE PLAN ARE AMENDED TO READ AS FOLLOWS: 1.1.14. Policy: By December 2012, Chapter 34 of the Pinellas County Code will be amended to address housing emergency declarations and indicate the circumstances and future land use categories where temporary housing will be considered an allowable use. REASON FOR AMENDMENT: To recognize the need to plan ahead to meet temporary housing needs after a disaster. OBJECTIVE 1.3. AND THE ASSOCIATED POLICIES OF THE COASTAL MANAGEMENT ELEMENT OF THE PINELLAS COUNTY COMPREHENSIVE PLAN ARE AMENDED TO READ AS FOLLOWS: 1.3.4. Policy: Pinellas County shall prohibit the location of new, or expansion of existing hospitals, nursing homes, and assisted living facilities within the coastal storm area, the area inundated by a category 2 hurricane as depicted by the SLOSH model, as reflected in the most recent Regional Evacuation Study, Storm Tide Atlas, and floodways. REASON FOR AMENDMENT: This amendment makes the policy consistent with recent amendments to Pinellas County Land Development Code adopted by the Board of County Commissioners earlier this year. The intent is to better protect Pinellas County's special needs population, and lessen the impact on emergency services and evacuation response. When reviewing this policy change, the LPA thought it would be clearer if the definition of the Coasted Storm Area were to include the area inundated by a Category 2 hurricane, and included this change as part of their recommendation. While this larger area is appropriate for restricting the location of facilities housing special needs populations (e.g. nursing homes, assisted living facilities, and hospitals), it has been Board policy to use the smaller area included in the current definition of the Coastal Storm Area (primarily based on the area impacted by a Category 1 Hurricane) when restricting residential densities affecting the general population. County staff; therefore, does not recommend changing the definition of the Coastal Storm Area. 1.3.7. Policy: Pinellas County shall prohibit the siting of new or the expansion of existing mobile or manufactured home communities within the coastal storm area. This policy does not apply to the replacement of individual homes within the community with modern manufactured housing, as long as the replacement manufactured homes are properly anchored and elevated to the base flood elevation. 11

REASON FOR AMENDMENT: This amendment coincides with recent amendments to Pinellas County Land Development Code, noting that modern manufactured/mobile homes are required to be built to meet hurricane standards per the Florida Building Code. Therefore, they should not be limited any more than traditional homes in their location. 1.3.10.9 Policy: By June 1, 2008, In association with the Evaluation and Appraisal of the Comprehensive Plan, Pinellas County shall evaluate the feasibility of limiting the capacity of hospitals, nursing homes, and assisted living facilities proposed to be located within area inundated by a category 3 hurricane as depicted by the SLOSH model, as reflected within the most recent Regional Evacuation Study, Storm Tide Atlas. REASON FOR AMENDMENT: This evaluation (and an inventory) was conducted in 2008, and it was determined that this limitation was not feasible at that time since there are several facilities located in the Category 3 area. However, the LPA recommended that periodic re-evaluation of the limitation would be beneficial, particularly should existing conditions or data change. Staff therefore added a commitment to re-evaluate the idea in association with the next major evaluation and update to the Comprehensive Plan. OBJECTIVE 3.5 AND THE ASSOCIATED POLICIES OF THE RECREATION. OPEN SPACE AND CULTURE ELEMENT OF THE PINELLAS COUNTY COMPREHENSIVE PLAN ARE AMENDED TO READ AS FOLLOWS: 3.5.1. Policy: By December 2012, Pinellas County will continue to evaluate the feasibility of joint-use off-beach parking facilities, shuttle services to major beaches during peak weekend hours, and the acquisition of property near major causeways for future off-beach parking facilities, as opportunities arise. REASON POR AMENDMENT: The policy is being updated to reflect, that while a specific opportunity does not exist, the possibility of meeting recreation goals through those creative mechanisms should be maintained. OBJECTIVE 4.3. AND THE ASSOCIATED POLICIES OF THE RECREATION, OPEN SPACE AND CULTURE ELEMENT OF THE PINELLAS COUNTY COMPREHENSIVE PLAN ARE AMENDED TO READ AS FOLLOWS: 4.3.2 Policy: By December 2012, Pinellas County will undertake a study to identify consider the potential of vacant/under-utilized commercial space as possible locations for community centers or other recreational facilities if such opportunities become available and are financially feasible. REASON FOR AMENDMENT: The policy is being updated to reflect that, while a specific opportunity does not exist, the possibility of meeting recreation goals through these creative mechanisms should be maintained. 12

OBJECTIVE 2.5. AND THE ASSOCIATED POLICIES OF THE SOLID WASTE AND RESOURCE RECOVERY ELEMENT OF THE PINELLAS COUNTY COMPREHENSIVE PLAN ARE AMENDED TO READ AS FOLLOWS: 2.5.2. Policy: The County shall continue to work on coordinating efficiency opportunities for the collection and disposal of storm debris with municipalities and state agencies. The County debris collection contracts shall be written such that any city may utilize the County debris collection contract under the same terms and conditions offered to the County. REASON FOR AMENDMENT: At this time, FEMA requires cities to be responsible for their own debris collection/disposal contracts. This policy is being revised to more accurately reflect how debris collection occurs now and to support a need for a more coordinated approach. OBJECTIVE 3.2 OF THE NATURAL RESOURCE CONSERVATION AND MANAGEMENT ELEMENT OF THE PINELLAS COUNTY COMPREHENSIVE PLAN IS AMENDED TO READ AS FOLLOWS: 3.2. Objective: As funding and staffing become available, Pinellas County will complete land management plans for its resource-based parks by 2012 and for its environmental lands by 2015. REASON FOR AMENDMENT: While staff reductions and lack of funds limit the ability to identify a specific date by which the management plans will be completed, this amendment makes it clear that the commitment to complete management plans remains. 8.
