Canada) Pages: 11 This instruction implements AFPD 36-28, Awards and Decorations Programs and expands the guidance established in AETCI 36-2801, AETC Recognition Program, by establishing the roles, responsibilities, and processes for training operations special recognitions and awards. This instruction applies to the Total Force Active Duty, Air Force Reserve, Air National Guard (ANG), and Department of Air Force Civilians assigned to HQ AETC directorates, AETC flying and technical training locations aligned under Second Air Force (2 AF), Nineteenth Air Force (19 AF), Air University (AU) to include Holm Center Officer Accessions and Technical Training, and the 59 Medical Wing (59 MDW). This instruction may be supplemented at any level to establish organization-specific guidance. Supplements to this instruction must be routed from the field through the appropriate functional chain of command to the OPR, AETC/A3P, for coordination prior to certification and approval. Note: See Air Force Instruction (AFI) 33-360, Publications and Forms Management, for instructions on supplementing AF publications. Submit waiver requests for non-compliance to this publication using an AF Form 679, Air Force Publication Compliance Item Waiver Request/Approval, through the appropriate functional chain of command to the approval authority. Note: See Air Force Instruction AFI 33-360 for instructions on waivering tiered and non-tiered compliance items. Submit recommended changes to this publication using an AF Form 847, Recommendation for Change of Publication, through the appropriate functional chain of command to the OPR, AETC/A3P. SUMMARY OF CHANGES This document changes the title of the policy from the AETC Flying and Technical Training, Training Support, Basic Military Training (BMT), and Military Training Leader (MTL) Annual Recognition Program to the AETC Training Operations Special Recognition and Awards Program. It adds squadron level awards with associated criteria, subdivides civilian support awards, adds a commander/flight chief support award, and creates an officer accession instructor award. It requires each organizational level to submit only one nominee per category to the next organizational level for competition. MTL/MTI awards were removed from this guidance and moved under AETCI 36-2801. 1. Program Overview. 1.1. The purpose of this program is to stimulate competition, increase mission effectiveness, emphasize teamwork, improve morale, sustain AETC's commitment to excellence, and to recognize individuals and units for outstanding performance within the training operations enterprise. 1.2. These awards spotlight the individuals and units whose contributions to the Air Force and AETC missions have exceeded minimum standards of performance and exemplified military customs, courtesies, and conduct. Note: Base support (e.g., civil engineering, communications, finance, medical, and services) and contract personnel are not eligible for these awards. 2. Roles and Responsibilities. 2.1. AETC/A2/3/10 will: 2.1.1. Solicit nominations from the NAFs, direct reporting units (DRU) that are not aligned under a Numbered Air Force (NAF), and AETC directorates no later than 01 December. 2.1.2. Review and score nomination packages. Note: AETC may solicit and select board members for any award category to expedite review processes. 2.1.3. Coordinate supplementary help for NAF boards from A-staff divisions when requested. 2.1.4. Select and announce the winners.

AETCI36-2802 25 SEPTEMBER 2017 3 2.1.5. Generate and send congratulatory and transmittal letters to the winner s chain of command for presentation. 2.1.6. Procure and ship the trophies to the winner s chain of command for presentation. 2.2. NAF and AU will: 2.2.1. Solicit nominations from subordinate units. 2.2.2. Review and score nomination packages. Note: The NAF and AU may solicit and select board members for any award category to expedite review processes and request assistance from MAJCOM A-staff as needed. 2.2.3. Submit one nominee to the next level of competition for each applicable award category. Exception: If solicitation in a category results in no eligible nominees then no submission is required in that category. 2.2.4. All award packages must be received by AETC/A2/3/10 on or before 31 January to be considered for an AETC award listed in this publication. 2.3. Wing will : 2.3.1. Solicit nominations from subordinate units. 2.3.2. Review and score nomination packages. Note: The wing may solicit and select board members for any award category to expedite review processes. 2.3.3. Submit one nominee to the next level of competition for each applicable award category. (Exception: Flying Training (FT) wings will abide by some formal limitations on the number of FT squadron level nominations. See Table 1 and para 3.1.3.) 2.4. Group will: 2.4.1. Solicit award nominations from subordinate units. 2.4.2. Review and score nomination packages. Note: The group may solicit and select board members for any award category to expedite review processes. 2.4.3. Submit one nominee to the next level of competition for each applicable award category. 2.5. Squadron will : 2.5.1. Solicit award nominations from subordinate units. 2.5.2. Review and score nomination packages. Note: The squadron may solicit and select board members for any award category to expedite review processes. 2.5.3. Submit one nominee to the next level of competition for each applicable award category. 2.6. DRU and AETC Directorates will: 2.6.1. Solicit award nominations from subordinate units. 2.6.2. Review and score nomination packages. Note: A DRU or an AETC directorate may solicit and select board members for any award category to expedite review processes.

All award packages must be received by AETC/A2/3/10 on or before 31 January to be considered for an AETC award listed in this publication. 2.7. Exception to nomination submission policy at any organizational level: If solicitation in an applicable category results in no eligible nominees per an organization s written objective standards then as the subordinate unit submits their nominees to the next higher level they will list any categories where they have no award nominations. 3. Award Categories. 3.1. Flying Training (FT). 3.1.1. FT awards recognize exceptional performance of individuals and squadrons with officially designated flying training missions. Note: These competitions are not limited to pilot training. 3.1.2. There are four individual and five squadron award categories. See Table 1. Table 1. Flying Training Awards. 1 AETC Flying Training Instructor Officer of the Year (Major General Glenn A. Profitt II) 2 AETC Flying Training Instructor Enlisted of the Year 3 AETC Flying Training Instructor Civilian of the Year 4 AETC Flying Training Flight Commander of the Year 5 AETC Top Operations Squadron (Fighter/ Remotely Piloted Aircraft) 6 AETC Top Operations Squadron (Undergraduate Pilot Training) 7 AETC Top Operations Squadron (Mobility/Special Operations) 8 AETC Top Operations Squadron (Operations/Training Support) 9 AETC Top Operations Squadron (Overall Winner) Note: (See para 3.1.3 for guidance on squadron awards) 3.1.3. For AETC Top Operations Squadron Awards (Table 1, rows 5-9), wing commanders may submit a maximum of two packages: 3.1.3.1. One flying squadron (Fighter/Remotely Piloted Aircraft, Undergraduate Flying Training, or Mobility/Special Ops category). Exception: Wings that compete in multiple flying categories may submit two flying category nominees in lieu of an Operations Support Squadron (OSS) TRSS or Student Squadron (STUS). 3.1.3.2. One OSS or STUS. For wings without flying squadrons, wing commanders may submit one package in the Operations/Training Support category. 3.2. Technical Training (TT). 3.2.1. TT awards recognize exceptional performance of individuals and squadrons with officially designated TT missions. Note: Nominees in the instructor categories must be assigned to a T-prefix or equivalent, manpower position. MTIs are not eligible in this category.

Technical Training Awards. 1 AETC Technical Training Instructor Officer of the Year 2 AETC Technical Training Instructor SNCO of the Year 3 AETC Technical Training Instructor NCO of the Year 4 AETC Technical Training Instructor Junior Enlisted Airman of the Year 5 AETC Technical Training Instructor Civilian of the Year 6 AETC Technical Training Flight Commander or Chief of the Year 7 AETC Technical Training Squadron of the Year 3.3. Officer Accession Training Instructor Award. This award recognizes exceptional performance of an instructor who excelled in the officer accessions training mission. See Table 3. Table 3. Officer Accession Instructor of the Year Award. 1 AETC Officer Accessions Instructor of the Year 3.4. Training Support. 3.4.1. Training support awards recognize exceptional performance of personnel who perform duties in FT or TT support functions associated with officially designated FT or TT missions. (e.g., Training pipeline managers, resource advisors, cost center managers, registrars, registrar focal points, career development course writers, training managers, course developers/managers, interactive multimedia instruction developers/managers, training development element chiefs, and training evaluators). Note: Officers, enlisted, and civilian personnel assigned to T-prefixed or other instructor equivalent positions, Flight Commanders or Chief, MTIs, MTLs, and base support personnel are not eligible. 3.4.2. There are eight individual and one squadron award categories. See Table 4.

Training Support Awards. 1 AETC Training Support Officer of the Year. 2 AETC Training Support SNCO of the Year 3 AETC Training Support NCO of the Year 4 AETC Training Support Junior Enlisted Airman of the Year 5 AETC Training Support Civilian of the Year (Cat I) Category I - GS (GG)-1 through GS (GG)-8 (non-supervisory); WG-1 through WG-7; WL-1 through WL-5; NF-1, NF-2 and NF-3 (non-supervisory); NA-1 through NA-7; NL-1 through NL-5; and CC-01 through CC-05. 6 AETC Training Support Civilian of the Year (Cat II) Category II - GS (GG)-9 through GS (GG)-13 (non-supervisory); WG-8 through WG-15; WL-6 through WL-15; NF-4 and NF-5 (non-supervisory); NA-8 through NA-15; and NL-6 through NL-15. 7 AETC Training Support Civilian of the Year (Supervisory) (All pay plans and grades) Note: Must be officially coded as a supervisor in the Defense Civilian Personnel Data System to compete in this category. 8 AETC Training Support Flight Commander or Chief of the Year 9 AETC Technical Training Support Squadron of the Year 4. Eligibility Criteria. 4.1. Nominee must be assigned to a designated training or training support unit and position at the time of nomination. Note: Individuals and squadrons may only be nominated in one category. 4.2. Nominee must have completed all job qualification requirements for the category in which they are competing. 4.3. Nominee must have served more than 6 months of the competition year (1 Jan 31 Dec) in the category in which they are competing. 4.4. Nominee's accomplishments must have occurred during the competition year (1 Jan 31 Dec) in which they are competing. 5. Nomination Packages will include: 5.1. Recommendation Memorandum. A memorandum with applicable attachments signed by the commander recommending the individual or squadron for the award. Note: Commanders may submit one memorandum with their recommendations for multiple awards. 5.2. Attachment 1, AF Form 1206, Nomination for Award. 5.2.1. Describes the nominee's commendable performance and specific accomplishments. 5.2.2. Limit the content to 30 lines, including categories/headers. Exception: Squadron of the year awards may allow up to four additional lines for the mission statement.

AETCI36-2802 25 SEPTEMBER 2017 7 5.2.3. Use a bullet format and single space the nomination. 5.2.4. Avoid generalities and vague terminology. 5.2.5. Do not use local acronyms or abbreviations. Note: Use only Air Force standard acronyms and abbreviations (e.g., AF, USAFE, ACC, CC, TDY, etc.). Do not include an acronym list on the nomination. 5.2.6. For each type of nomination enter the following information (by section heading) into the Specific Accomplishments block of the AF Form 1206. 5.2.6.1. Section headings for individual awards are: 5.2.6.1.1. Job Performance. Define the scope and level of the nominee s roles and responsibilities. Describe how well the nominee performed their primary and additional duties. Describe and include examples of performance that set the nominee apart from their peers in executing the mission, managing resources, and leading people. Note: This section is weighted and comprises 50% of the award score. 5.2.6.1.2. Improving the Unit. Describe and include examples of how the nominee positively impacted the training environment through innovative improvements, initiatives, special projects, or continuous process improvement events. Note: This section is weighted and comprises 30% of the award score. 5.2.6.1.3. Community Involvement/Self Improvement. Describe and include examples of how the nominee developed or improved their skills related to primary duties and actions that contribute to the whole-person concept, such as participation in military or civic community activities, voluntary education, or other self-improvement accomplishments. Note: This section is weighted and comprises 20% of the award score. 5.2.6.2. Section headings for squadron awards are: 5.2.6.2.1. Mission Statement. Include the unit s mission statement. (e.g., Educate and train Airman to become crew chiefs that will sustain the combat capability of attack, bomber, cargo, fighter, and unmanned aircraft.) Note: This section is not weighted and does not impact the award score. 5.2.6.2.2. Unit Performance. Describe and include examples of unit s performance (e.g., HHQ inspection reports and command-level performance/process metrics) that set the unit apart from its peers in executing the mission, managing resources, and leading people. Note: This section is weighted and comprises 50% of the award score. 5.2.6.2.3. Improving the Unit. Describe and include examples of how the unit positively impacted the training environment through innovative improvements, initiatives, special projects, or continuous process improvement events. Note: This section is weighted and comprises 30% of the award score. 5.2.6.2.4. Community Involvement. Define the scope and impact of the unit s involvement in both the civilian and military communities. Include leadership, membership, or participation in professional military and civilian organizations,

8 AETCI36-2802 25 SEPTEMBER 2017 associations, and events. Note: This section weighted and comprises 20% of the award score. 5.3. Attachment 2, Biography (Individual Awards Only). This information must not exceed one page and must be formatted in accordance with AFI 36-2805, Attachment 2. Include the name, grade (as of 31 December), organization and location, duty title or assignment, assignment history, instructor hours, total flying time (FT nominees only), professional military education, civilian education, and other noteworthy awards, recommendations, and recognition. 5.4. Attachment 4, DD Form 2266, Hometown News Release Information (Individual Awards Only) (optional): If requested by the public affairs office, this information will be used to prepare and release publicity about award recipients. 6. Scoring. Rate each package and after weighting (see below), the maximum rater s score is 100 points per nominee. The package with the highest score will become the nominee or award recipient. See Table 5 and Table 6 for Scoring Matrix examples. 6.1. A maximum of 50 points may be awarded for job and unit performance section. 6.2. A maximum of 30 points may be awarded for unit improvement and impact to training environment. 6.3. A maximum of 20 points may be awarded for community involvement and/or selfimprovement sections.
