WHAT, HOW, WHY, WHO, WHERE AND WHEN
WHAT IS THE INDIVIDUAL LEARNING NEEDS ASSESSMENT (ILNA)? A WAY TO RECERTIFY WHEREIN -Requirements for recertification will be individualized, based on learning needs -Each certified nurse will be required to attain professional development in specific content areas, based on individual knowledge gaps -Identified by test or assessment -Based on current knowledge areas
ANOTHER TEST?
WHAT IS THE INDIVIDUAL LEARNING NEEDS ASSESSMENT (ILNA)? What is most Important is that. ILNA is NOT a TEST!
HOW DID ONCC ARRIVE AT THIS METHOD? The measurement of continuing competency has always been an important issue for ONCC -Ongoing participation with broad credentialing community -Literature review- 2009-2010 -Strategic priority- 2010 -Studied the methods of other relevant organizations -Task force of stakeholders-early 2011 -Approved the move to ILNA- July 2011
HOW DID ONCC ARRIVE AT THIS METHOD? Based on five-step model recommended by Citizen Advocacy Center to enable clinicians to practice safe, quality care and to support their efforts as life-long learners 1. 1. Routine periodic third-party assessment 2. 2. Develop a personal plan 3. 3. Implement personal plan 4. 4. Documentation 5. 5. Demonstrate/evaluate competence Citizen Advocacy Center. (2004). Maintaining and Improving Health Professional Competence: The Citizen Advocacy Center Road Map to Continuing Competency Assurance. Washington D.C.: Author.
. HOW ARE LEARNING NEEDS DETERMINED? -Based on the major content categories of the certification test blueprints- very broad areas -Benchmark score for each category -Number of points determined by the weighting of the content category in the test blueprint
. HOW MANY POINTS WILL BE REQUIRED? Minimum 25 Regardless of performance Maximum 100
HOW WILL POINTS BE EARNED? Continuing nursing education Continuing medical education Academic education Professional presentations Professional publications
WHY DID ONCC SELECT THIS METHOD? Administratively feasible Publicly credible Professionally acceptable Legally defensible Economically affordable
WHY DID ONCC SELECT THIS METHOD? -More meaningful individualized approach to maintaining certification -Feasible for nurses in terms of cost, time commitment -Acceptable in terms of measuring current knowledge -Validated through evidence

WHO WILL NOT TAKE THE ASSESSMENT? -First time renewals do not take the assessment The diagnostic report provided with their certification score report will indicate their individual requirements -AOCN and CPON certified nurses continue to use the ONCPRO option because there are no Test Blueprints for these programs

WHEN IS ILNA REQUIRED? 2016 -Nurses becoming oncology certified for the first time in 2012 or renewing in 2012 will use ILNA in 2016 -Nurses who recertify in 2012 take the online assessment in 2013 and thereafter -Recertification deadlines - October 15 - year of expiration
WHEN WILL NURSES TAKE THE ASSESSMENT? -Recertification cycles will continue to be four years -Nurses recertifying for the second time should complete the assessment within the first year of the cycle- VERY IMPORTANT -Only professional development completed after the assessment will be accepted
LET S LOOK AT AN EXAMPLE 2012 renew certification 2013 take assessment (early) 2013 (post assessment)-october 15, 2016 earn professional development points based on assessment report January 1, 2015 -October 15, 2016 submit recertification application

WHAT ELSE? ILNA replaces ONCPRO as an option Retaking and passing the certification examination will remain an option ( 5% currently use this option) Those who do not take the assessment or examination will be required to document 100 points of professional development in proportion to the test blueprint weighting
WHAT ELSE? ONS and APHON will soon begin to code continuing education offerings to assist certified nurses in selecting offerings to meet their identified needs ONCC will introduce a robust electronic tool to assist certified nurses to track and document life-long learning and continuing competency later this year
