SECTION ONE PURPOSE AND BACKGROUND The King County Rural Library District, (dba King County Library System), is seeking proposals from qualified vendors for the purpose of obtaining information and firm bids for Network WAN Services. The King County Library System (KCLS) is one of the largest circulating library in the United States. Located in the Puget Sound area, KCLS serves over one million residents at its 49 community libraries, 1 institutional library, and various Outreach Services. KCLS provides access to a broad array of information resources ranging from electronic databases to books to music and video. KCLS is also the community resource for a wide variety of programs and activities for people of all ages. Established in 1943, KCLS is a special purpose government that is governed by a five-member Board of Trustees and operates under the constitution and laws of the State of Washington. The King County Library System (KCLS) requires Network Services at the 49 current library locations plus future locations See attachment A KCLS Service Center (960 Newport Way NW, Issaquah, WA 98027) Preston Shipping Center (8114 304 th Avenue SE, Preston, WA 98050) 1 county institution location the Youth Services Center Library (1211 East Alder, Seattle, WA 98122). KCLS currently uses a vendor-provided network for WAN Network Services with the Service Center located in Issaquah acting as the network hub site to the other KCLS sites identified above. Additionally, the Service Center provides the Internet link for all sites to our ISP located in the Westin Building (Meet Me Room), Seattle. All network traffic for KCLS s 49 some sites are currently routed through a high speed 100MB (or more) WAN or 40Mbps DSL/Broadband to a main core router located in the Data Center at the Issaquah Service Center using a hub and spoke technology. All WAN connected sites run at 100MB except at Bellevue which is at 1GB. Internet traffic is subsequently passed through a Cisco Internet Gateway Router to a demark at the Westin and passed off to our Internet Service Provider. The transport from the Service Center to the Westin is currently at 2GB. A Cisco Catalyst 6800 is our core router (the hub) located in the Issaquah Service Center. Other KCLS location are served by a vendor provided network link, connected to a KCLS owned L3 Switches (Cisco 3750x, 3560x or 3650), through two SPFs for high availability. KCLS is in the process of designing a Disaster Recovery solution in the event the Data Center in Issaquah s Service Center becomes unavailable. The solution includes a presence in the Sabey Data Center located in Tukwila (Sabey Intergate.East Building 3) along with a cloud solution such as Microsoft Azure Site Recovery or AWS. Estimated implementation is 2Q2017. Our final design and implementation will depend upon cost and network connectivity. In the event of a disaster where the Data Center is damaged, we are anticipating a configuration where the Sabey Data Center will run as a secondary hub for essential network services with application recovered in the cloud. 3

SECTION TWO SCOPE OF SERVICES KCLS requests proposals from qualified vendors to replace the current network with Metro-Ethernet Wide Area Network Service to KCLS Service Center and to KCLS libraries and institutions. Specifications for the services are as follows and proposals must address each of following requirements: 1. Minimum Requirements: a. Provide minimum bandwidth of 100 MB to each KCLS site. Bellevue must have at least 1GB due to being our backup VoIP location (Call Manager, etc.). If 100 MB cannot be provided to a site, provide options and associated costs. Describe current and future maximums. b. Proposals must include a minimum 2GB, scalable to at least 10Gb, for a transport from the Issaquah Service Center to the Westin s Meet Me Room located in Seattle. Describe current and future maximums. c. Proposal must support a dual hub and spoke topology utilizing the KCLS Service Center as the primary hub and a co-located rack in Sabey Intergate.East Building 3 as the secondary hub. This means the proposal must support routing between all KCLS sites and the core site at the Service Center (SC) and connectivity to the proposed Data Rack located in the Tukwila Sabey Data Center serving as a future secondary hub in the event the Issaquah Data Center site becomes unavailable. d. Provide core network services designed for high availability with path diversity. Describe your high availability options and any exclusions. e. Provide a high-availability CPE hand-off at each site with path diversity. Describe your high availability options and any exclusions. f. Provide Primary DNS services. g. The proposal shall define how VoIP and video is supported and any limitations. KCLS currently is using a Cisco VoIP solution where the primary location for core VoIP services is located in the Issaquah Data Center with the backup location at Bellevue. Note: Video use is not currently used extensively. h. Provide and describe security and SLA management tools. i. Address how recommended solutions can be adapted for growth and new communication and data needs (e.g. video conferencing) along with system availability, reliability and monitoring. j. Proposals must provide detailed circuit maps. k. Proposals must interface with the library physical plant in an ergonomically effective and nonintrusive manner. l. Provide and manage the WAN (network and equipment) at each site. KCLS will provide space in a data rack along with electrical power. 2. Equipment and Installation a. Proposals must include a clear, comprehensive, and easy-to-read list of all equipment with associated costs necessary to meet the scope of this proposal. b. Equipment lists and designs must be provided in detail for all KCLS locations. Vendor equipment must list physical dimensions, weight, power requirements and heat in terms of BTU. 4

c. Proposals must specify any necessary equipment to be ordered by KCLS. d. Proposals must seamlessly integrate with KCLS ITS existing Cisco network infrastructure (e.g. Cisco 3750x, 3560x or 3650). e. Proposals must specify an installation plan that conveniently installs the network without interruption of KCLS services to patrons and without interruption to library open-hours. f. Describe at least one situation where service was difficult to deliver due to unforeseen reasons. Describe alternatives provided and if service was provided to meet a due date. For example, a library is schedule to open on December 1 st. Fiber for network connectivity cannot be pulled to the library due to a City permit issue. 3. Service/Support a. Proposals must include a service and maintenance plan specifying roles, responsibilities, and costs in detail for normal operations, emergencies, and 24x7 after-hours service. b. Service plans and costs must specifically cover both services and all network equipment. c. Proposals must provide 24x7 proactive monitoring and coverage of the network with a commitment to onsite response and replacement of major equipment failures within 4 hours. d. Provider must provide a Service Level Agreement that will address guaranteed response times, escalation procedures and the terms for any refunds that may be due for failure to meet the agreement. The terms of the Service Level Agreement should be monitored by the provider and not KCLS. e. Provider must provide a description of how the Service Level Agreement is monitored, what statistics are used, and how these statistics are calculated. f. Provider must provide monthly bandwidth usage statistics. Please provide a sample report. g. Proposals must include all necessary training for KCLS network services personnel. h. Proposals must address vendor availability in the Puget Sound area for installation, maintenance and repair of the recommended solution(s) including vendor viability, support, services and consulting. i. Proposals must include providing overall project planning and project management of this engagement for the installation of equipment and services. j. Provide a Record of Service Availability (include MTTR information). k. Provide a Record of Reliability: include MTBF information and your 5 largest network failures for the preceding year include geographic area and extent of filature of each. l. Provide a Record of Performance: address effective availability, throughput and latency. Please cite the three longest times in the last twelve months it took to repair customer service to the contracted level. m. Charges associated with delivery and installation should be listed as a separate line item(s) on the Proposal 4. E-Rate Requirements a. KCLS requires that the vendor have State Service Provider eligibility under USAC - http://www.universalservice.org/sl/providers/ 5

b. E-Rate Compliance: Respondent must assure that its response is in compliance with all current E- Rate program guidelines established by the Federal Communications Commission (FCC). Information regarding eligibility of goods and services, invoicing requirements, documentation requirements and other program rules are available from the SLD by calling Schools and Libraries Division (SLD) of the Universal Service Administration Corporation (USAC) at 1-888- 203-8100 or see their website at www.sl.universalservice.org. c. Eligibility of Goods and Services: Goods and services provided shall be clearly designated as E- Rate Eligible. Non-Eligible goods and services shall be clearly called out as 100% non-eligible or shall be cost-allocated to show the percentage of eligible costs per SLD guidelines. d. E-Rate Funding Year Boundaries: The annual E-Rate Funding Year begins on July 1 and expires on June 30 of each fiscal year. The FCC contract signing date will be March 2017 (date has not yet been posted) which is the last day to file the Form 471. KCLS will sign the contract prior to submitting the Form 471 as pursuant to UASC rules. Regardless of contract signing date, goods and services requested in this RFP shall be delivered no earlier than the start of the 2017 E-Rate Funding Year (July 1, 2017). To assure that all charges are eligible for E-Rate funding, contract renewal and expiration dates shall coincide with the start/end dates of the E- Rate funding years. e. SLD Invoicing: Respondents agree to conform to all E-RATE guidelines for the billing of discounts to the SLD. Billing method will be the BEAR Form 472 method where King County Library System will request a check back for E-Rate services after the services have been paid to the Service Provider. f. Responder must also provide the name, title and telephone number for single point of contact for E-Rate questions. g. SPIN and FCC Registration Numbers: Respondents shall document the ability to participate in the E-Rate program by supplying their current SPIN (Service Provider Identification Number) as part of their proposal. Also provide your FCC FRN Registration Number. h. FCC/SLD Auditability: The E-Rate program requires that all records be retained for at least five years. Respondent hereby agrees to retain all books, records, and other documents relative to this contract for ten (10) years after final payment, or until audited by SLD and or King County Library System, whichever is sooner. King County Library System, its authorized agents, and/or auditors reserves the right to perform or have performed an audit of the records of the contractor and therefore shall have full access to and the right to examine any of said materials within a reasonable period of time during said period. 5. Other Requirements a. Any vendor going to a KCLS site requesting to view network equipment without prior authorization will be immediately disqualified. b. KCLS is interested in new and creative network technologies that can introduce new services to its patrons. Please specify additional network services that you offer that may add value to our library service and to your proposal. c. Time span of contract must be for three years with an option for 1-year renewals up to a maximum of five years. d. If an organization is unable to meet a specification in this RFP or to provide all materials or services set forth in the RFP, the organization, in its response, shall state: a. The specification 6

b. The nature and extent of the organization s non-compliance c. The reasons for the non-compliance in sufficient detail to allow full evaluation by KCLS d. An alternative (if available) to the specification e. All organizations are required to format the proposal according to these guidelines. Failure to comply with these guidelines will result in either: a. A lower evaluation assigned to the organization proposal. b. Rejection of the proposal from evaluation. KCLS reserves the right to award only a portion of the listed services. SECTION THREE PROPOSAL REQUIREMENTS Vendor interested in providing the services described above are requested to submit a Proposal using the following format (5 Parts). Responses to each item should appear in the same order as in this RFP and should designate by heading and paragraph the item to which the response applies. Please limit the length of your proposal, including appendices, to 30 pages, and please limit your proposal to one unbound volume. Do not include any material outside of this volume. Part One Executive Summary Each proposal should be accompanied by an executive summary not exceeding two pages which summarizes key points of the proposal and which is signed by an officer of the firm who is responsible for committing the firm s resources. Please provide contact information for the person to whom KCLS should direct proposal correspondence including full name, phone number, email address and physical mailing address. Part Two Proposal Details - Responses to requirements as defined in the SCOPE OF SERVICES In Part Two of the proposal, vendors must provide a response for every requirement and in the order defined in the Scope of Services. Proposal should also address the following areas: 1) Project Planning a. Create and include a proposed project plan and timeline with milestones for the deliverables. 2) Project Management a. Specify the project manager who will be the primary contact for the project. b. Define your methodology for communicating the progress and status of the deliverables, for example, weekly on-site meetings. c. Define the format of the documentation (MS Word, HTML, etc). d. Define all roles and responsibilities for the vendor and KCLS. 3) Architecture and Design Recommendation(s) 7

a. Define the process used to provide one or more design recommendations. b. Define the review process with KCLS and how to handle discrepancies. 4) Migration Proposal a. Define the process used to recommend a proposed migration. b. Define the review process with KCLS and how to handle discrepancies Part Three Cost of Services. Costs should be provided in an easy to read format providing a break-out of specific costs for all associated services, noting the rate, reoccurring and non-reoccurring costs, total estimated time and total amount. Please provide an hourly rate for post-engagement consultation. The vendor shall be responsible for applying accurate taxes and fees in effect on the date of proposal submission. Each tax and fee to be paid by KCLS should be listed as a separate line item. The vendor shall be responsible for the payment of business registration fees, permits, licenses, business and occupation taxes and all other taxes except Washington state sales tax payable to the vendor by KCLS. Cost and Billing Details: a. Proposals should specify total costs for all known services, deliverables, and estimated travel and expenses. b. Proposals must provide comprehensive costs to KCLS for lease or purchase of all aspects of the proposal. c. Proposals must contain an easy-to-read cost summary grouped by equipment, service, and maintenance. d. Detailed costs must be provided, grouped by KCLS location and clearly stating where sales tax applies. e. Costs and services subcontracted to other providers must be specified. f. Costs must be summarized on a per-month and per-year basis. Please provide a sample invoice. g. Provider must supply their pricing schedule from their minimum to maximum bandwidth options including reoccurring and non-reoccurring charges for change in service, including adding or removing new KCLS sites, and penalties. h. Provider must describe their billing and refund policy. i. Specify the availability of on-line billing. j. Respondent is to state clearly their technologies upgrade policy mid-contract and its Fees or charges for doing so. 8

Part Four Company Qualifications Provide: Information about your company history and any specialty areas. List at least three entities for which similar work is or has been conducted in the last five years and give the name, title and telephone number of persons who may be contacted for reference concerning the services you provided. Give dates and lengths of service. Part Five Staff Qualifications Provide names, backgrounds, and bios of key personnel who would be involved in the project. Provide the primary management contact for your firm for this project. Provide the day-to-day contact from your firm for this project. SECTION FOUR SUBMISSION REQUIREMENTS One executed original proposal clearly marked on the cover, two (2) paper copies and one digital copy in PDF form by EMAIL of the proposal shall be submitted. EMAIL should be addressed to Purchasing, purchasing@kcls.org, with the words RFP 16-04 Network WAN Services Proposal in the EMAIL Subject line. The proposal shall be clearly marked on the outside of the transmittal package with the following information: Your Organization s Name RFP 16-04 Network WAN Services Proposal The proposal must be received no later than 4:00 P.M. on February 7, 2017 at: King County Library System Attn: Purchasing 960 Newport Way NW Issaquah, WA 98027 Proposals received by KCLS after 4pm (Pacific Time), February 7, 2017, will not be considered. Late proposals will be destroyed. Proposals received before the due date will be held in a secured area until the time of opening. Proposals must be signed by a corporate official, owner or a person who has been authorized to make such a commitment. KCLS does not conduct a public opening of proposals, nor are evaluation progress reports available. Notification of award will be sent to all bidders. 9

The Proposal should clearly state the total length of time during which the services, and any related prices presented in the proposal are valid and reliable. It is required that this time period be no less than one hundred twenty (120) days from the date the proposals are due. Organizations shall respond to each and every requirement contained in the Proposal Requirements section of this RFP. Responses must be in the same order in which the points appear in the RFP. The proposal must be clear, unambiguous, and capable of being understood without reference to other documentation. Failure to address a particular requirement shall be presumed to mean that the function or requirement is unavailable. Vendors are advised that the submission of multiple proposals, or alternative approaches to specific sections of the requirements will be considered non-compliant and those proposals will be disqualified. We are relying on the vendor as the expert to identify in its proposal the approach which is believed to be the most effective to produce the required systems and services. No substitutions will be accepted on any of the components unless the vendor can provide proof that the substituted equipment meets or exceeds the specifications, reliability, warranty and pricing of the equipment specified by the King County Library System. Failure to comply with the requirements of this RFP may result in disqualification. The organization must clearly state that the proposal submitted presents a true offer of services and/or materials. It must be clearly stated that the proposal is not a result of any direct or indirect coordination or collusion with other firms submitting a proposal in response to this RFP. An organization may withdraw or modify its proposal in writing by delivery service, certified U.S. Mail, or by hand delivery at any time prior to the RFP deadline for submission. SECTION FIVE REQUESTS FOR CLARIFICATION Questions and requests for clarification concerning this RFP shall be submitted IN WRITING or by EMAIL no later than 4:00 P.M. PST January 10, 2017 to: King County Library System Attn: Purchasing 960 Newport Way NW Issaquah, WA 98027 The words RFP 16-04 Network WAN Services shall appear on the envelope or the EMAIL Subject line. EMAIL should be addressed to Purchasing, purchasing@kcls.org. Inquiries shall state the page and the applicable RFP section or paragraph to which the question(s) pertain. Faxed requests for clarification will not be accepted. Confirming receipt of questions is the responsibility of the submitting organization. The organization shall be responsible for requesting clarification concerning the RFP to allow the organization to respond specifically, thoroughly, and clearly to every specification, requirement, or question presented in the RFP. KCLS shall in no way be responsible for any errors or ambiguities in the RFP. A failure of KCLS to respond to any request for clarification shall not be considered by any 10

organization that KCLS agrees or disagrees with any statement, which may be contained in the request for clarification. All clarifications to the RFP will be posted online at http://kcls.org/rfp by the date indicated in section seven. The source of an inquiry occasioning a clarification shall not be given. Any information provided after distribution of the RFP is for clarification only and not binding on KCLS. SECTION SIX EVALUATION KCLS intends to select the proposal that is most advantageous to itself. The responses to this RFP will be evaluated by a Selection Committee to be established for such purpose. The evaluation will include a review of all proposals based on the following criteria: 1. Total Price and Cost Effectiveness of solution 2. Responsiveness to the complete list of services needed, as stated under Scope of Services of this RFP, along with a demonstration of understanding of the objectives and meeting overall requirements 3. Experience meeting the stated objectives, preferably in a mission critical environment 4. References: Accuracy and quality of deliverables, adherence to schedules, and relative success of programs implemented, as determined by reference checks. 5. Vendor s eligibility to participate as a State Service Provider in the USAC E-Rate program. 6. Integration with KCLS s network infrastructure 7. Previous experience with KCLS. 8. Financial Stability KCLS reserves the right to reject any and all proposals for any reason. KCLS reserves the right to accept other than the lowest priced proposal and to negotiate with any organization when the best interests of the Library are served by so doing. KCLS may invite one or more representatives from any organization to meet or talk with KCLS representatives for the purpose of clarification of the vendor s proposal. KCLS may at its sole discretion waive any irregularity or informality in a proposal submitted by any organization. Deadline for receipt of proposals 2/8/2017 Opening of proposals & evaluation begins Late February 2017 Contract signed prior to submitting the Form 471 as pursuant to USAC rules with an effective date of July 1, 2017 SECTION EIGHT SPECIAL CONDITIONS Organization Responsibility 1. Any organization submitting a response agrees to all the rules and conditions required in this RFP. All materials submitted in response to the RFP shall become the property of KCLS. The organization s proposal and the RFP shall become part of any contract that is negotiated with the successful organization unless modified in writing by the contract. 2. The successful organization shall be required to assume responsibility for delivery of goods and/or services as defined in the contract. 3. The organization shall be required to demonstrate that there is in effect all licenses, permits and authorizations to provide all products and services it proposes. 4. It is the organization s responsibility to ensure that the RFP is not defective and does not inadvertently restrict competition. Protests to the RFP must be in writing and be made prior to the due date to permit time for revisions to be issued. 5. The cost for developing proposals in response to this RFP is entirely the obligation of the organization and shall not be charged to KCLS in any manner. Alternate Organization Selection. If KCLS fails to negotiate a contract with the organization of first choice, KCLS shall reserve the right to enter into new contract negotiations with an alternate organization(s). Payment Schedule. KCLS payments, subject to negotiations, shall be made to the organization not more than forty-five (45) days after KCLS receives the organization s invoice for goods/services received as specified in the contract between KCLS and the organization selected. Wages. The organization shall be required to pay any wages or salary required by the laws or regulations of any government entity having jurisdiction. News Release. Mention of KCLS, staff, or programs in advertising, customer lists, photographs, or articles in the professional literature pertaining to an award resulting from proposals made in response to this RFP shall not be made by any organization without prior written approval from the KCLS administration. Written Contract. KCLS and the selected organization shall negotiate a contract and nothing shall be binding on either party until the contract is in writing and signed by both parties, except organization is obligated to keep its proposal in effect for period specified in this RFP. 12

Faxed protest letters will be accepted if received by the deadline below. Confirming receipt of fax is the responsibility of the protesting organization. Deadline. Letters of protest must be received by KCLS no more than one week after RFP award has been announced. Response to Protest. Written response to protest letters will be composed jointly by the Selection Committee and the Director of Finance. Responses will be available within approximately two weeks of receipt of protest. Written responses are mailed via certified mail to the protesting organization. 13
