THE FUSILIERS REGIMENTAL STRATEGY

Vision. A strong Regiment, fully manned and stood ready to meet the challenges of the future. Proud to wear the Hackle, an enduring symbol of professionalism, family and fighting spirit. Forever England s Fusiliers. Introduction. There are now only two Battalions and three independent sub-units in the Royal Regiment of Fusiliers. Our situation has changed significantly. The Regimental Council has therefore determined that a new strategy is required to guide the Regiment over the next 5 years. Threat. Further reorganisation of the Army poses a significant threat. The Regiment s hard-won reputation is our Centre of Gravity; our ability to attract and retain high quality personnel is our Vital Ground. Without both we will wither on the vine and be exposed to the real prospect of being removed from the Army s Order of Battle. Our ability to fight and win needs to be demonstrated rather than assumed. We need a clear vision that coheres our actions and ensures we don t just survive, but thrive as the Regiment of first choice. Opportunity. Our purpose is clear: to provide Regular and Reserve forces for the Field Army in order to deliver operational capability for the UK. The First Battalion has an excellent role in the Army s current and future operational capability, in an area that is the geographical heart of the future Army. The Fifth Battalion has a new home in the very centre of Newcastle with the exciting prospect of growing in size to cover our entire recruiting area. Together with our sub-units, our Reserves offer a source of reinforcement, new skills and a deeper connection with the community.

Plan. We build our capacity and realise our vision by optimising Regimental support to the Regular battalion and our Reserves through a Campaign Plan consisting of six Lines of Operation (LoO). Each LoO is owned by a senior officer who will ensure a programme that will establish targets to be met, the measures of effectiveness to be used, the delivery timeline and the resources required. The Colonel s annual Operation Order (OpO) will prioritise and resource the activity to support these plans. Together we will: a. Promote and enhance our reputation. This LoO is the Regiment s highest priority. It contains the metrics against which we will be judged; be that in terms of operational effectiveness or in advance of any future Army re-structuring. These include manning (recruiting, retention, rejoins), the number of officers and soldiers we have serving with UK Special Forces, performance on career courses, and deployability. b. Promote and support the Regiment. This directs how we engage with the community. It will examine how we market the regiment to improve and strengthen our brand and image. It will look carefully at how we manage our resources, conduct planning and transformation, and how we might re-set the RHQs to better serve the needs of our people.

c. Support the wider Regimental family. This LoO will examine how we nurture, encourage and sustain our Regular and Reserve personnel, our Cadets, our Association and our Veterans. This is about making sure we care for one another and is about having fun. We will look for ways to make service with the Fusilier family enjoyable, rewarding and, where appropriate, challenging. We will demand success in the sporting arena, exciting adventure training, Association events that are different and popular, and activities that offer our cadets the same opportunities. This will require strong, imaginative leadership and buy-in throughout the Regiment. d. Preserve our proud heritage. This is about ensuring we maintain the links with our forefathers whilst celebrating the achievements of our current Regiment, and especially the incredible courage and commitment demonstrated by our people since 1968. This LoO will be particularly focused on support to our museums.

e. Maximise our talent. The Regiment will be stronger for being at the heart of a Queen s Division which offers variety and opportunity. We will engage fully to ensure Divisional processes and procedures support this intent. To take full advantage of this opportunity, we must harness the considerable talent both within the Battalions and across the wider Regiment. This LoO is about ensuring we get the right soldiers and officers in the right places to realise their own potential and further enhance the Regiment s reputation and reach. f. Finance. This LoO will look at how we manage our financial resources to support the strategy, provide benevolence and generate additional income.

Command & Control. a. LoO. Each LoO will be led by an OF5 (Colonel) responsible to the Colonel of the Regiment for the achievement of that objective. They will be supported by a team of Officers and WOs (serving or retired), and relevant subject matter experts from the wider Regimental family. The Regimental Secretary will ensure that each team is properly staffed. Where appropriate, the team may also contain civilian contractors. The Regimental Council will be expanded to include those leading LoOs. b. Regional Focus. Maintaining a footprint in all four of our Regimental areas will be key to success. The engagement with local leaders and members of the community builds greater understanding of the Regiment, raises our profile and enhances our reputation. This will assist greatly in recruiting, fund raising and generating community support. Area Colonels at OF5 or above will continue to lead this engagement. They are each to be supported by an OF4 (Lieutenant Colonel) deputy and a team of Officers and WOs (serving or retired). Ethos. Remember our ethos; it has served us well for many a year. Fusiliers are known for their loyalty, service, example and cheerfulness. We are a Regiment with an outstanding reputation, hardwon on operations, for fighting well and winning. Winning in the future is a whole-regiment task and there will be plenty of opportunity to contribute to the fight, be it by fund raising; improving our communications; engaging in local and national influence activity; assisting Area HQs; joining a LoO delivery team; and supporting our Cadets and Association.
