1. INTRODUCTION AND BACKGROUND The Housing Development Agency (HDA) is a national public development agency established by an Act of Parliament (Act 23 or 2008). The HDA promotes sustainable communities by making well-located land and buildings available for the development of housing and human settlements. In Limpopo, the HDA has signed an implementation protocol with the Provincial Department of Cooperative Governance, Human Settlements and Traditional Affairs (CoGHSTA) to support the implementation of housing delivery. As part of the process towards intensifying the provision of rental housing, hostels were identified for possible upgrading, reconstruction and or demolition in consultation with municipalities. The conditions of identified hostels need to be assessed in order to inform an appropriate development option. Quotations are therefore invited from interested professional consultants to undertake the structural assessments of Nkowankowa and Talana hotels. Nkowankowa Hostel is located adjacent to erf 1628 that is owned by Tzaneen Local Municipality measuring approximately 1.24 hectors. The municipality has earmarked this land parcel for medium to high density residential development. The quotation will be submitted in a form of a technical proposal aiming to provide the basis for the planning, designing, rendering of project management as well as recommendations on the structural integrity including costs estimates of the existing structures at Nkowankowa and Talana Hostels. The Technical proposal will provide information on. 1. SCOPE OF WORK The scope of work for this assignment is the structural assessments at Talana and Nkowankowa hostels in Tzaneen Local Municipality; and the work to be under-taken will include but not be limited to the following: 2.1. STRUCTURAL ASSESSMENT Determine the integrity of the structure, identify possible dangers posed by the structure, and provide cost implications on the best structural intervention for sustainable development of the hostel. Structural analysis/assessments will address the following: 2.1.1. Structural Integrity Structural integrity of the existing buildings. Determination of the root cause for structural problems and recommended solutions. Detail options to either renovate or demolish the structures in line with recommendations. Costs estimates for demolitions and/or reconstructions (where applicable). 2. EXPECTED DELIVERABLES In accordance with the relevant standards and procedures for professional practice, and contracted scope of work, the professional service provider will submit and make oral presentation on the following outputs and deliverables:

A soft copy and five (5) hard copies are required. within 3 weeks after submission and discussion of the inception report Final Status Quo and Structural Assessment report -a report detailing different options, recommendations and cost estimates for future and sustainable development of the Hostel. An oral presentation of the draft report to client is required. A soft copy and five (5) hard copies are required. 3. TIMEFRAMES within 2 weeks after submission and discussion of the inception report The anticipated timeframe to complete this assignment is 6 weeks. 4 REQUIRED SKILLS The professional service provider is required to provide a minimum of the following skills and expertise considered necessary for effectively implementing the assignment: Structural engineer with experience in structural assessment and structural designs and; A quantity surveyor 6. EVALUATION PROCESS 6.1. The HDA needs to be satisfied, in all respects, that the organisation selected has the necessary resources, qualifications and abilities for this project, and that all submissions are regarded in a fair manner in terms of evaluation criteria and process 6.2. The general methodology of selection will be that proposals will first be evaluated on their technical ability to perform the task. Any proposals scoring below 70% of the points noted in the table below will be disqualified for the second evaluation. The second evaluation of technically competent proposals will be evaluated against Price and B-BBEE using a 80/20 Price/B-BBEE formula.

PAYMENT STRUCTURE 7.1. HDA undertakes to pay in full within thirty (30) days, all valid claims for work done to its satisfaction upon presentation of a substantiated claim/invoice. 7.2. No payment will be made where there is an outstanding information/work by the service provider/s.
