VATSIM South America Quarterly Report to the Executive Committee Q1 2011 This was a very exciting quarter invested in the development of the region to consolidate it s structure for growth through the rest of the year. I am very happy to see our divisions fully staffed and presenting the first concrete results. We are delivering more options for fun, increasing ATC coverage, mentoring and events. VATBRZ and VATSUR where in highlight this quarter. Both divisions have DD s appointed at the beginning of the quarter and have brought fresh air and energy to the team. Both have worked hard to quickly finish staffing their teams and are hand on their plans. This is a historic slow quarter -because of the austral summer- and divisions took advantage of it to make changes and be ready for what s next. Due to the slowness of Q1, we grew a bit slower than the rest of the world accounting for 15.14% of WW sign-ups. I invite you all to read carefully our divisions reports below for the exciting details. VATBRZ Q1 2011 Divisional Report Status Summary In this first quarter we have launched a series of web services, tutorials, tools and new communication channels to increase user integration, training and events. All aspects of Division were carefully analyzed to promote a change in our communication and training methods. Hard work to recover a division with lot of problems, lack of controllers and instructors, disruptive members, and a great competitor. TRAINING 1 - The first step was the conclusion of Moodle based Training Center, with the first S1 and S2 modules currently running with massive users participation, more than 120 trainees. Launched in March, we have promoted seven ( 7 ) new S1 and two ( 2 ) S2 in this new system, historically a record. 2 - Due lack of mentors and instructors, we've started a intensive effort to invite members to these positions, recruited from real pilots and controllers which are now in training and adaptation phase, expecting to be in active service over the next months. We are recruiting mentors from C1 to locate at the new TMA structure. 3 We completed the initial modules from Pilot Training Program (Moodle based - P0, P1, P2 ) to submit to ATO certification, targeting to be certified on the second quarter. The system will be launched in cooperation with certified VAS, who will be responsible for P2 ( and after P3, etc ) checks. Our plan: - P0 Only VATBRZ - P1 VATBRZ - P2 VATBRZ + VA - P3 VA ( ATO Certified ) 4 We completely dissolve previous FIR structure, four continental and one oceanic, to locate our recent promoted S1 in well distributed TMAs. Each TMA is now served with one or more MENTORS, recruited from C1 who are interested in INS rating. This new (gradual) arrangement permit at the same time a solid training to S1, INS formation and more uniform ATC coverage. 5 We start to host our new registered members in five online live sessions or teamspeak channel assistance per week, to recover the number to acceptable percentage of activity. Previous analysis of this numbers shows that only 5% of the new registered members become active ( from 819 new registered, only 105 ( 12% ) become active 4 th Quarter 2010 ).

This event will be repeated each 6 months. MEMBERSHIP 1 The Division is very successful attracting new members, but a high percentage of these people don't become active. Below, in activities chart, we show the results of our effort to improve online reception: 1.1 We host new TeamSpeak 3 server, open to new members assistance, five sessions per week 1.2 We maintain five reception sessions per week only to help new members to configure software and to initial approach. 1.3 We launch the new P0 open course module in Moodle, with all translated (pt-br) CoC and UA, brand new software installation manuals, step-by-step connection guide and first flight procedures.

So, we count with only 1,220 active members. We are working hard to recover this number, increasing from 10% to 15% per quarter focusing in retaining new sign-ups and inviting inactive members to come back. ACTIVITY 1 Pilots - According to VATAWARE system, this 4er have 25,868 movements, 12,829 departures and 13,039 arrivals. Due lack of previous information, we don t have sufficient data to compare, but we feel a light increase of traffic in the last weeks of quarter, pushed from the events, new users and VAS activities. Next quarter the system will generate daily report, showing detailed graphics and quarter comparative. No data available from previous quarter, but the number is growing with new recently promoted S1 and S2. 3 VA s According our exclusive VA PARTNER SYSTEM, we have 14 VAS generating 2,021 valid flights in 1 st Quarter. Valid flights are: More than 30 minutes, departure and arrival registered, no infractions like pause and acceleration. Two new VA s subscribe the system this quarter, and we plan to attract more since it s the way they have to figure in our website as VATBRZ VA PARTNER. The number is growing with intensive support and the ATO certification expectative. No additional comments about VAS that recruit

our pilots to fly out, this tool help us to verify real partners and another type of VAS only using our system to auto promotion. VATSUR Q1 2011 Divisional Report The first quarter of 2011 has been a period with different results. As expected due to austral summer the number of flights and ATC online decrease in countries like Peru, Chile, Bolivia, Paraguay, Argentina, and Uruguay, but not significantly to render this a worrying situation. In the other hand The ATC and flight time in Venezuela rise dramatically in the last 2 months of this quarter and Colombia started to grow up slowly due to a new group of mentors and ATC. Also we have created a blog (www.vatsur.org/blog) to maintain a direct and constant way of communication with our members. The aim of this blog is to supply the original idea of a newsletter where the staff posts events, airport reviews, VAs reviews, small tutorials, news and changes in our division. Other of the short-medium project is the implementation of a booking system for ATC, since the solely country to have this system is Chile. Our idea is to combine the rest of the countries in one booking system located at VATSUR s website. Staff In the VATSUR staff level, in this quarter, there was some changes, since Daniel Abella was appointed as VATSA region director. Gonzalo Ittusaca from Peru leave the operations role to assume as division director (vatsur1) and Taiguara Durks (Paraguay s FIR chief) was appointed as operations director (vatsur5) since the last week of February. Hector Escalante took the leadership in Venezuela since the sad event happened to our friend Jesus. In the other hand Colombia is restructuring the staff with new fresh people, this process will take few additional weeks. Argentina has a new FIR chief: Carlos Montenegro, the previous director left the office for personal matters. A selection process is currently in place for a new Director in Chile. Training We are reviewing all the exams and the courses in order to improve the contents to render them more specifically to local virtual air traffic control and be more helpful to apply the new knowledge online. This quarter we have had 32 upgrades distributed as follows: 14 S1, 7 S2, 8 S3,1 C1 and 2 C3, the most active country is Venezuela followed by Argentina and Ecuador In Colombia there is a lack of mentors and instructors to train students in all positions. Sadly, this is causing these student s progression to be delayed. The VATSUR staff is working together to help Colombia with this issue Membership

In this first quarter of 2011 we have registered 450 new members; since this is the first time that this administration make this report we don t have a contrast number. TOTAL MEMBERSHIP Pilot/OBS: 5,747 S1: 88 S2: 95 S3: 81 C1: 91 I1/I3: 19 NB: Those numbers correspond to the ATCs approved since April 2009, when we experience problems in VATSUR s database and I have no other statistics reference. Events We have seen a steady decrease in traffic supporting the Thursday night events each week. There were no major events in this quarter; the most active country in this aspect was Chile.

For the rest it s business as usual and as expected this time of the year it is relatively quiet with many members away on vacation and absent from their homes/offices etc. I want to finish this report thanking the entire team, VATSUR and different FIR/vACC staffs for their support and excellent work.
