Dear Applicant, Thank you for your interest in applying for support from the Baltic-American Freedom Foundation (BAFF) Baltic-American Dialogue program. The BAFF mission is to enrich the ties between the United States and Estonia, Latvia, and Lithuania through programs of education and exchange centering on economic growth and democratic processes. Visibly strengthening U.S-Baltic ties is a core goal. BAFF implements this mission through programs like the Baltic-American Dialogue program. Baltic-American Dialogue funding is designed to foster the exchange of ideas between the Baltic States and the U.S. and to stimulate international collaboration on topics of mutual interest. Funding is available for two purposes: Public organizations from Estonia, Latvia, and Lithuania are invited to apply for funds to host a U.S. speaker for a program of their own design to address the interests of their unique constituencies. Baltic experts who have been invited to address a U.S. conference or other prestigious audience may apply for funds to cover unreimbursed costs of travel to the U.S. Proposals will be evaluated according to the demonstrated benefit to all parties, the relevance of the proposed topic, and opportunities for organizational collaboration. In addition, proposals will be evaluated based on the submitted budget rationale and detail. Special consideration will be given to proposals that include faculty symposia, discussion groups, student forums, related competitions, or other unique opportunities for involvement with the topic. As you prepare to submit your applications, please consult the Baltic-American Dialogue Application checklist. Use the checklist to gather all of the documents required to complete your application. Section III: Budget Baltic-American Dialogue Complete the chart below. BAFF funding for Baltic-American Dialogue projects is intended to cover travel and other logistics expenses associated with the described project. Using the form below, list only those expenses for which you are requesting BAFF funding. An outline of the full budget for your project, along with significant sources of co-funding should be included in your event proposal. Please note that BAFF will not consider funding for honoraria, local personnel costs, or general overhead. All amounts should be stated in USD. Section IV: Terms and Conditions Baltic-American c Baltic Public Organization The following section serves to outline the terms and conditions of receiving BAFF support for the proposal submitted. Please read the following information carefully and confirm that you have read, understood, and agree to these terms by signing and dating at the bottom. 1. The applicant organization named in Section I of the Application (the Applicant Organization ) is applying to receive funds from the Baltic-American Freedom Foundation ( BAFF ) through its administrator, the Council on International Educational Exchange ( CIEE ) to implement a program (the Program ) whereby an individual will speak to an audience (the Program Participant ) in Estonia, Latvia, and/or Lithuania (collectively, the Baltic states ) in an effort to promote the exchange of ideas between the Baltic states and the U.S. and to stimulate international collaboration on topics of mutual interest. 2. The Applicant Organization selected by BAFF and CIEE agrees to receive funds to implement the Program under the terms of this agreement (the Agreement ). The Applicant Organization assumes all responsibility for each Program Participant, including each Program Participant s suitability and reliability, the views expressed and the quality of the Program presented, and any and all contractual agreements between the Applicant Organization and the Program Participant. BAFF and CIEE specifically disclaim any legal or financial responsibility for Program Participants or arrangements between Appicant Organizations and Program Participants. This includes, but is not limited to, all travel before, during, or after the funded program by an Program Participant; the quality or availability of any entity that provides goods and services for the Program; lack of, access to, or quality of medical care that may be required; airfare and any refunds requested or required. All Program Participants, and neither BAFF nor CIEE, are responsible for their acts along with any resulting loss or damage associated with the Program. The views expressed by the Program Participant are his or her own and do not represent the views of BAFF. 3. Any documents released to the media or otherwise presented by the Applicant Organization regarding the Program shall contain the message: This program is made possible by funding from the Baltic-American Freedom Foundation (BAFF). The views expressed by the speaker/presenter are his or her own and do not represent the views of BAFF. For more information about BAFF scholarships and the Baltic-American Dialogue program, visit www.balticamericanfreedomfoundation.org. If tickets are sold or distributed for the event, the Applicant Organization agrees to make a limited number available at no charge for members of the Baltic-American Freedom Foundation Alumni Association. 4. No later than 30 days after the event, I the undersigned, on behalf of the Applicant Organization, agree to provide BAFF with a brief report describing the event and copies of all preevent promotional material, as well as copies of any press coverage. I agree that videos and photographs made available by the Applicant Organization through public channels (public website, YouTube, etc.) may be featured on the BAFF website: www.balticamericanfreedomfoundation.org 5. The Applicant Organization agrees to hold harmless BAFF and CIEE for damages or loss to any party associated with the Program. BAFF and CIEE make no representation or warranty of any kind, expressed or implied, as to the suitability of the Program, and BAFF and CIEE disclaim all such warranties to the full extent of the law. 6. BAFF and CIEE reserve the right to select a limited number of Applicant Organizations to receive funding based on the findings of the selection committee as to which Applicant Organizations best embody the values, goals, and objectives of BAFF. 7. Monetary amounts awarded to successful Applicant Organizations may vary depending on the scope and location of the individual proposal. BAFF and CIEE reserve the right to adjust monetary awards at their discretion. Furthermore, 4

BAFF and CIEE reserve the right to reject the application of or refuse sponsorship to any applicant that BAFF and CIEE do not deem appropriate to participate in the Program. 8. Should the Program not come to fruition for any reason, the Applicant Organization agrees to immediately return all funds granted to implement the Program. 9. Should any dispute arise regarding the Applicant Organization s obligations arising out of or relating to this Agreement or any other agreement between the Applicant Organization and CIEE or BAFF, the Applicant Organization, CIEE, and BAFF agree that they will attempt to amicably come to a resonable resolution among themselves. To the fullest extent permitted by the law, the Applicant Organization agrees that any controversy or claim (including any counterclaim and the arbitrability of any controversy, claim or counterclaim) arising out of or relating to this Agreement or any other agreement between the Applicant Organization and CIEE or BAFF, which cannot be resolved amicably after a reasonable attempt to negotiate such a resolution, shall be submitted to arbitration in accordance with the Commercial Arbitration Rules of the American Arbitration Association, as such rules may be amended from time to time. The award of the arbitrator shall be final and binding upon the Applicant Organization, BAFF, and CIEE, and judgment may be entered with respect to such award in any court of competent jurisdiction. Should any controversy or claim (including any counterclaim) arising out of or relating to this Agreement or any other agreement between the Participant and CIEE or BAFF be found to not be arbitrable, the Applicant Organization agrees to the exclusive jurisdiction of the state and federal courts of the state of New York in New York County for the resolution of any such dispute. 10. Selected Applicant Organizations will be required to sign a document detailing all responsibilities associated with the award. The applicant selected by BAFF and CIEE agrees to receive funds to implement the proposal under the terms of the agreement (the Agreement ). The applicant assumes all responsibility for this proposal, including the suitability and reliability of the U.S. conference or other audience, the views expressed, and any and all contractual agreements between the U.S. host audience and the applicant. BAFF and CIEE specifically disclaim any legal or financial responsibility for the applicant or arrangements between the applicant and the host audience. This includes, but is not limited to, all travel before, during, or after the funded program by the applicant, the quality or availability of any entity that provides goods and services; lack of, access to, or quality of medical care that may be required; airfare and ay refunds requested or required. The applicant, and neither BAFF nor CIEE, is responsible for his or her acts along with any resulting loss or damage associated with the funded proposal.
