ACP-EU Co-operation Programme in Science and Technology II (S&T II) Call for proposals EuropeAid 133437 General outlines Implemented by the ACP Secretariat Funded by the European Union
Why an STI Programme for development? Adapt and absorb existing technologies Develop appropriate technologies for local needs Strengthen countries' resilience to internal and external shocks (climate change, food insecurity, energy crisis ) Contribute to sustainable growth Boost family and business income
STI challenges in ACP and responses Challenges Lack of human resources Lack of financial resources Lack of infrastructures Inappropriate policies Responses Scholarships and mobilities Funding for research activities Funding for research facilities Support to sector reforms Criticism Academic bias Top down approach Missing interlinkages among stakeholders One size fit-all approach
S&T I lessons learnt 36 projects involving 214 EU and ACP institutions in Agriculture, Environment, Health and Energy According to a recent MTR: Capacities of institutions involved enhanced Number of scientific proposals increased North-South and South-South partnerships created Yet: Academic institutions have been main beneficiaries Support to research activities and formal qualifications Little involvement of government and civil society
S&T Programme II Strengthen capacities in Science, Technology and Innovation at policy, academic and civil society/business levels Beyond the academic bias, it is not another research programme! Interlinking all levels through participatory approach Tackling local needs through endogenous responses International collaborations to tailor solutions Complementarity with ACP Research, Mobilities and Connect programmes
S&T II Expected Results STI goals and priorities are mainstreamed in regional and national policies National and regional STI capacities are reinforced The role of STI for development is acknowledged
