Call to Order Chairman Glenn Lochrie called the meeting to order at 9:02 am. II. Introduction of Council, Staff and Guests Mr. Lochrie asked the Florida Council on Arts and Culture and department staff to introduce themselves. Guests included Liz Lamb, Dana Brown (Cultural Council of Greater ), Carol Aubrun (City of West Park). III. Adoption of Agenda Mr. Judd moved approval of the agenda with Sen. Deratany seconding. The motion carried. IV. Approval of Minutes Ms. Satterlee moved approval of the minutes from the March and May Florida Council on Arts and Culture meetings. Ms. Shoffner seconded the motion. The motion carried. V. Chairman s Comments Mr. Lochrie welcomed the Council members, staff, and guests. He thanked Council member Hope McMath for her hospitality and efforts in making the meeting and activities in a success. Mr. Lochrie spoke of the importance of being able to visit facilities throughout the state. He also thanked the staff for running an efficient panel meeting. VI. Department of State Update Sandy Shaughnessy thanked the Council for reviewing and scoring the Cultural Facilities applications, and commended their attention to detail. She also thanked Ms. McMath for her hospitality to the staff and Council while in. She announced the recent addition of Hillary Crawford and Dr. Ginny Grimsley to the Division of Cultural Affairs staff. Ms. Shaughnessy reported that there will be no Florida Heritage Awards Ceremony in Tallahassee in March. The Florida Artists Hall of Fame inductees for 2016 will be presented at the Convening Culture Conference in Fort Lauderdale February 1-2. Ms. Shaughnessy announced that Arts Day, presented by The Florida Cultural Alliance, is scheduled for January 26 th in Tallahassee. VII. Business Items A. Review of Meeting Calendar - Mr. Lochrie reviewed the upcoming meeting dates. Ms. Shaughnessy reminded the Council that the March meeting date has been moved to
January 21 to coincide with Tourism Day, and that Council members are encouraged to attend the activities associated with that event. B. Legislative Update Ms. Warren reported the Funding Appropriation as follows: General Program Support Grant Program: $12,764,197 Specific Cultural Projects Grant Program: $1,495,625 Cultural Facilities Grant Program: $18,839,581 Cultural Endowment Program: $1,920,000 Line Item Projects: $4,000,000 The five Grant Program managers on staff are currently managing 579 new grants in addition to conducting panel meetings, closing out previous year grants, and writing new contracts. Ms. Warren encouraged the Council to be aware of Senate Bill 310 (Senator John Legg) and its companion House Bill 141 (Representative Manny Diaz) which tasks the Florida Council on Arts and Culture with: Providing for replacement of the statue of General Edmund Kirby Smith in the National Statuary Hall Collection at the United States Capitol; providing for the gathering of necessary funds to carry out replacement of the statue; providing for submission of the state s request to the United States Joint Committee on the Library of Congress for approval to replace the statue, etc. VIII. Grant Programs D. 2016 2017 Grant Panel Reports the Division conducted 22 grant panel meetings from August 20 through September 25, 2015 for the General Program Support and Specific Cultural Projects grant programs. Panel reports are all available on the Division of Cultural Affairs website. Ms. Townsend motioned to accept all 22 panel reports as read, and Mr. Judd seconded. Ms. McMath had a conflict of interest with the Museum Level III panel, but voted her approval on all other panel reports. Ms. Satterlee had a conflict with the Multidisciplinary panel, but also voted her approval on all other panel reports. The motion passed. Mr. Lochrie encouraged the Council to participate and Chair more of the Divisions grant panel meetings. Mr. Judd made a motion that the staff give the Council an opportunity to volunteer to Chair panel meetings and that all remaining panel meetings be assigned to Council members. Sen. Deratany seconded, and the motion passed. Ms. Townsend made a motion that the comments section of the panel reports to include the word closing as to differentiate those comments from the ones made during the application review period of the meeting, and also to add starting and end times of the panel meetings to the report. Mr. Judd seconded, and the motion passed. E. Council action on 2016 2017 General Program Support and Specific Cultural Projects Lists The applicants from all of the panels were consolidated into two lists: one listing all eligible General Program Support applicants and the other listing all eligible Specific Cultural Projects Program applicants. The lists are arranged in top-down order by score. See Attachments 1 and 2 to view the complete lists. Four (4) applications were not presented for review during the panel review process due to a computer outage affecting the online grant system: Theodore Roosevelt Gibson Memorial Fund (17.5.170.200), Flaming Gardens (17.5.170.443), Stars Performing Arts (17.5.141.438), and Florida Prima Opera (17.5.141.329). Those panels will reconvene and score the dropped applications. Once the scores are entered into the system, they will be added to the complete lists based on the panel recommendations.
Mr. Judd moved to forward the recommendations to the Secretary of State for inclusion in the department s Legislative Grants Book for Legislative funding recommendations. Ms. Shoffner seconded. The motion passed. F. Cultural Facilities Panel Report - The Cultural Facilities Program application review panel met on September 30, 2015 at the Cummer Museum of Art and Gardens, 829 Riverside Avenue,, Florida 32204. Panel Chair, Ms. Sandy Shaughnessy called the meeting to order at 1:00 p.m. The Panel reviewed 42 Cultural Facilities Program applications with a total funding request of $14,406,424. The Panel recommended 37 Cultural Facilities applications for a total of $11,906,424 The recommended applications were prioritized by score. The prioritized list will be sent to the Secretary of State for approval, and then to the 2016 Legislature for funding consideration. The Cultural Facilities Application Review meeting was adjourned at 5:48 9m on October 1. Cultural Endowment Priority List - The following is a list of the 2 organizations that have complied with the requirements of the Cultural Endowment Program and are eligible to receive a $240,000 State Matching Share (SMS). The list, in priority order by Compliance Date, will be submitted to the 2016 Florida Legislature for funding consideration. Organization County Request 1. Gadsden Arts, Inc. Gadsden $240,000 2. South Florida Art Center, Inc. $240,000 TOTAL REQUEST: $480,000 Ms. Townsend moved to accept the Cultural Endowment Priority list as presented and moved to forward the list to the Secretary of State for approval and then on to the Legislature for funding consideration with Ms. Shoffner seconding. The motion passed. H. Cultural Sponsoring Organization Designation - Recommend that the Department of State designate the following organizations as Cultural Sponsoring Organizations: Gablestate, Inc. Miami Dade County Naples Historical Society, Inc. Collier County Chopin Foundation of the United States, Inc. County Cultural Sponsoring Organization (CSO) Designation is an eligibility criterion for the receipt of a $240,000 State Matching Share (SMS). Organizations often use CSO Designation as a tool in fund-raising efforts. When the State Matching Share is awarded and added to the local match of $360,000, a $600,000 endowment principal is created. Interest from the invested principal may be used for the organization's general programming. The Florida Council on Arts and Culture recommends designation only. The Department of State approves the State Matching Share. Ms. Shoffner moved to approve the three organizations as a Cultural Sponsoring Organizations with Ms. Satterlee seconding. The motion passed.
IX. Open Council Discussion Ms. Satterlee asked how funds from the legislature are distributed among the applicants on the General Program Support (Cultural and Museum Grants) ranked list. Ms. Shaughnessy replied that the Division uses an iteration formula that distributes funds based on funds available and panel score. The staff is working on a new formula to more fairly distribute the funding. X. Public Comment Dana Brown of the Cultural Council of Greater thanked the Council and staff for their support and efforts in funding the arts. She commented that her organization is currently working on their iteration formula and she has offered to share her organization s research on the math to the staff. Carol Aubrun from the City of West Park made the following remark regarding the Cultural Facilities Panel process, For the record, the process allowed a panel member to reduce the City of West Park s score approximately 3 hours [after the preliminary score was voiced], after other panel members who reviewed and scored the City s application left, thus preventing those panel members who left from increasing their score. XI. Conclusion With no further public comment, the meeting concluded at 11:04 am.
