Terms of Reference Terms of Reference INTRODUCTION Richcraft Homes is the owner of lands known municipally as 820 Huntmar Drive located in Kanata community within the City of Ottawa. The site known as Kanata Highlands Area #2 was identified as a candidate to be brought into the City s Urban Boundary by way of the Ontario Municipal Board decision on OPA #76 and has been designated to Urban Expansion Study Area on Schedule B- Urban Policy Plan of the City of Ottawa Official Plan (OP). Study Area Figure 1: Study Area and Context Section 3.11.1 of the Official Plan requires that lands designated Urban Expansion Study Area be subject to a comprehensive study prior to being brought into the urban area and redesignated General Urban Area. In accordance with these policies, this Terms of Reference (TOR) document is being prepared to initiate the comprehensive study required to support the re-designation of the subject lands. This TOR consists of the following components: Definition of Subject Site and Study Area Boundaries; Comprehensive Study Purpose and Objective;

DEFINITION OF SUBJECT SITE AND STUDY AREA BOUNDARIES The subject property is located in the West Carleton-March Ward in the City of Ottawa and legally described as Part of Lots 8 and 9, Concession 1, Part 1, Reference Plan 4R-23454. The site is located just west of the urban boundary as identified on Schedule A of the O.P. with Terry Fox Drive currently serving as the divider. Lands east of Terry Fox Drive (identified in a pink overlay in the figure below) designated General Urban Area. Subject Site Figure 2: Subject Site and Surrounding Area This irregularly shaped parcel (outlined in orange) has a total land area of approximately 76.6 hectares with frontage onto Terry Fox Drive to the east and Huntmar Drive to the west. Although this is a relatively large tract of vacant land, the developable area of the site is limited by the presence of the Carp River, which runs along the southern portion of the property thereby encompassing a significant portion of the lands into the floodplain, the exact extent of the floodplain will be determined by way of a topographical survey in consultation with the Conservation Authority and the City but it generally includes lands along the western and southern boundary). The broader area context varies with the lands immediately to the south and west identified as agricultural. Lands north of the site have been identified as an Environmental Protection Area

The wetland area is located a considerable distance (in excess of 200 m) from the shared property boundary and will likely not be impacted by the development of the subject lands. Lands to the east, fronting onto Terry Fox Drive and beyond are designated, used and / or planned for residential purposes. With the exception of the subject site and the lands identified with a pink overlay in Figure 2 located east of Terry Fox Drive, the surrounding properties are located outside of the urban boundary and are not contemplated for re-designation at the time of this comprehensive study. COMPREHENSIVE STUDY PURPOSE & OBJECTIVE The subject site is located on the edge of lands located within the General Urban Area and through preliminary analysis has been identified as a candidate area for urban development. The purpose of this Comprehensive Study is to complete a more in-depth review of the subject lands to determine the site s suitability for urban development and to prepare a Concept Plan illustrating development of the site. The Comprehensive Study will ultimately inform and support an Official Plan Amendment to re-designate the lands from Urban Expansion Study Area to General Urban Area. The Comprehensive Study will conform to the requirements of Section 3.11 of the Official Plan. It is our understanding that the Growth Analysis to determine whether the lands are needed to meet the 10-year supply of land available for residential development has been fulfilled based on an interpretation by City staff put forward in an April 12, 2013 Report received by both Planning Committee and Council determining that given the length of time to prepare the requisite plans (18 months to 24 months), and the time required to implement the zoning of sites and resultant plan of subdivisions, that the work should proceed to have these lands preplanned to come on-stream over the terms of the Official Plan. It is also understood that this requirement has been removed by the City as a part of OPA #150. As such no additional work in the Comprehensive Study will be undertaken to address this. Additionally it is noted that no proposed or identified potential undertakings fall under the Schedule C of the Municipal Class Environmental Assessment, and are therefore not subject to the requirements of the Environmental Assessment Act. SUPPORTING STUDIES & REPORTS The Comprehensive Study, and the subsequent official plan amendment, will be informed and supported by a broad range of background studies and reports as identified by the City. This background material includes studies and reports prepared by the City of Ottawa as well as the Consulting Team. A complete list of these reports is attached as Appendix I to this Terms of Reference.
Kanata Highlands Urban Boundary Expansion Terms of Reference Richcraft Homes March 2015 4 COMPREHENSIVE STUDY ORGANIZATION The Comprehensive Study process will involve the participation of numerous stakeholders including Richcraft Homes (the landowner), City Staff and Council, Provincial Agencies and Ministries and residents of Ottawa. Muncaster Environmental DSEL Engineering Annis, O Sullivan, Vollebekk Surveying Delcan Transportation The Archeologist Keith Powers Archaeological Agencies & Ministries Ministry of Natural Resources Mississippi Valley Conservation Authority Other Friends of the Carp River Kanata Lakes Community Association Algonquins of Ontario School Boards Utility Operators Emergency Services OC Transpo In addition to the noted stakeholders, the Comprehensive Study process will involve the participation of the local Ward Councillor, Councillor El-Chantiry, as well as the adjacent Ward Councillor Marianne Wilkinson. Their level of involvement will be determined in consultation with the Councillor member and members of City Staff. At a minimum, the organization of consultation events will be scheduled through the office of the Councillor El-Chantiry s office who will act as the primary contact.. Core Project Team (CPT) Although all stakeholders will be involved throughout this process, the identification of a CPT to undertake the work program will be necessary and will consist of: Landowner Consultant Lead (FOTENN)

The CPT will liaise with the City of Ottawa Project Manager as required to represent the City s interests and coordinate City responses. Technical Advisory Committee (TAC) A TAC will be struck and will meet the review critical deliverables and to provide input throughout the design process. Representatives of the following organizations will be invited to participate. CPT members City of Ottawa Departments as required and identified by City Project Manager Ministry of Natural Resources Mississippi Valley Conservation Authority. WORK PROGRAM & DELIVERABLES This work program is being developed to achieve the following: Preparation of a Comprehensive Study and process for OPA; Filing and approval of an Official Plan Amendment. The Comprehensive Study and Official Plan Amendment work program is expected to take approximately one year to complete. A timeline for completion is outlined in Appendix II. Consultation events are identified in the Tasks where consultation is appropriate. Task 1 Finalization of the Terms of Reference with Consulting Team and City Jan to Mar 2015 Task 1 focuses on completing the Terms of Reference which will guide the preparation of the Comprehensive Study and include the following: Prepare Draft Terms of Reference by Consulting Team; Circulate Draft Terms of Reference to City Staff for review and comment; Update Draft Terms of Reference as required; Submit Finalized Terms of Reference to City for approval; and Obtain list of required studies from City Staff;

Task 2 Existing Conditions & Constraints Mapping Mar to Apr 2015 Recognizing the unique site constraints of the Lands, Existing Conditions & Constraints Analysis (ECCA) Mapping will be completed by the Consulting Team, in discussion with the CPT. The purpose of the ECCA mapping will be to document the existing planning, servicing, environmental, geotechnical, archaeological, and transportation conditions to analysis the development opportunities and constraints of the Lands. The ECCA Mapping will provide baseline conditions on which to develop an ECCA Report, concept plan and official plan amendment. The following will be completed in Task 2: Develop Draft ECCA Mapping with Consulting Team; Circulate Draft ECCA Mapping to TAC for review and comment; and Update the Draft ECCA Mapping as required. DELIVERABLE: Draft ECC mapping. Task 3 Confirm Consultation Program, Initiate Public Consultation & Draft ECCA Mapping Apr to May 2015 Based on the draft ECCA Mapping a Consultation Program will be confirmed to ensure an engaging consultation process to maximize engagement with the community. It will include a range of consultation techniques that will, at a minimum consist of: an engagement event to review and provide input into the ECCA Mapping; another engagement event to assist in the creation of a concept plan for the Lands; and, the statutory public meeting. The following will be completed in Task 3: Confirm / identify key stakeholders, engagement activities, and associated timelines for engagement activities, and the statutory public process with the CPT; Summarize Consultation Program and submit to City for approval;
Kanata Highlands Urban Boundary Expansion Terms of Reference Richcraft Homes March 2015 7 Initiate consultation program with introductory community workshop to review the ECCA Mapping (Consultation Event #1); Update the Draft ECCA Mapping based on public input, as required; DELIVERABLE: Consultation Program and Introductory Community Workshop. Task 4 Draft Existing Conditions & Constraints Analysis (ECCA) Report May to Aug 2015 Following the initial engagement event to review the ECCA Mapping the Consulting Team will begin completing the Draft ECCA Report, in discussion with the CPT. The purpose of the ECCA Report will be to document the existing planning, servicing, environmental, geotechnical, archaeological, and transportation conditions to analysis the development opportunities and constraints of the Lands. The ECCA Report will elaborate on the baseline conditions identified on in the ECCA Mapping in order to develop the concept plan(s), comprehensive study, and official plan amendment. The following will be completed in Task 4: Develop Draft ECCA Report with Consulting Team; Circulate Draft ECCA Report to TAC for review and comment; and Update the Draft ECCA Report as required; and Submit the finalized ECCA Report to the City DELIVERABLE: Draft and Finalized ECCA Report. Task 5- Preliminary Concept Plan(s) Development Aug to Sep 2015 Based on the outcomes of the initial public consultation concept plan(s) will be developed by the Consulting Team. They will illustrate land uses, development constraints (including Official Plan requirements), densities, open space (including natural heritage systems), transportation network, and major infrastructure. Following review and acceptance by the CPT it will be presented to the community for review and input at a consultation event. The following will be completed in Task 5: Develop Preliminary Concept Plan(s) by Consulting Team and review by CPT; Review and acceptance by the TAC; Hold community workshop for stakeholder review and input (Consultation Event #2);

Task 6 Draft Comprehensive Study Report Sep to Oct 2015 With the development of the finalized concept plan nearing completion, the Consulting Team will move forward with completing the identified studies and reports required by Section 3.11 of the Official Plan to support an appropriate Official Plan Amendment. This supporting material will be made available to the public for review. The following will be completed in Task 6: Consulting Team to prepare supporting studies and reports identified by City Staff as required for the Comprehensive Study Process and Official Plan Amendment; Develop Comprehensive Study Report. DELIVERABLE: Commence drafting of all supporting studies and reports and the Comprehensive Study Report in anticipation of an Official Plan Amendment. Task 7 Finalize Concept Plan Oct 2015 Based on the outcome of the Concept Plan Workshop and input from CPT a Finalized Concept Plan will be produced. Following review and acceptance by the CPT an open house will be held to present the Finalized Concept Plan to the community unless it is determined it is not necessary by the CPT. The following will be completed in Task 7: Consulting Team to develop the Finalized Concept Plan and review by CPT; Review and acceptance of the Finalized Concept Plan by the TAC; Hold community open house to present finalized concept to stakeholders (Consultation Event #3, if required). DELIVERABLE: Final Concept Plan & Community Open House (if required).
Kanata Highlands Urban Boundary Expansion Terms of Reference Richcraft Homes March 2015 9 Task 8 Finalization of the Comprehensive Study Report Nov 2015 With the final Concept Plan, required studies, and the Comprehensive Study Report as the basis, the comprehensive study process can be completed and the Official Plan Amendment application filed by the Landowner. The following will be completed in Task 8: Preparation of final Comprehensive Study Report based on final Concept Plan; Approval of Comprehensive Study Report by City; Preparation and submission of Official Plan Amendment application; and Staff commence processing of application DELIVERABLE: Comprehensive Study Report and OPA. Task 9 Approval of the Official Plan Amendment Nov 2015 to February 2016 The final Comprehensive Study Report, Concept Plan, and Official Plan Amendment will be brought forward in a staff report by City staff for consideration by Planning Committee and Council. City staff prepare report for Council consideration; Planning Committee (Statutory Public Meeting for Official Plan Amendment / Consultation Event #4); Council decision; Clearing of appeal period / disposal of appeals (if any). Once the appeal period has been finalized, and subject to the disposal of any appeals, concurrent Zoning By-law Amendment and Plan of Subdivision applications can be file and approved for the subject site.
