Florida Job Growth Grant Fund Public Infrastructure Grant Proposal Proposal Instructions: The Florida Job Growth Grant Fund Proposal (this document) must be completed by the governmental entity applying for the grant and signed by either the chief elected official, the administrator for the governmental entity or their designee. Please read the proposal carefully as some questions may require a separate narrative to be completed. Eligible governmental entities that wish to access this grant fund must submit public infrastructure proposals that: ƒ Promote economic recovery in specific regions of the state, economic diversification or economic enhancement in a targeted industry. (View Florida s Targeted Industries here.) ƒ Are not for the exclusive benefit of any single company, corporation or business entity. ƒ Are for infrastructure that is owned by the public and is for public use or predominately benefits the public. 1

1. Program Requirements: Each proposal must include the following information describing how the project satisfies eligibility requirements listed on page 1. A. Provide the title and a detailed description of the public infrastructure improvements. Phase II of the Intermodal Container Yard. Port Manatee completed a 10-acre intermodal container yard in 2014. The 10-acres was quickly utilized. An additional 19- acres adjacent to the 10 acres is needed as Port Manatee's container business continues to grow. B. Is this infrastructure owned by the public? Yes No C. Is this infrastructure for public use or does it predominately benefit the public? Yes No D. Will the public infrastructure improvements be for the exclusive benefit of any single company, corporation or business entity? Yes No E. Provide a detailed explanation of how the public infrastructure improvements will connect to a broader economic development vision for the community and benefit additional current or future businesses. 1. Provide a detailed description of the project. Include location, size/dimensions and purpose of construction or facility, any required mitigation, and all other information needed to gain a comprehensive understanding of the project. The project description must correspond to the current year funding request; that is, if the funding request is part of a larger project, the project description must identify the specific element to be funded in the current year. An additional 19 acres of paving adjacent to the existing container yard completed in 2014 to be used for the growing-number of containers the port is handling. Through June 2017, the Port handled more TEU's than it did in the entire previous year and is the highest TEU count in Port Manatee's history. The addition of 19 paved acres creates an economic development that is currently unavailable. 2

F. Provide a detailed description of, and quantitative evidence demonstrating, how the proposed public infrastructure project will promote: x Economic recovery in specific regions of the state; x Economic diversification; or x Economic enhancement of a Targeted Industry (View Florida s Targeted Industries here.) o As part of this response, describe how the project will promote specific job growth. Include a description of the number of jobs that will be retained or created, the average wages of such jobs, and in which industry(ies) the jobs will be created using the North American Industry Classification System (NAICS) codes. Where applicable, you may list specific businesses that will retain or grow jobs or make capital investment. o Further, include the economic impact on the community, region, or state and the associated metrics used to measure the success of the proposed project. Port Manatee s container volume for the first 10 months of its current fiscal year has already reached a full-year record. During the 10-month period from Oct. 1, 2016, through July 31, 2017, Port Manatee saw moves of 32,907 TEU's. The total container volume of 32,901 TEUs for the first 10 months of fiscal 2017 is up 47 percent compared with the first 10 months of the preceding fiscal year. There is an ongoing transition to containers from breakbulk often times resulting in full capacity in the existing 10-acre intermodal container yard. Expansion of the container yard will create the opportunity to market for expansion of Port Manatee s customer base. Jobs during construction will be realized as well as direct jobs as the result of the expansion. Port Manatee's existing container throughput is at a rate of 39,488 TEUs/354,350 tons per year, the highest in its history and up 47% from the previous year. Jobs related to the port business are estimated at 0.87 jobs per 100 tons of throughput. As such, this throughput represents an estimated 3,083 jobs and is rapidly increasing. This project would double the Port's intermodal container yard capacity, adding support for an estimated 3,083 jobs at a minimum. Port Manatee has pursued establishing a lease agreement with the auto industry. Specifically, the lease of 20 acres for the storage of 40,000 units per year. This project could potentially handle many commodities. 3

2. Additional Information: A. Is this project an expansion of an existing infrastructure project? Yes No B. Provide the proposed commencement date and number of days required to complete construction of the public infrastructure project. As soon as funding is received. One year. C. What is the location of the public infrastructure? (Provide the road number, if applicable.) To the immediate east of Port Manatee's existing container yard. D. Who is responsible for maintenance and upkeep? (Indicate if more than one are applicable.) Federal State County City Other Port Manatee E. What permits are necessary for the public infrastructure project? Florida Department of Environmental Protection (FDEP) Environmental Resource Permi t (ERP) for stormwater. An ERP was previously obtained and has expired. The pond req uired pursuant to the previous permit has been constructed. Manatee County site plan a pproval and building permit. These permits were also previously obtained and have expi red. A simple NPDES construction permit would be required. F. Detail whether required permits have been secured, and if not, detail the timeline for securing these permits. Additionally, if any required permits are local permits, will these permits be prioritized? Required permits were secured in the past but have expired and must be obtained again. Some of these permits are local permits. Local permits will be prioritized under Manatee County's Rapid Response program. 4

G. What is the future land use and zoning designation on the proposed site of the infrastructure improvements, and will the improvements conform to those uses? Planned Development Port Manatee (PDPM) land use and heavy industrial zoning. Conforming. H. Will an amendment to the local comprehensive plan or a development order be required on the site of the proposed project or on adjacent property to accommodate the infrastructure and potential current or future job creation opportunities? Once funding is available, engineering and permitting will take about 9 months. Procurement of construction will then take about 3 months, followed by about a year of construction for a total of about 2 years. 6

4. Approvals and Authority A. If the governmental entity is awarded grant funds based on this proposal, what approvals must be obtained before it can execute a grant agreement with the Florida Department of Economic Opportunity (e.g., approval of a board, commission or council)? Approval of Port Authority. B. If approval of a board, commission, council or other group is needed prior to execution of an agreement between the governmental entity and the Florida Department of Economic Opportunity: i. Provide the schedule of upcoming meetings for the group for a period of at least six months. The third Thursday of every month. Or every other Tuesday for BCC meetings. ii. State whether that group can hold special meetings, and if so, upon how many days notice. C. Attach evidence that the undersigned has all necessary authority to execute this proposal on behalf of the governmental entity. This evidence may take a variety of forms, including but not limited to: a delegation of authority, citation to relevant laws or codes, policy documents, etc. 7
